Minutes & Discussion Notes from Meeting held
Tuesday, November 12, 2024 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold
Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did
not have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that
the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the
purpose of discussing applications regarding proposed acquisitions of real property where publicity
would substantially affect the value thereof. The public is not allowed to attend, view, or listen to
Executive Session.

Commencement
• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into
Executive Session.
• The meeting began at 7:03 p.m. with 6 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from August 6, 2024
Tabled until a quorum of Committee members eligible to approve these minutes is achieved.

MOTION made by Anne Murray, seconded by Sam McCullough, to accept the October 29, 2024
LPC meeting minutes.

• Committee Chair and Deputy Chair recommendations 2025
MOTION made by Eric Keil, seconded by Kim Krupski, that the Committee recommends that the
Town Board designate Sam McCullough as Chairperson and Anne Murray as Deputy
Chairperson of the Land Preservation Committee for the 2025 calendar year.

General Preservation
• Proposed Code re: Easement Violations [continued from 10/29 meeting]
Lilly reviewed the Committee's proposed changes to the draft code. The Committee directed Lilly
to forward these revisions to the Assistant Town Attorney.
• Draft Definitions for Agricultural Uses
The Committee its discussion of proposed agricultural use definitions as part of the ongoing
zoning code update, including "farm operation," "agricultural production," and "agricultural
processing." The Committee also raised the potential value of considering incentive zoning for
developments rights sold farms. The Committee discussed how it would like to approach it
review and drafting of formal comments to provide the Planning Department. The Committee
identified agritourism, labor housing, farm stores, and tasting rooms as terms requiring
especially careful consideration. The Committee directed Lilly to select 2-3 definitions per
meeting and provide relevant code and policy comparisons for the Committee's consideration.

Stewardship and Management
• 2024 Monitoring Summary (to date)
Lilly provided a high-level overview of monitoring completed in 2023, which included 24
easements. Lilly reminded the Committee to review the list of properties due for monitoring and
requested volunteers for monitoring in November and December.
