POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Juvenile Aid Bureau - April 2004 2. Island Group Administration Claim Lag Report - May 2003-April 2004 ii. PUBLIC NOTICES NYS Department of Environmental Conservation Notice of Complete Application of Keyspan Energy Group for an existing electric generating facility on Route 25 west of Chapel Lane, Southold. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 425. Authorize and direct the Town Clerk to advertise for a part-time Mini-Bus driver. 426. Authorize the closure of Case's Lane, Cutchogue, on July 3, 2004 during the Cutchogue- New Suffolk Historical Council "Annual Antiques Show and Sale" on the Village Green. 427. Appoint Chauncey P. Goss, Harris B. Parsons, Sr. and William P. Stengel to the Fishers Island Harbor Committee. 428. Authorize and direct Supervisor Horton to sign a Stewardship Agreement with the Suffolk County Department of Parks, Recreation and Conservation as part of the Laurel Lake Preservation & Trail Plan. 429. Authorize and direct Supervisor Horton to sign a Stewardship Agreement with the Suffolk County Water Authority as part of the Laurel Lake preservation & Trail Plan. 430. Authorize and direct Supervisor Horton to execute the agreement with Suffolk County Office for the Aging regarding the III-C Nutrition Program for the elderly. 431 Authorize Southold Town Beach Attendants and Beach Managers for the 2004 season to be supplied with a petty cash fund; and that Water Safety Instructors, Beach Attendants, Lifeguards, Beach Managers and Recreation Supervisor be supplied with free beach parking permits. 432. Declare three outboard motors as surplus and authorize and direct the Town Clerk to advertise the surplus equipment for bid. 434. Grant permission for Town roads to be used on July 11, 2004 for the "Mighty North Fork Triathlon" at Cedar Beach Park. 435. Grant permission to Capt. Martin Flatley to attend the annual re-trainer session for the FBI National Academy entitled "Officer Wellness" July 5-8, 2004 in Saratoga Springs. 436. Authorize and direct Supervisor Horton to execute an agreement with individuals for the Summer 2004 recreation programs. 437. Grant all part time personnel of the Fishers Island Ferry District a 3% wage increase. 438. Appoint Joshua P. Davis to the position of part time deck hand for the Fishers Island Ferry District. 439. Appoint Dale B. Yale to the position of part time deck hand for the Fishers Island Ferry District. 440. Amend resolution V-407, adopted May 18, 2004, amending the rate of pay for Christopher Lappe, Seasonal Police Officer, to $15.13 per hour. 441 Appoint Melissa Malkush to the position of student intern II in the Assessors Office. 442. Authorize and direct the Town Clerk to advertise for the position of part time Clerk-Typist in the Assessors Office. 443. Authorize and direct the Town Clerk to advertise for the position of Senior Planner in the Planning Department. 444. Authorize modification to the 2004 Solid Waste District budget to appropriate funds for various overdrawn lines. 445. Appoint Gregory Simmons to the position of Traffic Control Officer. 446. Accept the letter of intent to retire for Kenneth Ricker from his position as Head Purser for the Fishers Island Ferry District. 447. Authorize the closure of Sound Avenue, Mattituck, for the Mattituck Presbyterian Church Annual Summer Fair July 31, 2004. Southold Town Board Meeting Agenda - June 1, 2004 Page 4 V. RESOLUTIONS- Cont. 448. Grant permission to the Mattituck Chamber of Commerce to close Love Lane and Pike Street east and west of Love Lane for their Annual Street Fair on July 10, 2004. 449. Authorize modification to the 2004 General Fund Whole Town budget for part-time earnings in the Accounting & Finance Department. 450. Grant permission to Det. Beth Dzenkowski to attend the quarterly board meeting of the NYS Police Juvenile Officers Association June 3-4, 2004 in Ithaca. 451 Appoint Nicholas Planamento to Architectural Review Board for Southold/Peconic. 452. Appoint Christina Loria to the position of student intern, to serve with no compensation from the town. 453. Adopt the bond estimate regarding the proposed Major Subdivision of Forestbrook at Bayview and accept the letter of credit established by the State Bank of Long Island. 454. Approve the waiver application for the subdivision of Carolyn J. Doherty, SCTM #1000-9- 8-2. (LOST) 455. Appoint Heather Cusack Tetrault as Environmental Technician in the Trustee Office, effective June 24, 2004. 456. Authorize and direct Supervisor Horton to hire the firm of L.K. McLean Associates to conduct a review pursuant to SEQRA regarding "A Local Law in Relation to Amendments to the Affordable Housing District (AHD) in the Code of the Town of Southold". 457. Determine that "A Local Law in Relation to Amendments to the Affordable Housing District (AHD) in the Code of the Town of Southold" is classified as a Type II Action pursuant to SEQRA and is not subject to review. 458. Authorize and direct Supervisor Horton to hire Cleary Consulting to conduct a review pursuant to SEQRA review of"A Local Law in Relation to a new Chapter Al06 - Subdivision of Land of the Code of the Town of Southold". 459. Retain John F. McKay III, Esq. as special counsel in the matter of Weber v. Town of Southold. 460. Increase the compensation rate of Assistant Town Attorney Lori Hulse Montefusco by extending coverage under the Town of Southold Employee Health Benefit Plan. Set 5:00 p.m., June 29, 2004, Southold Town Hall, as the time and place for a public hearing on "A Local Law in Relation to a new Chapter A106 - Subdivision of Land of the Code of the Town of Southold". Authorize and direct the Town Clerk to transmit "A Local Law in Relation to a new Chapter Al06 - Subdivision of Land of the Code of the Town of Southold" to the Southold Town Planning Board and the Suffolk County Department of Planning for their recommendations and reports.
