A meeting of the Southold Town Conservation Advisory Council was held Tues., October
15, 2024 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
Co-Chairperson Carol Brown called the meeting to order at 4:30pm.
REPORTS
Nancy May attended the Board of Trustees meeting on September 18, 2024 and reported
the meeting was business as usual.
UPDATES/OLD BUSINESS/NEW BUSINESS
Mission Statement-The CAC will continue to work on a draft mission statement for Town
Board consideration. Liz Gillooly on behalf of the Board of Trustees explained how they

envision moving forward with the CAC review of wetland permit applications. The
Trustees will only be sending applications for a further review by the CAC and the
application would be Tabled for one month. The Trustees will still need to figure out the
criteria.
Draft Homeowners Guide-Carol Brown provided an update on the homeowner's guide.
The CAC's focus is environmental. The members were asked to review the draft for
comments at the next monthly meeting.
CLIMATE SMART COMMUNITIES
Carol Brown stressed the need for an open space and natural resource index in order to
move forward with the data. She asked that the members get on the Climate Smart °
Communities site as contributors and offered her assistance in doing so. Inga Van Eysden
will group together all of the categories for next month's meeting before choosing areas of
interest.
Carol Brown suggested the CAC members attend other town committees as well, as
liaisons.
APPROVAL OF MINUTES
Moved by Inga Van Eysden, seconded by John Chandler to Approve the Minutes of
September 11, 2024.
RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Inga Van Eysden, seconded by Shannon Wright, it was
RESOLVED to NOT SUPPORT the application of CHRIS & HEATHER MASOTTO for the
existing two story dwelling to be reconstructed/restored inkind/inplace; portion of existing
piles to remain, extended pile caps, replace portion of piers with reinforced concrete block
and anchor to house to conform to FEMA; existing northerly enclosed porch 23'9"X 8' to
be converted to an open deck; new egress stairs and landings to code on east side of the
house from first floor to grade, new sanitary system (IA) with sanitary retaining walls
starting on west side behind existing bulkhead proposed 17' X existing wall 21'; proposed
waterproof masonry sanitary retaining walls starting on west 8'X 21'X9'X25'X20' to east
side; 6' wide front stoop with 5' steps to grade. Abandon and remove existing cesspool,
remove existing masonry patio and remove brick patio to access existing sanitary system,
concrete front walk removed and remove railings, concrete wall and steps in County right-
of-way, remove hedgerow in front yard; restore existing gravel driveway, apron, walkway
and retaining wall as needed, and reconnect water service and electric.

RESOLVED to NOT SUPPORT the application of THOMAS BRADFORD for the
demolition of an existing dwelling, proposed construction of a two-story dwelling
w/covered front porch, attached garage, rear wood deck, outdoor shower, AC condensers
and propane tanks on concrete slabs, gravel driveway, I/A septic system, and shallow
depth drywells.

RESOLVED to SUPPORT the application of CHRISTOPHER W. THOMPSON, WALTER
J. THOMPSON & MARY IRENE CHODACZEK to rehabilitate existing +/-105' rock
revetment by adding one row of 2 ton toe stones and resetting dispersed rock. Not to
exceed 2.5 tons per linear foot. Revegetate disturbed area landward of rock revetment.

RESOLVED to SUPPORT the application of 600 GLENN ROAD LLC c/o DAVID
ROBERTS for the construction of a 4'X 20' long fixed pier with thru-flow decking, 3' X 14'
aluminum ramp and a 6'X 20' floating dock.

beyond the pier line.

RESOLVED to NOT SUPPORT the application of PAUL FRADE for the installation of an
18'X 36' inground swimming pool.

requirements, the project is within a flood zone, no test hole data was provided, and the
project was not staked.

RESOLVED to NOT SUPPORT the application of JONATHAN REBELL & NOAH
LEVINE to construct 65' stairs to beach consisting of 4' wide stairs plus two 4'X 6'
platforms, two 4'X 5' platforms, two 4'X 4' platforms with last set of stairs retractable and
aluminum. Elevation of stairs to be at least 3' above grade. Project includes a 4' non-
disturbance area at top of bluff with pressure treated beams anchored into the ground
along landward edge of non-disturbance buffer. Maintain a 20' non-turf buffer along the
entire length of the top of the bluff. Cut back portion of the top of bluff, reducing the angle
of repose from 42 degrees to 35 degrees. Add three 2"X 12" erosion control terracing
structures planted with Cape American beach grass within the disturbed area.

the bluff is re-vegetated with native plantings.

RESOLVED to SUPPORT the application of PETER SABAT for the demolition of the
existing dwelling and deck with existing foundation to remain and used for construction of
new dwelling with same footprint and the addition of a second-story. A 2'X 22' addition to
be added to front of house, 5.3'X 19.5' addition added to the south side of house, 5'X 12'
covered porch and 14'X 19.5' screened porch. Existing 8'X 12' sunroom will be removed
and replaced with 8'X 12' open porch with deck above, existing 12'X 16' wood deck will be
removed and replaced with a 12.5'X 16' bluestone patio, new connecting patio to the
west, new covered 12'X 19.5' portion south of screen porch. Existing garage to be
demolished and new 24'X 47' constructed to house three cars, 5'X 14' section on west
side and pool house with 3.7'X 7.7' outdoor shower and patio to serve the proposed 16'X
32' in-ground swimming pool along with an 8'X 6' spa and associated pool backwash
drywell and 50'X 33' bluestone patios. Two 3'X 3' a/c pads installed on the north side of
house. Existing conventional sanitary system to be replaced with an I/A septic system in a
more landward location than the existing. Roof drainage to capture all run-off and a silt
fence will surround the property until final stabilization is reached. Install a 15' non-turf
buffer along the wetland line with a 4' wide walking path to gain access to dock. All
existing trees will be preserved and no removal of any wetlands or native Baccharis will
take place.

RESOLVED to SUPPORT the application of ROSS & TARA BALTIC for the removal and
replacement of 110 If. of existing timber bulkhead with new vinyl bulkhead in same
location as existing and raised height of 8" above existing top cap.

replacement of 143 If. of existing timber bulkhead with new vinyl bulkhead in'same
location as existing and raised height of 8" above existing top cap. Install a proposed 3'X
18' long aluminum ramp and 6'X 20' floating dock supported with 2-10" dia. CCA piles. All
decking and top cap to be untreated timber or composite materials.

RESOLVED to SUPPORT the application of WILLIAM J. BAXTER JR. & FISHERMANS
BEACH LLC to remove and replace 30 If. of existing deteriorated timber bulkhead with
new vinyl bulkhead in same location as existing. Install; 15 'wide non-turf buffer landward
of bulkhead.

RESOLVED to SUPPORT the application of VANSTON BEAR, LLC to dredge approx.
500 cy. bottom material at mouth of dug boat basin. Remove approx. 1,600 cy. bottom
material to create deposition basin. Place all dredged/removed material on 2 upland areas
and retain with staked hay bales. Remove 85' section of existing bulkhead and construct
new 85' section.of bulkhead in alignment with existing bulkhead.

RESOLVED to SUPPORT the application of PAUL KONOWITZ TRUST to replace in-
place, approx. 150' of failing, permitted bulkhead, 19' northern return and 28' southern
return, all 18" higher, with vinyl sheathing, 10" piles 6' on center, 3-6X6" timber whalers,
one inch tie rods leading to horizontally logs with vertical deadman and fiberglass cap.
Remove and replace existing permitted 4'X 66" cantilevered deck, remove and put back
in place post construction 11'X 3' retractable aluminum stairs (adding one step) and
existing stair hoist. Remove and replace in place post construction existing permitted 10'X
20' deck on new pilings-not attached to bulkhead, raise non-turf buffer at bulkhead grade
by 18" with 50 cy. of clean fill from an off-site source. Restore non-turf buffer as per plans
dated 7/11/24.

RESOLVED to SUPPORT the application of WOLFGANG P. & BRENDA J. HAACK to
construct a residential dock consisting of a 55' fixed walkway with thru-flow decking, 14'
wood ramp, and 6'X 20' floating dock.

The CAC Supports the application and recommends the dock is located within the pier
line, moving it back 6'. The CAC recommends a fixed dock if the water depth is
inadequate.

MARILYN PYMM IRREVOCABLE TRUST to install 85 If. of stone riprap (30' north and
54' south side); dredge area 30'X 85' to -4 below MLW yielding approx. 540 cy of spoil
which will be placed above MHW on southern point for beach nourishment.

The CAC did not make an inspection, therefore no recommendation was made.
Moved by John Chandler, seconded by Carol Brown it was
RESOLVED to SUPPORT the application of CHARLES PARDEE & JILL MENNICKEN
for the proposed second-story addition at 297.3 sf. where the existing second floor is
608.9 sf. to be demolished and new 906.2 sf. second floor constructed, increase of 297.3
sf. Reconstruction of a portion of first floor and small addition including demo of first floor
sunroom at 273.3 sf. and reconstruction and small addition at 91.9 sf. for a reconstructed
sunroom total at 355.2 sf. New first floor addition int eh northwest corner of the residence
at 300.3 sf., new south landing at 28 sf. and new covered porch on the landward side of
the existing residence at 415.2 sf. Project includes the abandonment of the existing
traditional system and installation of a new I/A septic system.

RESOLVED to NOT SUPPORT the application of SOUNDHAUS HOLDINGS, LLC/for the
installation of a vinyl pool 20'X 32' with patio and extension of existing deck approx. 1,100
sf. and patio raised 12" covering 1,300 sf. materials, pavers or porcelain, and for the as-
built platform and stairs on the bluff.

requirements of 100' from the top of the bluff.

ANITA FRIZE to construct a two-bedroom addition on a concrete foundation with a
footprint of 622 sf.
Located: 560 North Hill Rd. Fishers Island. SCTM#6-1-4.3
The CAC did not make an inspection, therefore no recommendation was made.
FERRY VIEW LLC to construct a two-story, 2,470 sf. single-family dwelling with 225 sf.
and 950 sf. attached decks and 615 sf. unenclosed, grade-level masonry terrace;
construct a two-story accessory garage; install stormwater drainage system and I/A septic
system. Install outdoor shower, buried utilities and gravel driveway; and permanently
maintain a 25' wide non-disturbance buffer landward of top of bluff to remain naturally and
undisturbed.

The CAC did not make an inspection, therefore no recommendation was made.
CARMEN BROOKS for a front covered stoop to be replaced inkind/inplace, rear covered
porch, pre-existing covered step and porch, and pre-existing dwelling.

The CAC did not make an inspection, therefore no recommendation was made.
Carol Brown will attend the Board of Trustees meeting scheduled for Wed., October 16,
2024.
The next meeting of the Conservation Advisory Council is scheduled for Wed., November
6, 2024 at 4:30PM in the Conference Room.
