Motion carried 6/0. (Eric Keil absent from vote) The members entered into EXECUTIVE SESSION. Last purchase offer rejected by property owners and Randy tried to get Stackler to make a counter-offer, but he refused to do so. Randy to try to talk to another one of the property owners and report back to committee in two weeks. REESE PROPERTY SCTM#: Location: Acreage: Zoned: 1000-45-5-5 70380 Main Rd (s/s NYS Route 25, Greenport) 47.314 (total acres) LIO Status update given by Randy Parsons. Last purchase offer rejected by property owner but owner counter-offered with an amount he would accept. Federal Fish & Wildlife $1 million dollar grant discussed in further detail and the possibility, or not, that the Town would receive these funds. If granted, said funds may not be released until early 2005. Randy stated that The Nature Conservancy and various other politicians would work very hard to make sure the Town ended up getting the $1 million dollar grant targeted for the Pipes Neck Cove area. MOTION made by Craig Arm, seconded by John Sepenoski, authorizing Randy Parsons to negotiate another offer as per the terms agreed upon by the committee for the purpose of purchasing this property as open space and as a scenic vista, and to report back to the committee by the next meeting date. Motion carried 6/0. (Eric Keil absent from vote) M ILAZZO PROPERTY SCTM#: Location: Acreage: Zoned: 1000-53-1-9 690 Brooks Rd (end of Pipes Neck Rd, Greenport) 13.21 (total acres) R-80 Status update given by Randy Parsons. Randy met with both John Milazzo and his son, attorney John Milazzo, Jr. and walked the property. MOTION made by Craig Arm, seconded by Ray Huntington, authorizing Randy Parsons to order appraisal on the Milazzo directing the appraiser to prepare an appraisal on the whole parcel as open space and possibly adjusting the appraisal for the exclusion of one building lot. Motion carried 6/0. (Eric Keil absent from vote) END OF EXECUTIVE SESSION BADENCHINI PROPERTY SCTM #: Location: Acreage: Zoned: 1000-95-1-5 6375 Oregon Rd (n/s Oregon Rd) 33.2 total acreage R-80 and A-C New PDR Application held from 3/30/04 meeting. Present Status given by Melissa Spiro. Tony Abruzzo, surveyor for Manzi Homes (interest in Badenchini property), is not sure if owner desires to proceed with land preservation application, as Planning Board may not give approval for three requested waterfront building lots on Long Island Sound. O' MALLEY PROPERTY SCTM #: Location: Acreage: Zoned: 1000-55-6-35 751 Laurel Ave, Southold (w/s Laurel Ave) 29.0 total acreage R-80 SCTM #: Location: Acreage: Zoned: 1000-55-6-36 2425 Laurel Ave, Southold (w/s Laurel Ave) 11.5 total acreage R-80 SCTM #: Location: Acreage: Zoned: 1000-56-1 - 1 705 Laurel Ave, Southold (w/s Laurel Ave & LIRR) 10.68 total acreage R-80 Application was delivered to Land Preservation Department by real estate broker, Enzo Morabito. Discussion was held concerning property location, wetland area, its proximity to developed subdivision and nearness to hamlet. Possible purchase price alluded to by Mr. Morabito was an issue. Consensus of the members was to pass on this application at this time as the parcel is not necessarily suitable for open space or farmland preservation. MOTION made by Ray Blum, seconded by Ray Huntington, to decline this application for open space preservation at this time. Motion carried 5/1 (Fred Lee); Michelle Zaloom abstained. The members re-entered into EXECUTIVE SESSION. DRUM & SALAND PROPERTY SCTM #: Location: Acreage: Zoned: 1000-87-1-26 300 Minnehaha Blvd, Southold (w/s Minnehaha Blvd) 1.5 total acreage R-40 Reviewed appraisal and discussion held concerning price offer to Town. MOTION made by Ray Blum, seconded by Ray Huntington, to make purchase offer to owner for open space as land preservation in its natural habitat and as a scenic vista. Motion carried 6/0; Craig Arm abstained. Melissa Spiro to negotiate offer. WESNOFSKEPROPERTY SCTM #: Location: Acreage: Zoned: 1000-69-4-8.1 36450 CR 48, Southold (s/s CR 48, Southold) 8.3 acres (total acreage); 7.27 acres offered as PDR A-C Reviewed appraisal and discussion held concerning price per acre offer for development rights easement. Melissa updated members on status of application as Wesnofske may have a potential buyer for the farm, but may still sell development rights to Town as part of farm sale. MOTION made by Eric Keil, seconded by Ray Huntington, to make a purchase offer to owner for development rights easement. Any new ag structures are to be located in the area west of the existing farm road that runs north to south through the property that is west of the existing farmstand. Motion carried 7/0. Melissa Spiro to negotiate offer. END OF EXECUTIVE SESSION General: · OPEN SUBDIVISION PROPOSAL Melissa handed out memo entitled "Conceptual Description: Open Development Area Subdivision". The Town Board will be requesting input from committee and/or comments for subdivision code re-write. Questions were raised over existing house on parcel, 75% figure and its determination, and what is a "lot", what is a "parcel" issues. AG STRUCTURES ON PDR LAND Bill Edwards gave status update on ag structure issue. Town Board rescinded resolution setting public hearing for 4/20/04, as language and content revisions were necessary, and adopted a resolution setting a public hearing for 5/4/04 on this issue. The new language was reviewed with the committee. · STATUS UPDATE Melissa's Status Update report was handed out but not discussed.
