Minutes & Discussion Notes from Meeting held
Tuesday, October 1, 2024 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold
Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did
not have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that
the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the
purpose of discussing applications regarding proposed acquisitions of real property where publicity
would substantially affect the value thereof. The public is not allowed to attend, view, or listen to
Executive Session.

Commencement
• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into
Executive Session.
• The meeting began at 7:10 p.m. with 5 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from August 6, 2024
Tabled until a quorum of Committee members eligible to approve these minutes is achieved.

MOTION made by Anne Murray, seconded by Eric Keil, to accept the September 17, 2024 LPC
meeting minutes.

• Next LPC Meeting Date: October 15, 2024
Southold Town Planning Director Heather Lanza will be at the October 15th meeting to discuss
proposed definitions of agricultural uses for the zoning code update.

Lilly reviewed the Ezair monitoring report and photos from the monitoring visit. Roughly 3 acres
of the property are in agricultural production (nursery stock). Photos show piles of what appear
to be bulk landscaping materials and a dirt bike track on the easement area, which are unrelated
to agriculture and inconsistent with the terms of the development rights easement. This property
has a history of easement violations related to dirt bike tracks, which have been remedied in the
past. The monitoring visit also revealed a picnic area, which the Committee determined was not
inconsistent with the easement terms, and a small structure with overgrown blueberries that may
be consistent with easement terms but has not been reviewed by the Committee. Lilly also noted
that there are freshwater wetlands adjacent to the dirt bike track.
Lilly will send out a notice of violation requiring the easement area to be restored to farmable
condition within 60 days.

The LPC members entered into EXECUTIVE SESSION at 7:39 p.m. Meeting locked.
o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new
applications, appraisals and current applications.

EXECUTIVE SESSION ENDED at 8:08 p.m.
Land Preservation Applications & Potential Applications -OPEN SESSION
MOTION made by Kim Krupski, seconded by Sam McCullough to recommend to the Town Board that
the Town commission an appraisal, for Application Number 2024-2, for the purposes of providing the
market value of all but 3.5±acres of the properties, in accordance with a design as discussed by the
Land Preservation Committee while in Executive Session.
