It is my understanding from speaking with Mr.Fred Fragola of ADF Ventures,LLC and Elizabeth Cantrell from your office that the Board has already inspected the property, most recently on July 9' to view the lath-out of a preliminary site plan depicting a proposed dwelling and swimming pool. And I can see your field inspection notes indicate the layout was"OK to apply as is." However,there appears to be some uncertainty concerning the location of the top of bank and thus the limit of the Board's permitting jurisdiction,which in turn has created confusion over whether a wetlands permit is required only for the proposed demolition and pool/patio or for the proposed house as well. ., As it would be difficult for anyone to make that determination without knowing the location of the top of bank and seeing it depicted on the survey/site plan relative to the proposed construction activities, I've suggested to Mr.Fragola that we meet with the Board at the site one additional time to identify and delineate the top of bank so that it can be located and added to the survey/site plan. To that end, please accept this letter and enclosed check as a request for a pre-application site meeting during the Board's next available field inspection. Also enclosed is a copy of a an agent authorization letter authorizing En-Consultants to act on the owners' behalf. I understand the Board has already received written consent from Mr.Fragola to enter the property. Should you require any additional information prior to meeting me at the site, please let me know, and I thank you for your attention to our request.
