WHEREAS, the opioid crisis, marked by misuse and addiction to substances like prescription
pain relievers, heroin, and synthetic opioids such as fentanyl is a national concern impacting
public health and social-economic welfare. Deaths from drug poisoning have significantly

New York State law currently allows a defendant to possess up to 8 oz. of fentanyl before bail
can be set, a quantity capable of killing over 100,000 people. Additionally, the law does not
recognize families of those lost to fentanyl as "victims" and prevents said families from
receiving financial compensation. Further, Xylazine (a tranquilizer used to sedate large livestock
animals) is used by drug dealers to "cut" their drugs, but is currently perfectly legal to possess in
New York State. The Town Board of Southold strongly supports Suffolk County District
Attorney Raymond A. Tierney's initiative to change New York State Laws relating to these
deadly substances and recognize that drug dealers who peddle this poison are, in fact, dealing
death.
RESOLVED, that the Town Board of the Town of Southold authorizes the Supervisor to sign any
and all necessary documents, including but not limited to letters of support for Suffolk County
District Attorney Raymond A. Tierney's public campaign and efforts to change New York State
law relating to these deadly substances.

Endorse Palumbo & Thiele's NYS Budget Request
Whereas, in a recent meeting of the North Fork Coalition for Behavioral Health, Councilwoman
Anne H. Smith reported growing concern over the escalating mental health needs among
students and families in our community. This includes an alarming rise in vaping and substance
use disorders, as well as acute and chronic mental health issues such as anxiety, depression, and
suicidal ideation.
Whereas, isolation from the COVID-19 pandemic and the effects of social media have
compounded these problems. Despite these challenges, schools report prompt crisis response
services, with an 85% diversion rate from hospitalization. However, the scarcity of service
providers and the need for continued prevention remain significant concerns.
Whereas, the Coalition is focusing its efforts on enhancing services through Stony Brook
Medicine, with a proposal to extend outpatient services to cater to mental health and substance
use disorders in young individuals aged 14 and above. However, the need for more adolescent
psychiatric expertise is pressing. We are making strides with towns and local schools
contributing to this initiative, but further support is needed,noe ttherefor be it
RESOLVED, that the Southold Town Board strongly endorses Senator Palumbo and
Assemblyman Thiele's NYS budget request for this effort, which will provide funds to Family
Service League for work with schools and families in coordination with Stony Brook and
Northwell Health to address the mental health crisis and substance abuse disorders impacting our
community.

Support Legislation to Protect the Funds of School Districts IDA
WHEREAS,NYS State Senator Sean Ryan and NYS Assemblyman Harry Bronson, Chairs of
their respective Committees on Economic Development, have proposed legislation to prevent
Industrial Development Agencies (IDAs) in New York from waiving taxes that go to our local
school districts based upon decades of evidence that have shown that IDAs fail to deliver the
financial benefits promised and the bulk of these tax waivers come at the expense of our local
school districts.
WHEREAS, in 2021, New York schools reportedly lost at least $1.8 billion in revenue to
corporate tax abatements, the highest loss nationwide, amounting to $541.00 per pupil. The
Town Board believes that such tax abatements represent a growing threat to school funding that
disproportionately impact certain districts. Further, property taxes are the primary source of
revenue for school districts and the action of the Suffolk County IDA has led to budgetary gaps
and resultant property tax increases. Urgent policy changes are needed prevent further loss of
revenue to school budgets, now, therefore be it
RESOLVED, that the Southold Town Board supports the legislation to protect the funds of
school districts.A well-funded and robust education system is a more sustainable and effective
driver of economic development than tax reductions that reduce school budgets. The Southold
Town Board calls for this legislation to be included in the forthcoming state budget, emphasizing
the need to prioritize communities over corporations.

RESOLVED that the Town Board of the Town of Southold hereby amends resolution 2023-1045
adopted at the December 19, 2023 regular Town Boar meeting, as follows:
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Southold Economic Development Committee to hold the Winter Fest on Saturday, February 17,
2024 from 9:00 am to 5:00 pm with a Rain Date of Sunday, February 18th, 2024, on Town
property located at 53670 Route 25 and 53720 Route 25, Southold,provided they follow all the
conditions in the Town's Policy for Special Events on Town Properties,ftlid subject to the
Economic Committee working with Town and State departments as needed and the following
additional conditions:
1. The Main Road (Route 25) closure for the event shall be limited to the hours of
10:00 AM and 2:00 PM;
2. The applicant shall notifv local hospitals, senior and rehabilitation centers that
access to Southold Pharmacv will be limited on the date of the event; and
3. This approval shall be considered for the 2024 event only, any future request will be
reevaluated by the Board.
All Town fees for this event are waived.
