Re: Local Law entitled A Local Law in Relation to Amendments to Chapter 280 Zoning
Day-Care Center, Pet Care Facility
The Planning Board supports the proposed amendments.
Day Care Center
U.S. Census data indicates that, in a 2023 estimate, the population of Southold Town is 23,854
persons, and 3.1 percent or 729 persons are under 5 years old. Daycare centers are needed for
working families; however, the Town Code does not include this use in the commercial zoning
districts. As a result, there are few options for parents that need day care for their children. The
proposed additions of the use to the Residential Office, Limited Business, Hamlet Business, and
General Business zoning districts will provide the opportunity for the development of day care
centers.
Supporting our working families in this way is consistent with the Southold Town
Comprehensive Plan's Economic Development Chapter goal to facilitate the growth of existing
business sectors. Increasing day care options is one step towards ensuring there are available
workers for local businesses.

Pet Care Facility
The demand for pet-related services has grown in recent years along with our population, yet
there are limited options in our current zoning for this type of business. The proposed change to
allow Pet Care Facilities in the General Business zoning district as a permitted use provides a
service to the community, and greater economic opportunity to business owners. It may also
operate year-round, providing much-needed year-round jobs.
This code change is consistent with the Southold Town Comprehensive Plan's Economic
Development Chapter goal to encourage new businesses. It is also consistent with the
Community Character Chapter which calls for encouraging businesses that fit the character of
the community. Pet care facilities provide a service business that is compatible with Southold's
character as they are not expected to produce a lot of traffic, and provide a needed service to the
community.
The Planning Board appreciates the opportunity to comment on this local law. Please contact the
department with any questions.
