Determine that the purchase of the development rights of agricultural lands of Scott, SCTM # 1000-102-2-23.4, is an Unlisted Action pursuant to the SEQRA Rules and Regulations, 6NYCRR 617.1 et., and finds no significant negative impact on the environment. Authorize an unpaid leave of absence to an employee from September 10-October 5, 2003. Create the Land Preservation Committee Finance Work Group and appoint John Cushman, William Edwards, Patricia Finnegan, Melissa Spiro, Raymond Huntington, Thomas McAdam and John Sepenoski. Authorize modification to the Solid Waste District 2003 budget for various supplies and services. Appoint Edward R. Grohoski to the position of Temporary Full Time Scale Operator in the Solid Waste District. Designate Bridgehampton National Bank as a depository of Town of Southold. Grant permission for Planning Board members and staff to attend a Suffolk County Planning Federation seminar October 9, 2003 in Ronkonkoma. Authorize and direct Supervisor Horton to sign an agreement with the CSEA, Inc., Local 1000, AFSCME, AFL-CIO ("CSEA") amending the parties' prior agreement creating a unit-wide sick leave bank.
