POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
595. Provisionally appoint Lauren Standish to the full-time position of Secretarial Assistant.

Authorize Sgt. James Ginas, PSD Bryan Weingart and Chief Carlisle Cochran to attend the
Northeast H.T.E. User's Group 2004 Annual Conference November 12-14, 2003 in
Newport, RI.

Authorize Det. Sgt. John Sinning and Det. Edward Grathwohl to attend the Mid-Atlantic
Great Lakes Organized Crime Law Enforcement (MAGLOCLEN) East Coast Gang
Investigators Association Training Conference October 13-16, 2003 in Egg Harbor
Township, NJ.
598. Authorize and direct Town Clerk Neville to advertise for the position of Matron/Detention
Attendant for the Police Department.
599. Authorize and direct Supervisor Horton to execute a contract with Phone-Review, Inc. to
report discrepancies to the telephone company and obtain credit for the town.

Authorize Change Order #3 for the Brushes Creek Bridge Construction Project - to allow
for the installation of backer rod and sealant in the opening between the wing walls and the
pre-cast fascia beams.

601 Grant permission to the Mattituck High School Student Council to use town roads for their
10th Annual Homecoming Parade October 4, 2003.

Set 5:00 p.m., October 21, 2003, Southold Town Hall, as the time and place for a public
hearing to hear citizen views on local housing and community development needs to be met
with Community Development Block Grant funds.
603. Authorize modification to the Solid Waste Management District 2003 budget for debt
service on the Landfill Closure bond.

Determine that the gift of a conservation easement on property of May and Others, SCTM
#1000-54-4-20, is an Unlisted Action and will have no significant negative impact on the
environment.

Authorize and direct Supervisor Horton to hire the firm of Nelson, Pope & Voorhis to
conduct a SEQRA review to address the environmental issues pertinent to the Change of
Zone application of the Town Board on behalf of Frank Cichanowicz.

Authorize and direct Supervisor Horton to hire the firm of Nelson, Pope & Voorhis to
conduct a SEQRA review to address the environmental issues pertinent to the Change of
Zone application of the Town Board on behalf of Stacy and Michael Sheppard.

Authorize and direct Supervisor Horton to hire the firm of Nelson, Pope & Voorhis to
conduct a SEQRA review to address the environmental issues pertinent to the Change of
Zone application of the Town Board on behalf of Strong's Marine.
613. Authorize and direct Supervisor Horton to execute an agreement with the Suffolk County
Office of the Aging for the Community Services for the Elderly-Residential Repair Program.
614. Rescind Resolution #549, adopted August 26, 2003, accepting the resignation of Sabrina
Crenshaw.
615. Determine that the Fishers Island Sewer District rent owed by Thomas F. Doherty, Jr. for
the year of 2003 shall be levied against the real property of Thomas F. Doherty, Jr.
616. Determine that the Fishers Island Sewer District rent owed by Susan and Kevin Connelly for
the year of 2003 shall be levied against the real property of Susan and Kevin Connelly.
617. Appoint Joel Riley to the position of Deckhand for the Fishers Island Ferry District.
618. Appoint Carol A. Hydell to the position of part-time Minibus Driver for the Human
Resource Center.
619. Accept the resignation of Patricia McCarthy, Minibus Driver with the Human Resource
Center.
620. Declare equipment at the Human Resource Center to be surplus and disposed of.

Authorize Land Preservation Coordinator Melissa Spiro to submit a proposal to NYS
Department of Agriculture and Markets to solicit State assistance of Agricultural and
Farmland Protection Projects.
622. Accept the bid of Collegiate Pacific for the Strawberry Field Fairgrounds Soccer/Lacrosse
Fields Project.
623. Authorize and direct Supervisor Horton to sign an Agreement with Offshore & Coastal
Technologies, Inc. to assess Hydrodynamic and Sedimentation Impacts for Goldsmith Inlet
and adjacent shorelines as part of the Southold Town Erosion Mitigation Project.

Accept the resignation of Robert Ghosio, Jr. from his position as member of the Southold
Town Conservation Advisory Council and authorize and direct the Town Clerk to advertise
for the vacant position.
625. Adopt Findings Statement for the Final Generic Environmental Impact Statement.
626. Retain Mary C. Wilson Esq. as hearing officer in the disciplinary charges brought against a
town employee.
627. Authorize and direct Town Clerk Neville to advertise for the position of School Crossing
Guard at Our Lady of Mercy in Cutchogue.

Set 8:05 p.m., October 7, 2003, Southold Town Hall, as the time and place for a public
hearing in the matter of the proposed increase in the estimated maximum cot of the
construction of a new and expanded ferry terminal for the Fishers Island Ferry District.

Set 8:10 p.m., October 7, 2003, Southold Town Hall, as the time and place for a public
hearing in the matter of the repair and maintenance of existing bulkheads located within the
Southold Park District.

Accept the report of Nelson, Pope & Voorhis regarding the zone change (original petitioner
Van Duzer Appliance Co.) S CTM # 1000-55-2-24.4, and reaffirm the Negative Declaration
adopted by the Town Board on November 20, 1989.

Southold Villas) SCTM #1000-70-1-6, and reaffirm the Negative Declaration adopted by
the Town Board on February 27, 1990 and the Planning Board on September 23, 1992.

provisions of the Local Law "Temporary Moratorium on the Procession, Review of and
making Decisions on the applications for Major and Minor Subdivisions, and Special Use
Permits and Site Plans containing dwelling unit(s) in the Town of Southold", commonly
referred to as Forestbrook in the Bayview area of Southold, SCTM #1000-79-5-21.3 and
#1000-79-2-7.

Schedule a Town Board Meeting to take place Wednesday, September 24, 2003 at 9:00
a.m. in the Meeting Hall at the Southold Town Hall for the purposes of discussing the
Comprehensive Implementation Strategy and ideas and planning tools aimed at achieving
the Comprehensive Planning Goals of the Town and for any other Town business.
644. Consent that the Superintendent of Highways make an order laying out the highways known
as Kerwin Boulevard, August Lane, Pheasant Place, Wells Lane, Sage Spur, and "Drainage
Areas" on a certain map entitled "Map of August Acres, Section One" in Greenport and
authorize and direct Town Clerk Neville to cause the dedication, release and deed to be
recorded in the Office of the County Clerk.
