POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
483. Accept the resignation of Scott Hughes from his position as Senior Environmental Planner.
484. Grant a partial refund to Mr. & Mrs. George Bischoff as they have withdrawn their
application for the Zoning Board of Appeals.
485. Grant an overpayment refund to Theodore Martz, Jr. as he overpaid for an application fee to
the Zoning Board of Appeals.
486. Grant permission to Cooley's Anemia Foundation to use Town Roads on Saturday,
September 20, 2003 for their annual Bike-a-thon.
487. Authorize Supervisor Horton to execute an agreement with Albrecht, Viggiano, Zureck &
Company, P.C. for professional services re the 2003 year-end audit.

Authorize and direct Supervisor Horton to execute all necessary documents in connection
with the Grant Agreement with the U.S. Department of Transportation, Federal Aviation
Administration, for Fishers Island Airport improvement - snow removal equipment.
489.
Authorize and direct Supervisor Horton to execute all necessary documents in connection
with the Town of Southold grant application to the New York State Department of Health
for the NYS Child and Adult Care Food Program for 2003-2004.
490. Establish a petty cash fund for the Adult Day Care Program in the Human Resource Center.

M-9D High Dump Streetsweeper.
492. Authorize and direct the Town Clerk to advertise for bids for the purchase of one 2003 Ten
Wheel Dump Truck.
493. Authorize modification to the General Fund Whole Town 2003 budget to appropriate gift
and donation money, Programs for the Aging.
494. Accept the resignation of Meghan Mills from her position as part-time Food Service
Worker, Human Resource Center.

Determine that the purchase of 36.3 acres of Zoumas Contracting (SCTM # 1000-79-4-
17.17) is pursuant to the provisions of Chapter 6 and Chapter 59 of the Town Code, is
classified as an Unlisted Action pursuant to the SEQRA Rules and Regulations, 6NYCRR
617.1 et. Seq., and would have no significant impact on the environment.

Determine that the purchase of 27.9 acres of Adams (SCTM #1000-56-1-8.1) is pursuant to
the provisions of Chapter 6 and Chapter 59 of the Town Code, is classified as an Unlisted
Action pursuant to the SEQRA Rules and Regulations, 6NYCRR 617.1 et. Seq., and would
have no significant impact on the environment.

Determine that the purchase of development rights of 8.9 acres and 9.9 acres of Webber
(S CTM # 1000-19-1 - 11.3) is pursuant to the provisions of Chapter 6 and Chapter 59 of the
Town Code, is classified as an Unlisted Action pursuant to the SEQRA Rules and
Regulations, 6NYCRR 617.1 et. Seq., and would have no significant impact on the
environment.

Determine that the gift to the Town of 0.57 acre from Winkler and Stone (SCTM #1000-
78-2-11) is pursuant to the provisions of Chapter 6 and Chapter 59 of the Town Code, is
classified as an Unlisted Action pursuant to the SEQRA Rules and Regulations, 6NYCRR
617.1 et. Seq., and would have no significant impact on the environment.

Determine that the gift to the Town on 1 acre of development rights easement from
Hubbard (SCTM #1000-63-1-16) is pursuant to the provisions of Chapter 6 and Chapter 59
of the Town Code, is classified as an Unlisted Action pursuant to the SEQRA Rules and
Regulations, 6NYCRR 617.1 et. Seq., and would have no significant impact on the
environment.

Determine that the gift to the Town on 3.17 acres of development rights easement from
Hubbard (SCTM g1000-55-5-2.4) is pursuant to the provisions of Chapter 6 and Chapter
59 of the Town Code, is classified as an Unlisted Action pursuant to the SEQRA Rules and
Regulations, 6NYCRR 617.1 et. Seq., and would have no significant impact on the
environment.

Determine that the gift to the Town on 7.25 acres of development rights easement from
Hubbard (SCTM g1000-55-2-24.2) is pursuant to the provisions of Chapter 6 and Chapter
59 of the Town Code, is classified as an Unlisted Action pursuant to the SEQRA Rules and
Regulations, 6NYCRR 617.1 et. Seq., and would have no significant impact on the
environment.
502. Retain Mary C. Wilson, Esq. as hearing officer in the disciplinary charges brought against a
town employee, pursuant to Resolution #444 of July 15, 2003.
503. Authorize the modification to the General Fund Whole Town 2003 budget for legal
settlement and insurance deductibles & coinsurance.

Determine that the proposed development of Strawberry Fields Fairgrounds (SCTM gl 000-
113-12-15), per the agreement with Suffolk County, is a Type ! action pursuant to SEQRA
and that the proposed project will not have a significant effect on the environment.

Approve bond resolution authorizing the construction of recreational improvements at the
Strawberry Fields Fairgrounds, pursuant to the agreement with the County of Suffolk, at an
estimated maximum cost of $200,000 and authorizing the issuance of bonds to finance said
appropriation.
506. Appoint Christina Surozenski to the position of student intern in the Town Clerk's office.
507. Approve modification to the General Fund Whole Town 2003 budget for parking lot
repaving at the Human Resource Center.

Grant request for waiver on "A Local Law in Relation to a Temporary Moratorium on the
Issuance of Approvals and/or Permits for the Parcels of Property in the Light Industrial
Park/Planned Office Park (LIO) Zoning District and the Light Industrial (LI) Zoning District
in 'The Church lane Neighborhood and Immediate Area Surrounding the Town Landfill' ",
property of Christopher R. and Robert T. Mohr, SCTM # 1000-96-01-20.1.
509. Adopt the Administrative Employee Handbook in order to provide uniform rules and
benefits for the Administrative Employees of the Town of Southold.

and Site Plans containing Dwelling Unit(s) in the Town of Southold" for the minor
subdivision of Joseph A Cherepowich, SCTM #1000-38-1-1.3 & 1.4.
