A meeting of the Southold Town Conservation Advisory Council was held Thurs., August
8, 2024 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
Co-Chairperson Carol Brown called the meeting to order at 4:30pm.
ANNOUNCEMENTS
Carol Brown announced that registration for the 2024 NYSACC Conference is now open.
The virtual conference is being offered on September 18th. She will send the link if anyone
is interested in participating.

GUEST SPEAKERS

Joe Pokorny, Deputy CEO-Suffolk County Water Authority
John Marafino-Customer Growth Coordinator, Suffolk County Water Authority
Representatives from the SCWA shared an informational PowerPoint Presentation on
Drinking Water in Southold Town. The slide deck included information on some of the
challenges on the east end, North Fork water quality, demand, seasonal water use, the
irrigation situation, and public outreach.
The North Fork Pipeline Project will likely not be installed along Peconic Bay Blvd. It is
now proposed to be installed along Sound Avenue in Jamesport. Carol Brown commented
that the SCWA is prepping for things that we don't want to see. Jeff Szabo, answered that
they do not control development.
REPORTS
Shannon Wright attended the Board of Trustees meeting on July 17th and reported the
meeting was business as usual.
UPDATES/OLD BUSINESS/NEW BUSINESS
Carol Brown, Shannon Wright and Jocelyn Kaelin met with Mark Terry to gather
information for the homeowner's guide. The project is moving along. The civics are also
working on a guide, however the CAC's focus is environmental.
Inga Van Eysden shared her research on gas powered leaf blowers. Councilman Mealy
will share with the town board members for comments.
CLIMATE SMART COMMUNITIES
Councilman Mealy is the liaison to the CSC, however it was brought up that we may need
others to be a part of the task force. Andrew Mannitt requires 2 additional members from
the CAC. Brian will get clarification from Andrew Mannitt.
APPROVAL OF MINUTES
Moved by Inga Van Eysden, seconded by Jocelyn Kaelin to Approve the Minutes of July
10, 2024.
RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Inga Van Eysden, seconded by Carol Brown, it was
RESOLVED to NOT SUPPORT the application of ORIENT ACRES LLC to construct a
20'X 50' in-ground swimming pool with 2,900 sf. patio at grade 73' from the top of bank;
construct a 350 sf. pool house with roof over patio 96' from the top of bank.

top of the bluff.

RESOLVED to SUPPORT the application of ROCKY BLUFF LLC to construct onto
existing two-story single family dwelling an 18'X 25.7' 2"d floor dormer addition with 4.2'X
23.7' roofed-over 2"d floor deck (in place of 562 sf. portion of existing 2"d floor, with same
roof line), and a 408 sf. one-story addition (in place of 313 sf. screened porch and 95 sf.
portion of 165 sf. covered entry to be removed from between house and existing
accessory garage; remove existing outdoor shower and install 4'X7' outdoor shower;
remove brick walkway and install 4.5' wide masonry walkway; relocate existing 8'X 12'
shed more than 100' from bluff; remove conventional septic system and install I/A system
(with associated 2' high X 48' long concrete retaining wall) more than 100' from bluff;
install stormwater drainage system; replace existing pervious gravel driveway; and
establish a 10' wide vegetated non-turf buffer along top of bluff to be planted with native
vegetation.

RESOLVED to NOT SUPPORT the application of FUSSY MONKEY PROPERTIES LLC
to install 43 If. of rock revetment consisting of boulders at a max of 2.5 tons per LF along
toe of bluff; re-vegetate bluff area with beach grass plugs 12" on center; install 2'X 12"
terrace boards every 10' along disturbed bluff face.

accomplish the angle of repose will affect the size of the beach.

RESOVLED to SUPPORT the application of ANDREW FLINN for a proposed sanitary
line from the existing permitted shed to the existing sanitary system and location of the
existing water service serving the shed.

RESOLVED to NOT SUPPORT the application of BRENDAN & SARA OSEAN to
construct a new two-story single-family dwelling with maximum of 5 bedrooms and
demolition and removal of existing foundation and structures. Installation of new I/A
sanitary system and private well.

RESOLVED to SUPPORT the application of THE DANIEL DIVINEY REVOCABLE
TRUST & THE SUZANNE S. DIVINEY REVOCABLE TRUST to remove and replace (in-
place of existing 71' fixed timber catwalk (foot bridge) with 3% 95' elevated fixed timber
catwalk constructed with open-grade decking (includes 12' incline at each end).

RESOLVED to SUPPORT the application of EDWARD & MEREDITH RERISI to relocate
and enforce approx. 88' of an existing, permitted 146' revetment along the toe of a
naturally vegetated but eroded embankment using 500 lbs. to 1500 lbs. stone. Existing
stone to be removed and reused with new stone to rebuild revetment. Area behind
revetment to be planted with Cape American beachgrass. Project includes removal of
abandoned drainage system in bank.

pilings. Install two tie-off pilings. Re-deck existing 4'X 120' dock with sure-step open-grate
decking.

ground floor and front covered porch.

RESOLVED to SUPPORT the application of HARBOR LIGHTS PROPERTY OWNERS
ASSOC. to dredge the entrance to the canal. Dredge with a clamshell bucket and payload
to move and spread spoil at the eastern most end to the association beach. The canal will
be dredged to a depth of 4' at MLW. The spoil will be spread above the spring high water
mark to a maximum depth of 2'.

with approx. 25 cy. of clean sand/loam to be trucked in from an approved upland source;
remove existing masonry fire pit and replace (in-place) approx. 182 sf. Portion of masonry
patio landward of bulkhead, as needed, and establish and maintain 15' wide non-turf

2nd floor additions and office area, proposed location of driveway and rock wall. Approx. 3
cy. of earth to be excavated for the proposed addition and 10 cy, to be used for backfill or
regrading, and be it further
RESOLVED to NOT SUPPORT the legalization of the as-built attached shed and rear
deck.

RESOLVED to NOT SUPPORT the application of EVAN M. & ELIZABETH A. MINOGUE
to remove and replace an existing wood retaining wall and 279 sf. Raised wood deck with
masonry retaining wall and 418 sf. grade-level masonry patio with 6'X 10' steps, further
from wetlands; excavate and remove approximately 20 cy. of soil material from existing
raised yard area between existing and proposed retaining walls; reface and re-post
existing 4'X 10' 2nd floor balcony; remove and replace 4'X 8.4' wood entry landing with 4'X
7.5' masonry entry landing; and relocated proposed 8'X 10' grade-level stone paver patio,

currently approved adjacent to bulkhead pursuant to Town Wetlands Permit, to landward
limit of covenanted 6' wide non-tuff buffer.

29' elevated catwalk with open grate decking, TX 14' aluminum ramp, and 5'X 18' float
secured by two (2) 10" dia. pilings; and clear and maintain 4' wide access path to dock
through 50' non-disturbance buffer.

project is proposed in a critical environmental area.

RESOLVED to SUPPORT the application of NORTH OAKWOOD PARTNERS C/O
KEITH DORMAN for interior and exterior renovations, enclosing 180 sf. front porch and
180 sf. rear porch for use for interior conditioned space. Addition of 225 sf. (10'X 22.5')
deck on waterside of structure.

John Chandler will attend the Board of Trustees meeting scheduled for Wed., August 14,
2024.
The next meeting of the Conservation Advisory Council is scheduled for Wed., September
11, 2024 at 4:30PM in the Conference Room.

at 7:00 PM.
