Fax(631)765-1823 Conservation Advisory Council Town of Southold MINUTES Thurs., August 8, 2024 4:30 PM Conference Room and Zoom Online Platform A meeting of the Southold Town Conservation Advisory Council was held Thurs., August 8, 2024 in the Town Hall Conference Room and via Zoom. Present were: Carol Brown, Co-Chairperson John Chandler, Member Shannon Wright, Member Inga Van Eysden, Member Nancy May, Member Maggie Merrill, Member—via Zoom Jocelyn Kaelin, Student Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent: Caroline Burghardt, Chairperson Guest Speakers: Jeff Szabo, CEO, SCWA Joe Pokorny, Deputy CEO, SCWA John Marafino, Customer Growth Coordinator, SCWA CALL TO ORDER Co-Chairperson Carol Brown called the meeting to order at 4:30pm. ANNOUNCEMENTS Carol Brown announced that registration for the 2024 NYSACC Conference is now open. The virtual conference is being offered on September 18th. She will send the link if anyone is interested in participating. 2 GUEST SPEAKERS Jeff Szabo, CEO-Suffolk County Water Authority Joe Pokorny, Deputy CEO-Suffolk County Water Authority John Marafino-Customer Growth Coordinator, Suffolk County Water Authority Representatives from the SCWA shared an informational PowerPoint Presentation on Drinking Water in Southold Town. The slide deck included information on some of the challenges on the east end, North Fork water quality, demand, seasonal water use, the irrigation situation, and public outreach. The North Fork Pipeline Project will likely not be installed along Peconic Bay Blvd. It is now proposed to be installed along Sound Avenue in Jamesport. Carol Brown commented that the SCWA is prepping for things that we don't want to see. Jeff Szabo, answered that they do not control development. REPORTS Shannon Wright attended the Board of Trustees meeting on July 17th and reported the meeting was business as usual. UPDATES/OLD BUSINESS/NEW BUSINESS Carol Brown, Shannon Wright and Jocelyn Kaelin met with Mark Terry to gather information for the homeowner's guide. The project is moving along. The civics are also working on a guide, however the CAC's focus is environmental. Inga Van Eysden shared her research on gas powered leaf blowers. Councilman Mealy will share with the town board members for comments. CLIMATE SMART COMMUNITIES Councilman Mealy is the liaison to the CSC, however it was brought up that we may need others to be a part of the task force. Andrew Mannitt requires 2 additional members from the CAC. Brian will get clarification from Andrew Mannitt. APPROVAL OF MINUTES Moved by Inga Van Eysden, seconded by Jocelyn Kaelin to Approve the Minutes of July 10, 2024. RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Inga Van Eysden, seconded by Carol Brown, it was RESOLVED to NOT SUPPORT the application of ORIENT ACRES LLC to construct a 20'X 50' in-ground swimming pool with 2,900 sf. patio at grade 73' from the top of bank; construct a 350 sf. pool house with roof over patio 96' from the top of bank. Located: 32655 Main Road, Orient. SCTM#14-2-25 3 Inspected by: Carol Brown, Inga Van Eysden, Nancy May, John Chandler The CAC does Not Support the application because the location is less than 100' from the top of the bluff. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of ROCKY BLUFF LLC to construct onto existing two-story single family dwelling an 18'X 25.7' 2"d floor dormer addition with 4.2'X 23.7' roofed-over 2"d floor deck (in place of 562 sf. portion of existing 2"d floor, with same roof line), and a 408 sf. one-story addition (in place of 313 sf. screened porch and 95 sf. portion of 165 sf. covered entry to be removed from between house and existing accessory garage; remove existing outdoor shower and install 4'X7' outdoor shower; remove brick walkway and install 4.5' wide masonry walkway; relocate existing 8'X 12' shed more than 100' from bluff; remove conventional septic system and install I/A system (with associated 2' high X 48' long concrete retaining wall) more than 100' from bluff; install stormwater drainage system; replace existing pervious gravel driveway; and establish a 10' wide vegetated non-turf buffer along top of bluff to be planted with native vegetation. Vote of Council: Ayes: All Motion Carried Moved by Inga Van Eysden, seconded by Carol Brown, it was RESOLVED to NOT SUPPORT the application of FUSSY MONKEY PROPERTIES LLC to install 43 If. of rock revetment consisting of boulders at a max of 2.5 tons per LF along toe of bluff; re-vegetate bluff area with beach grass plugs 12" on center; install 2'X 12" terrace boards every 10' along disturbed bluff face. The proposed plan to accomplish the angle of repose will affect the size of the beach. Installation of new I/A sanitary system and private well. Located: 12632 Main Road, East Marion. SCTM#31-14-8.2 Inspected by: Inga Van Eysden, Carol Brown, Nancy May The CAC does Not Support the application because the width of the property extends 93' from the water, and there is an insufficient setback less than 100'. DIVINEY REVOCABLE TRUST to remove and replace (in- place of existing 71' fixed timber catwalk (foot bridge) with 3% 95' elevated fixed timber catwalk constructed with open-grade decking (includes 12' incline at each end). Existing stone to be removed and reused with new stone to rebuild revetment. Area behind revetment to be planted with Cape American beachgrass. Dredge with a clamshell bucket and payload to move and spread spoil at the eastern most end to the association beach. The canal will be dredged to a depth of 4' at MLW. Moved by John Chandler, seconded by Shannon Wright, it was RESOLVED to SUPPORT the application of NORTH OAKWOOD PARTNERS C/O KEITH DORMAN for interior and exterior renovations, enclosing 180 sf. front porch and 180 sf. rear porch for use for interior conditioned space. Addition of 225 sf. (10'X 22.5') deck on waterside of structure. Located: 1980 North Oakwood Drive, Laurel.
