PARKING ANALYSIS & DETAILS Memo to Southold Town Planning Board Subject: Justification for Parking Requirement Deductions/Credits Date: August 28, 2024 To: Southold Town Planning Board From: Alexander Perros, Proprietor, Silver Sands Dear Members of the Southold Town Planning Board, I am writing to provide supporting data for the proposed deductions and credits to the parking requirements associated with the new restaurant at Silver Sands. Part of our proposal is based on the use of alternative transportation methods by our guests and other factors that effectively reduce the demand for parking spaces on our property. Key Points: 1. Updated Seat Count and Parking Requirements: • We have made some adjustments to the seating across the property, so it is fully aligned with the recently submitted applications to the Suffolk County Department of Health Services(SCDHS) that resulted in a slight reduction in the parking requirements. • The overall number of seats at the proposed restaurant remains unchanged at 111, but the distribution between locations has been adjusted to align with the SCDHS applications: o The indoor seating at the Boathouse is now 51 seats, comprising 11 at the bar and 40 at tables(previously 53 total seats). o The outdoor Oyster Bar seating has increased to 14 seats (previously 10) o The outdoor table seating has been reduced to 46 seats (previously 48) • We reduced the number of seats in the diner on Lot 11 from 22 to 16. This change reduces the required parking spots for the diner from 8 to 6, resulting in a net reduction of 2 parking spaces. • With this adjustment, the total number of required parking spots for the property is now 99 (previously it was 101) 2. Alternative Transportation Arrivals: • Based on a 14-month trailing data set from our Property Management System, covering the period from June 28,2023,to August 27, 2024,we have documented the transportation methods used by our overnight guests. • The data indicates that out of 4,335 occupied rooms,632 guests required transportation services, such as pick-up from the local train, bus, or ferry station.This translates to 14.60,0 of our guests arriving via alternative transportation methods. Refer to Exhibit A for back-up data and detail. • Initially, we estimated that 10% of our guests did not use personal vehicles, justifying a deduction of 4 parking spaces (10% of the 33 required spaces). However, with the actual data showing a rate of 14.6%,we believe that a deduction of 5 parking spaces is more accurate. 3. Boat Arrivals: • From June 22, 2024, to September 2, 2024, point-of-sale data from our third-party vendor, RideShore, shows that 752 visitors arrived at Silver Sands via the tender service between Wednesday and Sunday each week.This represents an average of 19.80 people per day who arrive by boat and do not require parking spaces. Refer to Exhibit B for back-up data and detail. • Initially, we anticipated a credit of 4 parking spaces based on the expectation that 10 people would arrive by boat each day (rounded up to 4 spaces, based on the need to provide 1 space for every 3 people). However, with the data now proving that 20 people arrive by boat per day, we can justify increasing the credit to 7 parking spaces. 4. Note on Occupancy: • While we are required to provide a parking spot for every room in the hotel, it is important to note that we are rarely at full occupancy (100130). This further alleviates the need for parking spots on most days.Although we must plan for maximum peak demand,the property is only fully sold out on some summer weekends, meaning that during most of the year,we will not use the required parking spots. 5. Employee Parking: • It is also important to note that 90%of our year-round employees are residents of the Town of Southold.As residents,they can take advantage of the town parking lot at the end of Silvermere Road on the west side of the road facing the Salt Marsh.This lot requires a town permit to park, which all our local employees possess. This arrangement further reduces the burden on the parking requirements at Silver Sands, as these spaces were specifically excluded from our available parking calculations. Despite this benefit, we are not requesting any additional credits or deductions to the parking requirements based on this arrangement. Conclusion: Given the higher-than-expected percentage of guests utilizing alternative transportation methods, the data on boat arrivals,and the typical occupancy rates,we respectfully request that the Planning Board adjust the previously proposed parking deductions as follows: • The initial request for a deduction of 4 parking spaces for guests arriving via alternative transportation should now be adjusted to 5 spaces. • The initial request for a deduction of 4 parking spaces for guests arriving by boat should now be adjusted to 7 spaces. The data proves we should have a net gain of 4 additional parking space credits beyond our original request, more accurately reflecting the actual transportation behaviors of our guests and the operational realities of our property. These adjustments, along with the revised seat count, result in a total of 42 required parking spaces, compared to the 50 spaces we have available.This leaves us with an excess of 8 parking spots.
