The test hole was surveyed and measured by a Licensed Surveyor, and thus I believe then to be accurate. However, I investigated the location of the test hole with reference to the water table visible in the drain on the corner of Harbor Road and king (Narrow) Street as a rough field check. The water level in the drain is about one foot lower than grate. The road in the vicinity is at elevation +4.3 NGVD and approximately 1/2 foot higher than the top of the grate. The test hole %vas taken on an area of the property that has apparently been previously filled(see description a photos below) and is approximately 2 feet higher than the roadway. These rough measures taken together would justify the measurements shown by the surveyor. 2) What is the vegetative assemblage on the property, including species diversity and abundance? Use this information to determine if the subject lot is a wetland. I conducted a second field survey of the property on February 24, 2000 between 0900 and 0930 hours and compared the list of plant species diversity and abundance against the Southold Town Code (Section 97-13). 1 also compared my field results against the NYSDEC wetland delineation manual and completed a plant species list and other features narrative. Finally, I surveyed the adjacent property with 100 +/- feet of the subject to determine if similar plant assemblages where present. I have concluded based on the above, that the subject site is not a wetland under the Town Code and the application for the proposed single family residence should be approved. Virginica Rose (Rosa virginiana) Mulberry Tree (1 boos,rub a) Zo tera grass I took a number of photographs and four plant samples during my field investigation. The first set of photographs (photos 1 to 6) show the boundaries of the subject site looking along King(Narrow) Street and Harbor Road. These photographs depict a number of upland species, including poison ivy, autumn-olive, wild cherry, rose bushes, zostera grass, mimosa tree, and a spruce tree (upland indicators) as well as groundsel bush and isolated tufts of salt meadow grass. Because of the difficulty in recognizing individual plants from these photographs, I took several close iip photographs illustrating the specific plants (7 to 10). These photographs show examples of wild cherry mixed with groundsel bush and poison ivv (photo 7 is taken looking at the southeast corner of the proposed house), wild cheriy and groundsel bush internvined with poison ivy (photo 8 is taken looking at the northeast corner of the proposed house), mixture and inter growth of groundsel bush and poison ivy (photo 9 is taken looking at the northeast corner of the properq,), and autumn olive intertwined with poison ix;y and mixed with groundsel bush (photo l0 is looking north along the south central portion of the parcel). In addition to the boundary inspection, I conducted a detailed inspection of the interior of the parcel (photos I I to 16 ). The plant assemblage on the interior of the subject. property consists primarily of upland species including; poison icy, autumn olive, wild cherry, mimosa, rose bushes, red cedar, virginica rose, bayberry, and several upland grasses (the grasses were identified rising Magee, 1981 and compared against a sample of S arti►la aten.s taken from the NYS wetland across the street) with one facultative wetlands species (Baccharis halitnUblia). Baccharis halimifolia is found in conjunction Nvith a strong presence�diverse set of upland plant species, and no other facultative wetland species. Although the Baccharis on the subject site appears abundant, it is equaled or exceeded by the presenceofpoison ivy, which is ubiquitous on the site. Moreover, there are no stands of consistent facultative wetlands species (photo I I with poison is-NI, s«ritchgrass, and Baccharis). In all cases the baccharis grows in conjunction with the poison ivy and the other up and species (see photos 12, 13, 14 & 15). The large number of upland species also indicates good upland species diversity. There is one section of the property fronting Harbor Road, at approximately the center line of the property, where an apparently artificial trench has been dug at some point in the past (photo 16). The artificial nature of this trench is attributed to its linear configuration, which is not typically found in wetlands, and apparent fill located to the north and south of the trench line. This area is fairly restricted on the subject property and is roughly parallel to the east side of the proposed house as indicated on the attached site plan. Although Baccharis is present in this area on the site, it intergrows with poison ivy with neither'species ciee sciee s being dominant. Moreover, there is ex idence of dumping and debris on the site (photos 12 & 13) both around the margins of the site and on the interior of the site. The presence of this debris is a further indication that the area has been significantly disturbed in the past. I also conducted a field survey of properties within 100 (+\-) feet of the subject site along King Street and Harbor Road. I found numerous situations with a similar plant assemblage, including the following: • l st Property (King Street): TM#1000-26-3-10 In the front yard there is an assemblage of autumn olive, wild cherry, and Baccharis growing in conjunction with upland grasses around a utility pole (photos 17 & 19). This is over 100 feet from the subject site and shows a similar vegetative assemblage. 2nd Property (King Street): TM 91000-26-3-9 In the front yard and also adjacent to the garage on this property there is an assemblage of cedar. Baccharis, wild cherry, and autumn olive (photos 19 & 20). These plants are typical o sv iat 1s ound on the subject site as well. 3rd Property (Harbor Road): TM 41000-26-3-12 In the front yard and adjacent to a telephone pole is an assemblage of cedar, Baccharis., and poison ivy. 4th Property (King Street parking area): TM 91000-27-4-11 A11 assemblage of Bacclla►•is, Uaybeny, poison icy, red cedar, and autumn olive growing in an areas surroun e y pavement (photos 21 & 22). At the northeast border of the same parking area a similar mixture of species is found in the upland area. A final comparison was made with wetland to the east on the NYSDEC property on the opposite side of King Street(photos . This wetland provides a strong contrast to the subject site for the following reasons: 1. No upland species are present at all. The species consist of.Spartintz altei?:iflvra, S 71-tiita paten.v Baccharis halimifvlia, and some Phu g mites cranny unis. 2. The transitional wetland area, which is immediately adjacent to King Street, also contains no upland species but rather a mixture of.Spanina patens and Bacchafis These conditions contrast sharply with the subject site where the upland species are not only present, but they dominate in both species diversity and abundance. Taken together, the vegetative survey of the subject property, the vegetative survey of the surrounding properties, and the previous disturbances noted at the site, these factors indicate that the subject property consists primarily of dominant upland species with some areas which could be considered transitional upland. The test hole was sucv ed and measured by a Licensed Surveyor. turd thus 1 believe then to be accurate. However, I investigated the location of'the rest hole with reference to the water table visible in the drain on the corner of Harbor Road and King (Narro%v) Street as a rough field check. The water level in the drain is about one foot tower than grate, The road in the viciuit3� is at elevation J-4.3 NGVD autd approximately 112 foot !uglier than the top of the grate. The test hole was taken on an area of the property that has apparently been previously filled (see description a photos below) aid is approximately 2 feet higher than the roadway. These rough measures taken together would justify the measurements shown by the surveyor. 2) What is the vegetative assemblage on the property, including species diversity and abundance? Use this information to determine if the subject lot is a wetland. I conducted a second field survey of the property on February 24, 2000 between 0900 and 0930 hours and compared the fist of plant species diversin, and abundance against the Southold Town Code (Section 97-13). 1 also compared any field results against the NYSDEC wetland delineation manual and completed a plant species list and other features narrative. Finally. I surveyed the adjacent property %vtth 100 +/- feet of the subject to determine if similar plant assemblages where present. In addition to the boundary inspection, l conducted a detailed inspection of the interior of the parcel (photos I I to 16 ). The plant assemblage on the interior of rite subject property consists primarily of upland species including; poison ivti•. autumn olive,wild cherry. mimosa, rose bushes,red ceder.ti-irgitliea rose. bayberry, and several upland gi-asses(the gresses were identified using Magee, 1981 aid compared against a sample of SiWrtillaparens taken from the NYS wetland across the street) with one facultative ti�et an s species(Bacclrari9 HaNn1i of a . There is one section of the property fronting Harbor Road,at approximately the center line of the property,where an apparently artificial trench has been dttg at some point in the past(photo 16). The artificial narure of this trench is atttibuted to its linear configuration, which is not typically found in wetlands.and apparent fill located to die north and south of the trench line. This area is fairly restricted on the subject property and is roughly parallel to the cast side of the proposed house as indicated on the attaAcd site plan, Although Bac_,_,cI arl s is present in this area on the site, it intergrows with poison ivy%nth neither species being dominant. Moreover. there is nideace of dumping and debris on the site (photos 12 & 13) both around the margins of the site and on the interior of the site, The presence of this debris is a further indication that die area has been significantly disturbed in the past.
