Minutes & Discussion Notes from Meeting held
Tuesday, August 20, 2024 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not
have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into Executive

• The meeting began at 7:19 p.m. with 4 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from May 28, 2024
Tabled until a quorum of Committee members eligible to approve these minutes is achieved.
• Acceptance of LPC Meeting minutes from June 11, 2024
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the June 11, 2024 LPC
meeting minutes.
• Acceptance of LPC meeting minutes from August 6, 2024
Tabled until a quorum of Committee members eligible to approve these minutes is achieved.

General Preservation
• Summary of 2024 Amendments to Town Law 64-e {tabled from 8/6)
Lilly summarized CPF amendments passed by the state legislature in June, including a mandate that
towns use 10% of to benefit any disadvantaged communities, which includes Greenport Village for
Southold. Disadvantaged communities are identified based on criteria defined the state Climate Justice
Working Group, which include environmental risk factors and population risk factors. The amendments
also define "community character" to include sacred indigenous sites, and require the Town to establish
an office of CPF counsel and Region Advisory Committee. Southold Town did not have the opportunity to
review the changes before they were passed by the legislature.

The LPC members entered into EXECUTIVE SESSION at 7:33 p.m. Meeting locked.
o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new
applications, appraisals and current applications.
