HomeMy WebLinkAboutLP-05/28/2024 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 28, 2024 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from April 30, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Next LPC Meeting Date: June 11, 2024 General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • Reinhardt SCTM# 1000-102.4-5.3 Property subject to Town PDR— Placement of Shipping Containers for Equipment Storage Lilly reviewed the landowner's application to place 2 storage containers on the easement area for storage of agricultural equipment related to his proposed nursery operation. The landowner also intends to build a house on the reserve area. The Committee received complaints about storage of equipment unrelated to agricultural production on the property over a year ago, most of which appear to have been moved from the easement area to the reserve area. The landowner improved a driveway from Alvahs Lane to the reserve area, which crosses over the easement area, and the Department previously advised him that improving this driveway to create access to the reserve area violates the easement's terms. Because the property has been out of production for more than 15 years, the Committee requested that the landowner attend the next Committee meeting to provide more information on his agricultural plan. Stewardship and Management • Proposed Monitoring Update Lilly presented a proposed list of 14 easements for Committee members to monitor between June and September. The monitoring list is organized geographically to help make monitoring trips more efficient. The monitoring notices will be mailed next week. Once the notices have been mailed, Lilly will call for volunteers and will walk volunteers through the monitoring process, including baseline photos and what to expect on the various properties. Anne Smith directed Lilly to notify the Town Board in the event they receive calls from property owners with concerns. Motion carried: 4/0 The LPC members entered into EXECUTIVE SESSION at 7:20 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new applications, appraisals and current applications.
