Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (This Resolution was duly adopted 6-0). PRE-SUBMISSION CONFERENCE: None WORK SESSION: Discussions: The Commission received an email from a prior member, Tara Cubie, who has been working with Shiloh Baptist Church to establish Landmark status for the Church. She wishes to present an application to the Commission to register the Church as a Southold Landmark during the August 22, 2024 meeting. The matter will be placed on the August meeting work session. The Commission was asked to conduct a site visit of John Gibbons, 1380 Orchard Street, Orient, Resolution #09.28.2023.1, SCTM No. 1000-25-4-11.1 and indicate their satisfaction with the finished work on the deck attached to the single family dwelling. The pool fence and pool have not yet been installed. The Members agreed that a Certificate of Occupancy for the deck and single family dwelling can now issue. Application Review: 3:08 PM 1) KARLA AND STEPHEN SCHILLER—700 King Street-for a.Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to replace siding,on a single family dwelling; located at 700 King Street, Orient, NY. SCTM No. 1000-26-2- 37. • The applicant's representative, Chandler Olinkiewicz, appeared before the Commission to describe the proposed improvements. • The proposal is to replace exterior siding in kind, siding described as Hardie Clapboard Plank Siding, Smooth Finish, 6-inch exposure, white in color, with Versatrex Trim Board. During the Regular Meeting, a Motion was made by Commissioner Ketcham and seconded by Commissioner Woodhouse that the Commission has determined that pursuant to Page 2, Minutes of Meeting of the Historic Preservation Commission July 25, 2024 Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner Ketcham and seconded by Commissioner Woodhouse to grant approval and issue a Certificate of Appropriateness. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (6-0). Motion approved. 2) JOTAS CORP. JOAN TURTURRO — 1000 Village Lane, aka 1010 Village Lane-for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to replace a business (wall) sign; located at 1000 Village Lane, Orient, NY. SCTM No. 1000- 25-1-18. • Because of miscommunication with the applicant, Joan Turturro was not present at this work session. • The Commission Members agreed that the sign is the exact size and location of the current signage and did not raise any objection to approving the proposed sign, given that the applicant was absent from this work session. During the Regular Meeting, a Motion was made by Commissioner Woodhouse and seconded by Commissioner Wexler that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner Woodhouse and seconded by Commissioner Wexler to grant approval and issue a Certificate of Appropriateness. Motion approved. 3) I.V.N.N., LLC—585 Orchard Street, Orient(Snowdon)—to AMEND a Certificate of Appropriateness Res. #08.24.2023.1, dated August 24, 2023, under Section 170-7(b) of the Southold Town Code at a registered landmark property to permit a new chimney, "as built" demolition and reconstruction of a single family dwelling, located at 585 Orchard Street, Orient, NY. SCTM No. 1000-24-2-14.1. • The applicant's representative appeared before the Commission to describe the addition of a chimney attached to the single family dwelling which will consist of plain brick. The chimney will match the design of the neighboring house to the west, 525 Orchard Street. • The Pool House/Cabana indicated in the architectural plans (accessory garage) was approved in the prior decision. • The Hot Tub is'a new proposed structure that will be enclosed by the fenced that has been approved in the prior decision. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission July 25, 2024 • The Commission has reviewed the Amended Site Plan, Elevation Plans, and Architectural Plans (Sheets T-1, A-1, A-1.1 thru A-1.3, F-1.1, F-1.2, A-2.2 thru A-2.5) of the single family dwelling, accessory garage (converted to a cabana/pool house), hot tub, swimming pool and fencing prepared by David Dafydd Snowdon-Jones, Architect, last revised May 29, 2024, signed and sealed by Nicholas J. Mazzaferro, LPE and deemed the plans acceptable and appropriate. During the Regular Meeting, a Motion was made by Commissioner de Conciliis and seconded by Commissioner Woodhouse that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin to grant approval to AMEND the Certificate of Appropriateness. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (6-0). Motion approved. REGULAR MEETING: Called to Order: 4:02 PM OPEN REGULAR MEETING: A Motion was made to open the regular meeting by Commissioner Mammina, seconded by Commissioner Wexler. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (6- 0). Motion approved. Pledge of Allegiance APPROVAL OF MINUTES: Motion to approve June 27, 2024 meeting minutes by Commissioner Mammina, seconded by Commissioner de Conciliis. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (6- 0). Motion approved. PUBLIC HEARINGS: (None) 4:23 PM - EXECUTIVE SESSION: 4:23 P.M. Motion was offered by Commissioner Mammina, seconded by Commissioner Wexler to enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, de Conciliis,'Mammina and Ketcham. (This Resolution was duly adopted (6-0). 4:47 P.M. Motion was offered by Commissioner Mammina, seconded by Commissioner Wexler to exit Executive Session. (This Resolution was duly adopted (6-0). Meeting Adjourned: 4:47 P.M. Motion to exit the public meeting was made by Commissioner Mammina, seconded by Commissioner Wexler to exit Executive Session. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, de Conciliis, Mammina and Ketcham. (This Resolution was duly adopted (6-0). Next HPC work session and regular meeting, with Zoom access, scheduled for August 22, 2024, 2024 hearing scheduled in the Annex Building, Second Floor Conference Room. Meetings in 2024:September 26, 2024, October 24, 2024, November 14, 2024, and December 12, 2024. 4
