Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Surchin. Wexler, de Conciliis, Mammina and Ketcham. (This Resolution was duly adopted 5-0). PRE-SUBMISSION CONFERENCE: A) Andrea Simitch—2500 Hobart Road, Southold -Addition to dwelling —Applicant contacted the Coordinator to request a postponement of her appearance. WORK SESSION: 1. Introduction of and discussion with Janice Claudio of the Greenport Historic Preservation Commission. Application Review: 3:24 PM A) Harry Haralambou, 1415 Indian Neck Lane—for a Certificate of Appropriateness under Section 170-7(b') of the Southold Town Code at a registered landmark property to replace windows and cedar shingle siding on a single family dwelling; located at 1415 Indian Neck Lane, Peconic, NY. SCTM No. 1000- 86-5-2. • The applicant, Harry Haralambou and his-re'presentative, Richard Hull, appeared before the Commission to discuss the "in kind" replaceent of windows and cedar siding. • The Commission agreed to the replacement of existing windows with Anderson Series 100 Windows, described as 6 over 6, simulated divided lite with spacer bar between the glass and with fixed exterior grill. • Also proposed is the replacement of cedar siding shingles to be replaced, "in kind". the Commission instructed the applicant to match the existing shingle exposure. Page 2, Minutes of Meeting of the Historic Preservation Commission June 27, 2024 i During the Regular Meeting, a Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin to grant approval and issue a Certificate of Appropriateness. Vote of the Commission: AYES: Commissioner Surchin, Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. B) Elizabeth D'Arcangelo/Welch — 230 Vincent Street -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install an Air Conditioner Condenser in the side yard of a single family dwelling; located at 230 Vincent Street, Orient, NY. SCTM No. 1000- 25-3-14. • The applicant's representative, Lucy Barnes, appeared before the Commission to discuss the installation of the Air Conditioner Condenser with a wood screening enclosure. • The proposed installation consists of a mini split air conditioner with a screen enclosure made of ipe or cedar wood, which is similar to other projects approved by this Commission. During the Regular Meeting, a Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin to grant approval and issue a Certificate of Appropriateness. Motion was offered by Commissioner Surchin, seconded by Commissioner Wexler to enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, de Conciliis, Mammina and Ketcham. (This Resolution was duly adopted (5-0). 4:03 P.M. Motion was offered by Commissioner Surchin, seconded by Commissioner Wexler to exit Executive Session. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, de Conciliis, Mammina and Ketcham. Vote of the Commission: AYES: Commissioner Surchin. Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. Pledge of Allegiance Approval of Minutes: Motion to approve May 23, 2024 meeting minutes by Commissioner de Conciliis, seconded by Commissioner Mammina. Vote of the Commission: AYES: Commissioner Surchin, Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. 4:06 P.M. - Nominate and Vote for Chairperson and Vice Chair: A motion was made to nominate David Mammina and elect as Chairperson for the Commission. Vote of the Commission:AYES: Commissioner Surchin, Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. A motion was made to nominate Anne Surchin and elect as Vice Chair for the Commission. Vote of the Commission: AYES: Commissioner Surchin, Wexler, de Conciliis. Mammina and Ketcham. (5-0). Motion approved. PUBLIC HEARINGS: (1) A Motion was made to open a public hearing by Commissioner Mammina, seconded by Commissioner Wexler. Vote of the Commission: AYES: Commissioner Surchin, Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. 4:13 P.M. - BARNYE, LLC — 150 Baywater Avenue—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to a single-family dwelling with covered porch, and accessory structures; located at 150 Baywater Avenue, Southold, NY. SCTM No. 1000-78-3-22. • The applicant, Lucy Barnes, appeared before the Commission to describe the Architectural Plans last revised June 5, 2024. • The Commission reviewed a list of amendments from previous meetings, and requested that the applicant's architect make a change to 4 over 4 on greenhouse doors to be depicted on Pages A108, A109 and A110. • The Commission approved the drawings depicted in Plot Plan and Architectural Plans, Sheets ZO-100, N-100, A-100 thru A-110, last revised June 5, 2024 (received June 13, 2024), Amended June 27, 2024 to depict 4 over 4 Green House doors on pages A-108, A-109 and A110, prepared by Brian T. O'Connor, R.A. 3 Page 4, Minutes of Meeting of the Historic Preservation Commission June 27, 2024 A Motion was made to CLOSE the public hearing by Commissioner Surchin, and seconded by Commissioner Wexler. AYES: Commissioner Surchin. Wexler, de Conciliis, Mammina and Ketcham. (5-0). Motion approved. A motion was made to approve a Certificate of Appropriateness to for additions and alterations to a single-family dwelling with covered porch, and accessory structures, conditioned upon aforementioned modifications by Commissioner Surchin, seconded by Commissioner Wexler. Vote of the Commission: AYES: Commissioner Surchin. Wexler, de Conciliis. Mammina and Ketcham. (5-0). Motion approved. Meeting Adjourned: 4:42 P.M. Motion to exit the public meeting was made by Commissioner Surchin, seconded by Commissioner Wexler. Vote of the Commission: AYES: Commissioners Surchin, Wexler, de Conciliis, Mammina and Ketcham. Motion approved. (5-0) Next HPC work session and regular meeting, with Zoom access, scheduled for June 27, 2024 hearing scheduled in the Annex Building, Second Floor Conference Room.
