Report from John on the Nantucket Webinar
GOVOS.com
Nantucket uses the GOVOS website for their reg istration process.Rentals also have
to reg ister with the state in MA.
The permitting is all online.Their fee:$250
Uses the State permit to be able to apply online.
Then once approved,the person can print out their rental permit
You can rent out your house for up to 14 days in a year with no permit at all
They collect 6%on all stays →Greg noted that we need state enabling legislation in
NY to gather a tax for Southold,if that is something the committee/Town Board
wants to consider.
Rent Responsibly:Company that provides education to owners on how to
effectively manage their rentals including issues such as noise,parking,and trash.
Limits on #of people (per bed)
Nantucket is striving to have all the STRs registered &permitted on the new
system.
Process Discussion
Gather people’s thoughts ahead of time and send them out via email before the
meeting.(similar to how the Housing Plan Advisory Committee worked).This
process works best when there is something to respond to,so once we start
reviewing different models or draft language.
Review Draft Charge for this committee
●A draft was provided at the meeting.
●One addition -renter safety &education of lessors
○General Lessor education
○NYS Building code provides a lot of safety factors
○But this can still be in our charge as a factor
●Define generally what we are talking about in this committee.What is a short term
rental?Maybe start the charge out with saying what is being considered a short
term rental by this committee (irrespective of our current code).
Review Draft Guiding Principles
●A draft was provided at the meeting
●One addition -support local economy
Set Goals for Completion of work/report/recommendations to Town Board
●Produce options with pros &cons with reasons why and why not
●Three main things
○Laws &codes
■How to make it clearer (look at Katy’s case law report in powerpoint)
■Examples from other places
■What will be allowed?
●Hardships?
●Primary residence aspect?
●Commercial ones (not in a primary residence)
■Tax income on these?
○Building Dept current number of rental permits
■We need to know the current numbers to be able to understand
management going forward
■Also the illegal ones that don’t have rental permits if that is possible to
find out.How to correlate the two (listings of short term rentals
online versus which actually have permits)
■Building Dept process now
○Enforcement
■Issues faced by them
●Come up with best plan for the Town Board
●Ideas for structured approach by Jack
○Three basic options to consider
■As-is -enforce the existing Town Code that bans rentals of <14 days
■No STRs -increase rental period to >30 days -“monthly rentals”
■Create STR regulations for <30 day rentals
○For each approach create an evaluation that takes into consideration:
■Community impacts,finances,policy creation,enforcement,zoning,
and implementation (including outreach to the public).
Committee timeline reviewed and all agreed.
Other notes:
●Education of public is important.
●Greenport Village communication on this -review how they are handling it now.
●Everyone will review the presentation by Katie Hodgdon and keep an eye out for
subsequent STR Committee emails.
