4. Go through considerations for Option 3 – “Limit the ability to have a short-term rental to
owner-occupied homes where it is their primary residence.”
a. Any legal concerns of primary residence only?
i. Locality must demonstrate that a legitimate public purpose exists for which
there is no reasonable non-discriminatory alternative.
ii. Clear Creek, CO example to consider. Cap on non-primary residences, primary

b. Complete the Regulation Considerations Worksheet (see separate page)
5. Reminder of future meeting dates:
a. July TBD - The current goal is to report to the Town Board in July, but additional
meetings may be needed to flnalize the report.

Guiding Principles:
• Maintain housing stock for year-round attainable homes (rental and ownership)
• Maintain quality of life for local residents.
• Safeguard communities by ensuring that STRs do not threaten character of residential
neighborhoods.
• Ensure that STR activities are not a nuisance, or threaten the public health, safety, or welfare of
neighboring properties.
• Provide residents an opportunity to generate income.
• Preserve commercial property available for small businesses.
• Consider ways that STRs might intentionally bolster the tourism economy.
The Southold Town Comprehensive Plan supports regulating transient (or short-term) rentals
in Southold Town through several key points:
• Impact on Residential Neighborhoods: The comprehensive plan highlights concerns about
transient rentals, facilitated by platforms like Airbnb, VRBO, and Homeaway.com, which are seen as
eroding community and residential neighborhood tranquility. This impact on neighborhood
character and quality of life supports regulations aimed at preserving residential zones for
permanent residents.
• Zoning Compliance: The plan suggests that transient rentals may constitute a commercial use in
residential zones, competing with traditional bed and breakfasts and hotels. This can be leveraged to
enforce zoning laws that limit or regulate transient rentals to maintain the intended use and character
of residential areas.
• Community Stability: Emphasizing the importance of retaining year-round residents, the plan
underscores how the infiux of transient rentals reduces available housing stock for permanent
residents. This argument supports regulatory measures aimed at balancing housing availability and
stability within the community.
• Quality of Life Concerns: Concerns over noise, parking, and other disruptions caused by
