Present were: Carol Brown, Co-Chairperson John Chandler, Member Maggie Merrill, Member Shannon Wright, Member Inga Van Eysden, Member Nancy May, Member Jocelyn Kaelin, Student Member Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent: Caroline Burghardt, Chairperson Brian Mealy, Town Board Liaison Guests: Anne Murray, NFEC w/Student Intern Gwynn Schroeder, Government Liaison CALL TO ORDER Co-Chairperson Carol Brown called the meeting to order at 4:30pm. REPORTS Carol Brown attended the Board of Trustees meeting on Wed., June 12, 2024. She noted that some of the agents now have a better understanding of native vegetative buffers and 2 they are sharing the information with their clients. Carol suggested the CAC organize a meeting with real estate agents and permit expediters. NEW BUSINESS Carol Brown will attend the Fishers Island Town Board meeting on Wed. August 7tn UPDATES/OLD BUSINESS Homeowners Guide: Carol Brown will continue to work on the guide with the civics. They expect to have a draft prepared by the end of August. Open Space Index: The CAC members will set parameters and request a committee be created. Climate Smart Communities: Councilman Mealy will be the point person and copy Carol, Caroline and Lauren on his e-mail communications. Task Force-Leaf Blowers: Inga Van Eysden volunteered to be on the task force. She will ask Randy Wade to share her research. APPROVAL OF MINUTES Moved by Inga Van Eysden, seconded by Jocelyn Kaelin to Approve the Minutes of June 5, 2024. RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Shannon Wright, seconded by Carol Brown, it was RESOLVED to SUPPPORT the application of JOSEPH MINETTI to install 151 If. of steel bulkhead with anchorage system. Re-use existing stone on-site as toe stone (27 cy. over 175 sf.) and install new stone (104 cy. over 675 sf). Install 10'non-turf buffer consisting of stone splash apron (80 cy. over 1,000 sf.) and plantings. Excavate 210 cy. over 850 sf. for toe stone installation. Located: 2500 Point Road, Orient. SCTM#16-1-1 Inspected by: Carol Brown, Nancy May, Shannon Wright The CAC Supports the application and recommends the applicant contact Sea Grant, Suffolk County Soil & Water or the Peconic Estuary Program to see what other options are available. The bulkhead should not be replaced in the location of the former bulkhead. The CAC recognizes the historic value of the property and the surrounding County property. Vote of Council: Ayes: All Motion Carried 3 Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of DAWN DRIVE LLC to remove and replace failing catwalk and ramp with new 28'X 4' catwalk raised to new elevation a min. of 2.5' above grade with handrails; using 4"X 4" supports except at seaward end using two 8" pilings; entire length using flow-thru decking; replace, in-place existing 3'X 11' wood ramp with 3'X 11' aluminum ramp; maintain a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Shannon Wright, seconded by Jocelyn Kaelin, it was RESOVLED to SUPPORT the application of BUDD'S POND MARINA, INC. for the relocation and maintenance of floating docks and piers within marina, as needed. East side of marina: remove existing rip-rap that remains outside of the permeable bulkhead and within the property lines; proposed 6'X20' floating dock supported by one 10' pile; proposed 97 If. permeable bulkhead landward of existing concrete bulkhead with 6' return on east end; plant area within permeable bulkhead with salt marsh cordgrass; and proposed 6'X 40' floating dock. South side of marina: proposed 97 If. permeable bulkhead 4 along edge of bank line, and plant area landward of permeable bulkhead with salt marsh cordgrass. West side of marina: remove and replace in same location existing timber bulkhead with 242 If. vinyl bulkhead. Existing floating docks to remain in the same location and configuration. SPITZENBERG, JR. to construct a 7.4'X 14.7' unenclosed front porch addition, with 4'X 3' steps, over existing concrete porch; maintain existing 330 sf. attached deck, with 3.4'X 7' steps on waterside of existing 1,546 sf. two-story dwelling; and maintain existing 10' wide non-turf buffer adjacent to bulkhead. Vote of Council: Ayes: All Motion Carried Moved by John Chandler, seconded by Inga Van Eysden, it was RESOVLED to SUPPORT the application of NAN MOLOFSKY & ARTHUR SKELSKIE for the installation of a proposed 16'X 28' in-ground swimming pool, pool equipment and backwash drywell. Associated brick patio installed surrounding the pool with varied dimensions approx. 4' surrounding the rnorth, south and east sides of pool and 14'X 17' area extending on the east side; steps to the existing patio and deck will be constructed and existing trees will be protected. Proposed 4'X 6' temporary storage shed installed to store pool toys and chairs. All work will be a minimum 75' from the tidal wetland boundary and protected from runoff at all times. Maintain 4' wide path through wetlands with mulch or gravel to gain access to proposed pier. Located: 2285 Little Neck Rd., Cutchogue. SCTM#103-10-1 Inspected by: John Chandler The proposed project was not staked, and due to the lack of detail, the CAC could not make a determination. 6 Moved by John Chandler, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of STEPHEN & JACQUELINE DuBON to raise existing one-story house for flood protection with 1' addition. Install'a new I/A sanitary system, existing 5'X5' fire pit, remove cellar entry, raise existing 20.1'X 16.3' deck and add new wood steps to grade. Existing 8.2'X 10.3' shed, 4'X 8' existing outdoor shower, new covered front stoop with 6' steps to grade, drywells on west side of house and two (2) parking spaces. TRUST for the reconstruction of existing 4'X 12' ramp, 4'X 48' long fixed pier and 4'X 6' long steps in same location and dimensions as existing but with new thru-flow decking; construct 4'X 9' long fixed pier extension and 4'X16' long fixed pier "T" section both with thru-flow decking. Install ladder on "T" section of proposed fixed pier. Located: 1150 Lupton Point Road, Mattituck. Existing front stairs and deck to be removed and replaced with new stairs and deck. New stepping stone path, and drywells to contain run-off. Existing rear deck to be raised to match new proposed elevation with new steps to grade. Rear deck at grade to be removed and area to be planted with native vegetation. Outdoor shower to be replaced and rear walk to be removed. New I/A sanitary system to be installed in front yard. New concrete retaining walls and native vegetation to be planted to screen retaining walls. Existing septic to be filled and abandoned per SCDHS regulations. Proposed addition to existing basement with new concrete landing for egress door. Basement addition to be used for storage and excavated to 3'10" below existing ground level. Approx. 3,985 cubic feet to be excavated, to be used for new I/A system. Existing bilco doors to be removed. Remove/replace existing waterline, existing vinyl shed to be removed, remove/replace AC unit, and new above ground propone tank in existing location. 4' wide permeable access path to beach to remain and addition native vegetation proposed as noted on plans. Proposed renovation to existing two-story dwelling 488 sf. and proposed additions.to existing one-story dwelling 963 sf. Existing second-story to be fixed in-kind as necessary. Proposed brick patching to existing brick patio. Proposed I/A sanitary system and four (4) drywells. Located: 3150 Ole Jule Lane, Mattituck. SCTM#122-4-19 Inspected by: John Chandler Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by Inga Van Eysden, it was RESOLVED to NOT SUPPORT the application of GREGORY SFOGLIA for the existing dwelling with covered front porch, existing balconies on second and third floors, drywells for roof run-off, outdoor shower, remove remains of foundation in the front yard, on grade patio on seaward side of house, walkway to front yard and existing masonry walkway. Bulkhead construction for the in-kind replacement of the existing bulkhead with thru-flow cap adjacent to bulkhead, and remove portion of wood platform adjacent to bulkhead. Remains of deck along bulkhead will be thru-flow. Install 10' non-turf buffer landward of 8 bulkhead; proposed flagpole, and proposed stabilization plan prepared by Cole Environmental Services. Located: 3480 Ole Jule Lane, Mattituck. SCTM#122-4-21 Inspected by: John Chandler The CAC does Not Support the application, as submitted. The CAC has a concern with lot coverage and recommends removal of the stone patio and slate along the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by Inga Van Eysden, it was RESOVLED to NOT SUPPORT the application of ANASSAS LLC for the existing 9'X 18' paver patio, 10'X 8'4" concrete patio, and SUPPORTS the 77' return/retaining wall, replace in place approx. 61' of failing, permitted bulkhead and approx. 35' of return/retaining wall, raising elevation of northeast corner/section of bulkhead and return/retaining wall. Bulkhead to be vinyl sheathing. Replace existing dock with 4' X 12' catwalk with 10" pilings leading to a 3'X 10' aluminum ramp to a 6'X20' floating dock with two 12" anchor pilings. Conduct reclamation dredging along the entire bulkhead to a maximum depth of 3', to an area limited to no more than 10' seaward of the bulkhead. Approx. 10 cy. of dredge spoil to be placed behind raised section of bulkhead and return/retaining wall. Replace approx. 35' of return/retaining wall with vinyl sheathing. Install new 10' non-turf buffer. Located: 615 East Legion Drive, Mattituck. SCTM#122-3-30 Inspected by: John Chandler Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of BRIDGET PETERSEN & NICHOLAS COUTTS for a 14'X 36' inground swimming pool with patio, proposed drywell and pool equipment area, and existing 5' high pool enclosure fencing with locking gates. Relocate existing shed 10' off side yard. Located: 380 Deer Drive, Mattituck. SCTM#114-10-3 Inspected by: John Chandler The CAC does Not Support the application due to the proximity to the wetlands, the patio is not in compliance, and there is a concern with the depth of groundwater. Vote of Council: Ayes: All Motion Carried 9 U.S. DEPT. OF HOMELAND SECURITY, PLUM ISLAND ANIMAL DISEASE CENTER for the repair and restoration of the ferry landing bulkhead facilities. Restore the east face of the central wharf by replacing the existing anchor/tie-back system for the southerly 100' and installing steel sheet pilings behind the existing bulkhead for the northerly 120 If. with a new tie-back system. Existing fill will be removed to make way for new anchor system and replace upon completion of the anchors., Work will be landward of the high tide and mean high water lines. The scour walls will be approx. 20' long each and installed immediately in front of the two ramps used by Plum Island. Located: Ferry Terminal at Plum Island. SCTM#132-1-30 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND PERMITS & COASTAL EROSION PERMITS Moved by Maggie Merrill, seconded by Carol Brown, it was RESOVLED to NOT SUPPORT the application of 500 GLENN ROAD LLC to Amend Wetland Permit#9996 to include the construction of a 11'X 34' swimming pool and 346 sf. grade level masonry patio; and to modify the location and area of the 15' vegetated non- turf buffer from 1,687sf to 1,695 sf. Located: 500 Glenn Rd., Southold. SCTM#78-2-23 Inspected by: Maggie Merrill The CAC does Not Support the application due to the proximity to a NYSDEC impaired water body. Vote of Council: Ayes: All Motion Carried Shannon Wright will attend the Board of Trustees meeting scheduled for Wed., July 17, 2024. The next meeting of the Conservation Advisory Council is scheduled for Thurs. August 8, 2024 at 4:30PM in the Conference Room.
