Board of Trustees Applicat — z WETLAND/TRUSTEE LANDS APPLICATION DATA Purpose of the proposed operations: To maintain and protect existing functional bulkheading for flood and erosion control. Area of wetlands on lot: -0- square feet Percent coverage of lot: -0- % Closest distance between nearest existing structure and upland edge of wetlands: 0 feet (ex.timber bulkhead) Closest distance between nearest proposed structure and upland edge of wetlands: 0 feet (new vinyl bulkhead) Does the project involve excavation or filling? No X Yes If yes, how much material will be excavated? TBD cubic yards (as required to install new vinyl bulkhead) How much material will be filled? +/-25 cubic yards (clean sand/loam backfill) Depth of which material will be removed or deposited: TBD feet (as required to install new bulkhead) Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Upland soil material landward of existing bulkhead will be temporarily excavated to allow for installation of new vinyl bulkhead;and approximately 25 cy of clean sand fill will be trucked in from an approved upland source to be placed and graded as backfill landward of newly constructed bulkhead. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing timber bulkhead with a vinyl bulkhead in the same location to maintain the historical method of protecting the bluff, upland property and structures against erosion and flooding. The site has been improved with, and supported and protected from flooding and erosion by,a bulkhead since at least 1968,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location.Without replacement and maintenance of the bulkhead, the subject and adjacent properties would be exposed to severe erosion, flooding, and potential damage to the residential structures located thereon. The project will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing, and the permanent establishment of a 15-foot wide non-turf buffer landward of the bulkhead. The project will thus effectively maintain the historically existing conditions along the bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated beach or tidal waters of Richmond Creek. i 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification.
