Table 1 provides income guidelines for families of varying sizes up to 120% Area Median Income (AMI). 'Currently,Southold Town Code Section 280-2S defines a "Moderate-Income Family"as one registered with the Town of Southold Housing Registry,with an aggregate annual income not exceeding 120%of the HUD area median income(AMI)for Suffolk County. z Note:The initial Sales Price Determination for income-eligible households shall be based upon a family of four, regardless of the applicant's household size. Proposed,Rental Rates In discussions with other East End towns, we discovered that many utilize HUD's Fair Market Rents to set their rates, leveraging federal housing programs. Unlike these towns, Riverhead opts not to establish Town-wide rates but collaborates with developers who align rates with specific funding requirements. For example, the Woolworth Apartments in Riverhead, a development of 19 units, showcase mixed-income housing, with 3 apartments designated for households earning up to 50%of the HUD Area Median Income (AMI), 8 apartments for those up to 60% of HUD AMI, and 8 apartments for households up to 80%of HUD AMI. Southampton takes a different approach, calculating rates based on income and creating two structures: 'up to 80%AMI' and 'more than 80%to 130%AMI'.3 They factor in the recommended housing allocation of 30%of a family's income and adjust rental rates accordingly. In light of the significant increase in HUD's Fair Market Rental rates for 2024, we opted to examine HUD's Small Area Fair Market Rental limits, which provide data by zip code.' Using this information, we derived a Town-wide average for proposed maximum rental rates for 2024, as detailed in Table 3 below, which we recommend for adoption by the Town Board. We strongly encourage offering rates below these limits to assist low-income local families. As we noted in our May 7th discussion,there are a significant number of people on the housing registry making less than 60%AMI. While the proposed rental rates may not accommodate renters below 80%AMIS,they do provide support to households that often do not qualify for rental assistance programs. Our aim is to ensure that lower-income families have access to local resources for assistance and that there are pathways to more affordable units (to rent or own) in Southold Town. Additionally, we urge future housing developers in Southold Town to consider integrating mixed-income housing options. IV Southold Town Planning Department L/ Code Amendments July 16, 2024 There are two uses that have come to the attention of the Town that are absent from our code, that would benefit local business and/or residents, and are not expected to cause any adverse impacts if limited to certain zoning districts. One is the need for child day care in the town. Southold has been identified as a"child care desert"meaning there are few options for parents that work to find day care for their children. The use is not currently listed as permitted in any of the town's zoning district.Adding this use to the business zones is only a matter of defining it and adding it to the zoning districts as a permitted use. The zoning districts where this use is recommended as a permitted use are the General Business, Hamlet Business, 1".i-rnited Business and Residential Office districts. The second use if for pet care facilities. There are limited options in our current zoning for this type of business, and the demand for pet-related services such as dog day care, boarding, and grooming has grown with our population. We recommend adding this to the General Business zoning district as a permitted use. Please see below for draft code amendments.
