So is there anyone who would 4 like to speak to anything that is on the 5 agenda before we start the meeting? 6 Please do, yes . 7 MARGARET MINICHINI : Good evening . 8 My name is Margaret Minichini . I live 9 in 1995 Village Lane in Orient . Thank 10 you for the opportunity to comment on 11 Agenda Item Number 13 regarding a 12 fireworks permit for the Orient Harbor 13 Firework Show . I previously spoke with 14 the Supervisor on this matter, and I ' ve 15 communicated with all of you on the 16 Board by letter regarding my concerns . 17 For the record and publicly, I would 18 like to state those concerns here . 19 The event is contracted with Grucci 20 Fireworks and is listed in their 21 schedule shows , which is unpublished 22 in many publications across Long Island 23 and on social media . This attracts a 24 large number of people , not simply the 25 Orient crowd of friends and neighbors JULY 2, 2024 REGULAR MEETING 3 1 that you ' ve witnessed at our Memorial 2 Day and Heritage Day celebrations . 3 And by the way, thank you to Anne, 4 Brian, Jill , and Al for attending 5 those, and participating in those 6 celebrations with us . Fireworks 7 brings people from away, as they say 8 in Orient . And also tracks those just 9 passing by from the Cross Sound Ferry . 10 Many of those vehicles stop along the 11 Main Road on the causeway to watch the 12 show there . Creating a second hazard 13 on the roads . But let me return to 14 Orient Village . Cars drive down 15 Village Lane looking for places to park 16 in order to search out the best place to 17 enjoy the show . They ignore the "No 18 Parking" signs along Village Lane and 19 park on both sides of the street . This 20 constricts Village Lane to just one 21 lane of traffic . Making only that one 22 lane available . You might remember 23 years ago at the request of the Fire 24 Department , Village Lane parking was 25 restricted because the Fire Department JULY 2, 2024 REGULAR MEETING 4 1 felt it presented a hazard to have 2 only one lane available . Regardless 3 of that , it ' s now becomes one lane 4 that evening if more people driving 5 around in the semi-darkness , looking 6 for a viewing spot, and with 7 pedestrians , especially children, 8 walking about and heading for the 9 Yacht Club dock, where they think 10 they ' ll be able to view the show . The 11 Yacht Club, and rightly so, does not 12 allow people to gather on the dock to 13 watch the show . And so the crowd is now 14 restricted to the 30 feet or so roadway 15 leading to the dock and pouring out onto 16 Village Lane . To get better viewing, 17 many make their way down to the beach 18 and onto the properties of the 19 waterfront homeowners . There ' s a bit of 20 a carnival atmosphere and excitement to 21 the whole event, including one year when 22 someone actually showed up with a push 23 cart selling glow sticks and necklaces . 24 All this is before the show even begins . 25 Let me state here that I love fireworks . JULY 2, 2024 REGULAR MEETING 5 1 The first year of the show occurred, I 2 was excited to see it . I even donated 3 money to the cause . But since that 4 time , its popularity has grown, and it ' s 5 beyond the scope of what should be 6 allowed in a small residential area . 7 Besides the safety issue for 8 pedestrians , there ' s also an 9 environmental safety issue . The 10 prevailing wind in Orient Harbor is 11 southwest, and thereby blows all of the 12 exploded debris and smoke back into the 13 village . Roofs of the historic wooden 14 homes there, are littered with debris 15 and I fear what could happen to these 16 old homes with one small accidental 17 smoldering char . On the beach the next 18 day, it ' s easy to find spent explosive 19 parts that did not sink to the bottom 20 but washed ashore . I ' d also like to 21 cite a precedent regarding a fireworks 22 permit that was denied in 2022 . It was 23 reported in the Suffolk Times and I ' ll 24 quote it, that it was a "unanimous 25 decision by the board to deny the permit JULY 2, 2024 REGULAR MEETING 6 1 request . The Board cited the area 2 surrounding Santa ' s Christmas Tree Farm 3 as being too residential for the amount 4 of traffic the celebration would 5 generate . There was also concern that a 6 fireworks display would create a 7 significant amount of danger for those 8 in and around the area . " That ' s the end 9 of the quote . I believe these are the 10 exact conditions that exist in the case 11 of the Orient Harbor fireworks . And 12 although denying this fireworks permit 13 will not be a popular decision, and I 14 unfortunately will be forever known as a 15 lady who didn ' t like the fireworks , I 16 believe it is the appropriate decision 17 to make for everyone ' s safety . Is there anyone 21 else who ' d like to address the Board on 22 the agenda item? 23 (No Response ) . 24 JUSTICE LOUISA EVANS : I think 25 there is someone on Zoom from the Ferry JULY 2, 2024 REGULAR MEETING 7 1 District with their hand raised . ) 2 THE FERRY DISTRICT : We just wanted 3 to make ourselves available in support 4 of the basically the letter that we 5 wrote, and also just of the of the 6 request for bonding authority for the 7 purchase of the Coast Guard Building 8 here on Fisher ' s Island . See if there 9 are any questions or any other things 10 that need to be addressed that we can be 11 helpful with, the provisional Board is 12 here available, if that ' s useful to you? 13 SUPERVISOR AL KRUPSKI JR . : Thank 14 you . I was just wondering JULY 2, 2024 REGULAR MEETING 8 1 if there was any updated information on 2 the Highway Department ' s flood 3 monitoring project? 4 SUPERVISOR AL KRUPSKI JR . : Well , 5 it ' s still a very much work in progress , 6 but they ' re working on it with the Town 7 Engineer of GIS . 8 MICHAEL TYNER : Has that project 9 been considered publicly at this point? 10 SUPERVISOR AL KRUPSKI JR . : There ' s 11 no draft map available yet . 12 MICHAEL TYNER : Okay . 13 SUPERVISOR AL KRUPSKI JR . : Is 14 there anyone like to speak? 15 (No Response ) . 16 SUPERVISOR AL KRUPSKI JR . : All 17 right . And the gentleman 3 that just stood up at the podium, I 4 couldn ' t hear him really at all . I mean 5 there ' s only one other person on Zoom, 6 but we need to do something about the 7 sound system.
