OUTHOLD ToWN:'.BOA~D AT :A'REGULA~ MEET~ItNG' HELD ON JUNE 6, 19.89: WHEREAS, the Town Board of the Town of Southold recognizes the necessity for an adgq~ate water supp~}y system to the residents of the Town; and WHEREAS, there presently exists a mixture of water supply to wit: Village of Greenport Water Franchise Area, Suffolk County Water Authority in Captain Kidd Area, individual satellite areas being established by developers and property owners and/or proposed expansion of the Riverhead water district into the west end of the Town; and WHEREAS, the Town Board of the Town of Southold recognizes the neede for aH efficient centralized water system and. that the present diverse and uncoordinated water system is not in the best interest of the public health, safety and well being of the people of the Town of Southold; and WHEREAS, the Town Boad met with officials of the Suffolk County Water Authority on May 2% I98~) and disdussed the concerns of the Town BOa'rd as stated in this resolution. NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Southold' hereby declares i~n that the sole authority for implementation of any water supply system in the Town of Southold outside of the Village of Greenport Franchise Area, is vested ~in' the Suffolk County Water Authority; and BE IT' FURTHER RESOLVED that no project, site plan or subdivision application requir- ing a water supply system be approved by any agency in the Town until that water supply system ts approved by the Suffolk County Water Authority; and BE IT FURTHER RESOLVED that all water supply systems will conform pursuant to the rules, regulations and direction of the Suffolk County Water Authority; and B'E IT FURTHER RESOLVED that the Town Board of the Town of Southold hereby goes on record as supporting the attached resolution from the Suffolk County Water Author- ity which is incorporated herein by reference and m~de a part hereof. Terry ~/ Southold Town Clerk June 9, 1989 © © SOUTHOLD WATER SUPPLY RESOLUTION WHEREAS. the majority of the Town of Southold is within the Authority's authorized service area; and WHEREAS. the North Fork has a fragile and limited water supply which is under increasing development pressure; and · ~WH,E~S. contrary to the Authority~s mission, builders have construe:ted pooH,y-sited. .i~ lo.a! water supply sy~stems to serve thes~develQpment, s; and ~,,~;~,~E~ the Authority's existing system in the Matti~uck, Inlet area r~quires addit·i0nal ~W-~g~B~$~ :t,~ N~r~h Fork would be well served by a Comprehensive Watershed Protection a~ ,l~t~-rated ,War,er Supply Plan which can be best provided by a cooperat ve effort between t~e Suffol,~ County Water Authority and the Town; and ~EAS. the AUthority has identified 12S acres, north of Laurel Lake as a prime water s~D~l¥ a. rea for b~h the Mattituck Inlet and Village areas; and WH~R~J~S. the Authority supports the proposal, wh ch s consistent w th the Authority s ~re~:~.t~rshed, ~0~rr~dor Protection Plan. currently being cons,dered by the Special ~o,?nd~a[er Prot;e~:t on Area Ad~ sor¥ Committee to extend the Central Suffo k SGPA to ~h~!;eas~ to incl'ude; at a mi'nimum, lhe Laurel. Lake Area; now. therefore, be it ~OLVED that the~ Authority request the Town of Southoid consider imposing a mora- ~-on aI~ .deveibpment activites in the Laurel Lake area~, wh ch area wil be mere ,s~e~;~c,a~l y de~oed by the Author ty for a per od of s x (6) months pend n the ado t on -~ .... , . . - g P o~-~Go~npr~eheas~ye Watershed Protection and Water Supply P an; and be it F~IER~RESO~LYED that the Authority challenge both Suffolk County and the Town of S~ot~OJd to join ~fforts to acquire this area for Watershed Protection and Supply; and F~RTHER RESOLVED that the Authority request the Town enact ordinances' requiring ~ developments to be coordinated with and able to be integrated into the Authority's ~t~em at such time as the Authority has adequate supply and distribution facilities.
