POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
326. Grant a partial refund to Steve Alexrod and Sandra Schpoont as they have withdrawn their
ZBA application.
327. Authorize submission of a 2004 proposal to the U.S. Department of Agriculture Commodity
Credit Corporation Farm and Ranch Lands Protection Program proposing a cooperative
effort to acquire development rights to agricultural properties.
328. Grant a partial refund to David and Sherry Steele as they have withdrawn their ZBA
application.
329. Accept the bid of Grace Quality Used Cars for the 2001 Ford Crown Victoria, V1N

Authorize modification to the General Fund 2003 budget for Legal Counsel.
Approve the application of Greenport Youth Activities to uses the Strawberry Fields
Fairgrounds on July 29-August 1, 2004 for their fund raising event.
Appoint Karen Harney to the position of Public Safety Dispatcher I.
Authorize and direct Supervisor Horton to execute NYS Department of Agriculture and
Markets Contract C800591 in connection with Agricultural and Farmland Protection
Implementation Grant.
Appoint William Crowley to the position of a full-time deck hand for the Fishers Island
Ferry District.
Authorize the establishment of the Capital Project in the 2004 Capital Budget: Human
Services Van.
Set 8:05 p.m., May 18, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to the Town of Southold Workforce Housing Fund".
Promote Bonnie Doroski to the full-time position of Senior Clerk Typist in the Town
Clerk' s Office.
Request enactment of Senate Bill S.2479 and Assembly Bill A. 5423, "AN ACT to Amend
the Town Law and Chapter 114 of the Laws of the State of New York", seeking to limit the
increase on the amount to be raised by taxes for certain highway equipment.
Authorize modification to the General Fund Whole Town 2004 budget to appropriate funds
for proposed park improvement projects.
Approve the amount of the bond estimate for the proposed major subdivision of John
McFeely, Route 25, Laurel, SCTM #1000-125-1-14.
Authorize and direct Town Clerk Neville to advertise for bids for road surface treatments
for 2004 for the Superintendent of Highways.
Promote Police Lieutenant Martin Flatley to the position of Police Captain.
Promote Police Sergeant Frank R. Kruszeski, Jr. to the position of Police Lieutenant.
Promote Police Sergeant Howard W. Sawicki to the position of Police Lieutenant.

Set 5:05 p.m., May 4, 2004, Southold Town Hall, as the time and place for a public hearing
on the application for a waiver from the provisions of a "Temporary Moratorium on the
Processing, Review of, and making Decisions on the applications for Major and Minor
Subdivisions, and Special Use Permits and Site Plans containing dwelling unit(s) in the
Town of Southold" for the subdivision of Tide Group, Inc., SCTM # 1000-96-1-1.

Determine that "A Local Law in relation to Site Plan Approval in the Hamlet Business (HB)
District in Chapter 100 of the Zoning Code of the Town of Southold" is a Type I! Action
and is not subject to review under SEQRA.
349. Determine that "A Local Law in relation to A Stop Sign on Love Lane, Mattituck, New
York" is a Type I! Action and is not subject to review under SEQRA.
350. Promote Senior Citizen Program Supervisor Karen A. McLaughlin to the position of Town
Director of Human Services.
351 Grant permission to PSD Karen Harney to attend the Emergency Medical Dispatching
training course May 11-13, 2004 in East Hampton.
352. Authorize and assign James McMahon to act as the administrator of the Scavenger Waste
Treatment Plant.
353. Authorize Supervisor Horton to execute an additional one-month extension of the Interim
Agreement dated January 16, 2004 with the North Fork Animal Welfare League.
354. Authorize and direct Supervisor Horton to execute the Agreement with the Village of
Greenport regarding the East-West Greenport Fire Protection District.
355. Enact "A Local Law in Relation to a Stop Sign on Love Lane, Mattituck, New York".
356. Enact "A Local Law in Relation to Site Plan Approval in the Hamlet Business (HB) District
in Chapter 100 of the Zoning Code of the Town of Southold".

Approve bond resolution in the matter of the Increase and Improvement of Facilities of the
Southold Solid Waste Management District, in the Town of Southold, in the County of
Suffolk, New York pursuant to Section 202-b of the Town Law, at an estimated maximum
cost of $1,051,600.

Direct the Town Clerk to publish the bond resolution appropriating $1,051,600 for the
increase and improvement of facilities of the Southold Solid Waste Management District in
The Suffolk Times, the designated official newspaper of the Town.
