No. When Powerwall is operating as a stand-alone system, as permitted in 705.40, available current must be "equal to orgreater than the loadposedby the largest single utilization equipment connected to the system" (not including general lighting loads). Guidance on system sizing may be found in NEC Articles 690.10 [2014] and 710.15(A) [2017]. When in backup mode, what happens if the load exceeds Powerwall's rated output current? Powerwall automatically shuts down. Powerwall's inverter is an inherently power- and current-limited device. If Powerwall is operating at full rated output current and more load is applied, it simply cannot produce more current. The inverter will sense the corresponding voltage change and immediately shut off. There is no risk for over-discharging above the rated nameplate of Powerwall. Inspection Guide In addition to a simpler installation process, Powerwall and Gateway systems are easier to review for safety and code compliance. Primary code references are from the 2014 NEC. During this time, local governments and other authorities having jurisdiction (AHJ) have been working to find the best ways to ensure the safe installation and application of energy storage systems(ESS). Understandably,AHJs have been paying close attention to the fire safety aspects of these systems and installation methods. Some heavily publicized battery-related fires,largely involving cheap, unlisted consumer products of foreign origin have caused some AHJs and fire officials to view ESS with an overabundance of caution.The common flaw among these products is a lack of measures preventing the dangerous phenomenon known as thermal runaway. Modern ESS such as the Tesla Powerwall 2,by contrast, contain numerous safeguards to prevent thermal runaway and the propagation of fire from one unit to another. Intensive scrutiny and testing are required for modern ESS to be granted the equipment listings that are required by state codes.These systems,when properly installed, can be considered safer than many other existing technologies found within the modern home. Recently,the Powerwall 2 has surpassed 200,000 installations in the U.S.with no known instances of thermal runaway. The attached UL9540A Fire Test Results and Supplemental Guide are provided herewith to provide AHJs the necessary information to allow Tesla Certified Installers to install the Powerwall 2 in accordance with the manufacturer's spacing requirements(as allowed in the 2020 New York State Residential Code), as opposed to the default 3-foot requirement. The following excerpts from the 2020 New York State Residential Code specify the installation requirements for energy storage systems(ESS): R327.3 Installation Energy storage systems shall be installed in accordance with the manufacturer's instructions and their listing. R327.3.1 Spacing Individual units shall be separated from each other by at least 3 feet(914 mm) of spacing unless smaller separation distances are documented to be adequate based on large-scale fire testing complying with Section 1206.6 of the Fire Code of New York State. Final verification that the Tesla Powerwall 2 has met the performance criteria outlined in ANSI/CAN/UL 9540A can be found beginning on page 4 through 6 of the report. This portion of the report can be used as a checklist to aid in the verification of the unit's confonnance to the performance criteria for each installation confrquration. In the unit level test it was demonstrated that: The Powerwall 2 mounting bracket provides adequate clearance from the wall surface on which it is - mounted. CELL AND MODULE LEVEL TESTS Pages 7 through 9 of the report provide background information and data collected during cell and module-level testing previously conducted. This data does not directly correlate to residential or fire code requirements, rather it is used to document and compare the characteristics of different cell chemistries and designs. One important value recorded is the temperature at which thermal runaway occurs. This temperature of 185.8°C is used to verify that an internal fire condition has been established during the Unit Level test. PERFORMANCE CRITERIA - CELL LEVEL Application of heat using film heater methodology did result in a thermal runaway condition, therefore module level testing was required, PERFORMANCE CRITERIA - MODULE LEVEL Application of heat using film heater methodology did result in a thermal runaway condition; and the resulting-event wasrrot-contairre-d-by-th-e-modui-e-d-esigo; thereiore-umi level-testrn-g-was required. The Powerwall is intentionally designed without a module-level enclosure. This allows vent gases to be routed in such a way that adds to the overall propagation resistance of the module, and prevents a dangerous buildup of gases that may lead to an explosion or deflagration hazard. UNIT LEVEL TEST - GENERAL Section 9 Unit Level Testing information begins on page 10 of the report. In additional to providing greater detail on the test setup and unit performance, this portion of the report can also be used as a checklist to aid in the verification of the testing laboratory's conformance to the test procedure. SAMPLE AND TEST CONFIGURATION ANSI/CAN/UL 9540A provides for several configurations: Residential and non-residential use cases ® Wall and floor mounting Indoor and Outdoor locations The Tesla Powerwall 2 is intended to be installed in any of the configurations noted in Section 9.1, so testing is representative of each, and aligns with installation requirements established in the product installation manual. The unit level test begins with the application of heat at a specific site selected to present the greatest amount of thermal exposure to adjacent cells within the module.This application of heat must result in an internal fire condition in accordance with the module level test previously conducted. This was verified by laboratory staff using temperature data recorded during initiation of the event, compared against the cell surface temperature at thermal runaway during the cell level test.This temperature was determined to be 185.8°C. (See Section 5.1.1 and Section 9.1).
