Present were: Carol Brown, Co-Chairperson Inga Van Eysden, Member Nancy May, Member Jocelyn Kaelin, Student Member Liz Gillooly, Trustee Liaison Brian Mealy, Town Board Liaison Lauren Standish, Secretary Absent: Caroline Burghardt, Chairperson John Chandler, Member Maggie Merrill, Member Shannon Wright, Member Guest Speakers: Mary Morgan, Re/Wild Mark Haubner, President NFEC Guests: Anne Murray, NFEC w/Student Intern Gwynn Schroeder, Gov. Liaison Officer Anne Smith, Town Board Member CALL TO ORDER Co-Chairperson Carol Brown called the meeting to order at 4:30pm. 2 GUEST SPEAKERS Mary Morgan, Re/Wild and Mark Haubner, President of NFEC provided the CAC members with information on the Food Scrap Drop-Off Pilot beginning on Friday, June 7th at Deep Roots Farm from 10:00am-11:30am, and will continue throughout the summer months. The goal of this pilot is to encourage other farms to do the same. Registration is required so the drop-offs can be monitored. For further information, please contact Mary Morgan at maryCcD-rewildlongislan". REPORTS Inga Van Eysden attended the Board of Trustees meeting on May 15th and the meeting was business as usual. The application to construct beach stairs on The Strand, was Tabled. CLIMATE SMART COMMUNITIES Obtaining the CSC credentials and delegating a point person from the Town continues to be a work in progress. Councilman Mealy offered to assist on a temporary basis. NEW BUSINESS Carol Brown, Inga Van Eysden and Maggie Merrill attended the Town Board work session on June 4th and presented the future goals and priorities of the CAC. They proposed to re- organize the CAC into four (4) committees, Marine, Land Use, Energy, and Green Initiatives. They will.wait on direction from the Town Board. Carol Brown announced the NYSACC 2024 Conference of the Environment will be held on Sept. 18-20. UPDATES/OLD BUSINESS Carol Brown, Shannon Wright and Jocelyn Kaelin will continue to work on the homeowner's book project. The CAC members expressed their willingness to be a part of the Town's Coastal Resiliency Project. APPROVAL OF MINUTES Moved by Inga Van Eysden, seconded by Jocelyn Kaelin to Approve the Minutes of May 8, 2024. RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS ECAE 149 LLC for the existing dwelling, open porch and pool area totaling 4,380 sf. plus proposed renovation/alterations. Proposed renovations/alterations to include the removal of north exterior stairs to house, remove first floor Bilco doors, 14 sf. area along north wall, 145 sf. northeast portion, 2,161 sf. of asphalt material in driveway, 95 sf. existing porch, 301 sf. portion along southeast, two sets of existing porch steps, 3' section at southwest 3 corner, 35 sf. steps to pool area, and 240 sf. steps to pool. Convert existing fresh water pool to salt water. Repair existing deck/patio on grade. Remove 48 sf. of existing second floor footprint; remove 80 sf. third floor observatory. Remove existing sanitary system and replace with new I/A sanitary system. Add eastern 359 sf. second-floor addition, 106 sf. southern second-floor addition, and 257 sf. west proposed second-floor addition, 95 sf. proposed first floor covered front porch and two proposed stairs down from patio to pool. Final proposed gross floor area to be 4,237 sf. Replace asphalt driveway with permeable gravel driveway. Install saltwater pool filtration system/drywell and AC units near north wall. Ad proposed fireplace chimney to north wall..House to include gutters and leaders leading to drywells to contain roof run-off. Located: 520 Snug Harbor Rd., Greenport. SCTM#35-5-34 Inspected by: Inga Van Eysden, Nancy May The CAC inspected the property and the project was not staked, therefore no recommendation was made. Moved by Inga Van Eysden, seconded by Nancy May, it was RESOLVED to SUPPORT the application of BRIAN & LAURA FLANAGAN to demolish (per Town Code definition) and reconstruct (in-place and raised approx. 2' higher to FEMA compliant elevation) existing 950 sf. one-story dwelling with new 50 sf. front porch, 392 sf. attached waterside deck, and associated steps; install stormwater drainage system; and install a new I/A sanitary system in place of existing septic system, more than 100' from wetlands. Located: 980 Oak Ave., Southold. SCTM#77-1-6 Inspected by: Inga Van Eysden, Nancy May The CAC Supports the application and recommends the removal of the drains leading from the street to the Bay. Vote of Council: Ayes: All Motion Carried JAMES LUBIN to use the existing outdoor deck for conversion to a sunroom. Construct a new wood deck 23'3"X 7'8" behind the garage. Demolish a portion of the existing two- story dwelling with a new basement. Existing full basement and first floor structural members and select interior and exterior walls will remain. Located: 2765 Well Rd., Peconic. SCTM#86-2-2 Inspected by: Inga Van Eysden, Nancy May A quorum of the CAC was not present, therefore no recommendation was made. HIGH HOUSE WOODS, INC. to remove and replace (in-place) approx. 227 If. of existing timber bulkhead with vinyl bulkhead, replace +/-11' and +/-10' timber returns (in-place) 4 with vinyl returns, and backfill with approx. 25 cy. of clean sandy fill to be trucked in from an approved upland source; remove and replace (in-kind, in-place) existing 3'X 8' wood steps to beach; and restore and maintain approx. 12' wide area landward of bulkhead as naturally vegetated buffer. Located: 7134 Indian Neck Lane, Peconic. SCTM#86-7-7.1 Inspected by: Inga Van Eysden, Nancy May A quorum of the CAC was not present, therefore no recommendation was made. SHEILA STOLTZ to demolish and remove existing two-story dwelling and appurtenances, and construct new 2,685 sf., 2.5 story, single-family dwelling with 630 sf. front porch and partially covered steps, 701 sf. rear porch and partially covered steps, and 36 sf. covered walk; install 30 sf. outdoor shower over grade-level deck, piped to drywell; install new gravel driveway in place of existing driveway; install new public water service and new I/A sanitary system at least 100' from wetlands, in place of conventional septic system located less than 60' from wetlands; install stormwater drainage system; and maintain a permanent vegetated non-turf buffer and existing vegetation located within 100' of the limit of beach adjacent to Hog Neck Bay, allowing for maintenance of the existing sand footpath. SCTM#98-4-19.2 Inspected by: Inga Van Eysden, Nancy May A quorum of the CAC was not present, however the members present expressed concern with the replacement of the existing driveway and recommended the driveway be reconfigured to preserve the existing vegetation in the area of the freshwater wetland. DIANA FALKENBACH for the reconstruction and expansion of the existing one-story dwelling with new basement and foundation. New exterior stair to basement, renovation of the existing home interior; and new drywell for drainage. Located: 3650 Eugene's Road, Cutchogue. SCTM#97-8-6 Inspected by: Carol Brown A quorum of the CAC was not present. The members present questioned if an I/A system is required, which could help mitigate the existing issues with the freshwater pond. CHARLES V. SAUCE to construct a 54'X 28'4" second-story addition onto an existing 1 '/ story single-family dwelling with leaders and gutters leading to drywells; convert existing attached garage to living space; construct a 23'X 28'6" detached garage with a 28'X 3' walk and 3'X 5' steps; construct a 10'X 30' terrace; remove an existing 3,100 sf. gravel drive and install a new 10' wide crushed stone drive 2,300 sf., abandon existing sanitary system and install a new I/A OWTS; install two (2) 8' drywells for roof run-off. Located: 2315 Pine Tree Road, Cutchogue. SCTM#104-3-1 5 Inspected by: Carol Brown A quorum of the CAC was not present. The CAC members present questioned the location of the garage on the property line and if a variance was granted by the ZBA. The location of the garage should be within the proper setbacks. TRACY HELLER & MATTHEW GLASSMAN to remove and replace (in-place) approx. 201 If. of existing timber bulkhead with vinyl bulkhead (temporarily lift/shift existing accessory structure to allow for bulkhead replacement, then return to existing location on replacement pile foundation); backfill with approx. 25 cy. of clean sand fill to be trucked in from an approved upland source; and revegetate any disturbed portion of bluff slope with Cape American beach grass (18" OC). Located: 4995 Nassau Point Rd., Cutchogue. SCTM#111-9-11 Inspected by: Carol Brown A quorum of the CAC was not present. Consideration should be made to permanently remove the accessory structure from behind the bulkhead. WARREN W. JACKSON 2017 IRREVOCABLE TRUST to install approx. 100 If. of 1.5' to 2.5' dia. 300-1,500 lb. stone rip-rap (approx. 20 cy.) on filter cloth, above MHW, along eroding shoreline; construct approx. 93 If. of low-sill vinyl bulkhead and a +/- 16' low-sill bulkhead return, along location of MLW; backfill low-sill bulkhead with approx. 50 cy. clean sandy fill to be trucked in from an approved upland source and planted with Spartina alterniflora (12" OC), to create approx. 1,488 sf. of vegetated intertidal marsh between low-sill bulkhead and MHW/proposed rip-rap; backfill and plant voids between rip-rap and top of shoreline slope, as needed +/-5 cy. clean sand; and establish 10' wide non-turf buffer adjacent to top of shoreline slope. Located: 300 Deep Hole Drive, Mattituck. SCTM#115-12-4 Inspected by: Carol Brown A quorum of the CAC was not present, therefore no recommendation was made. PATRICIA MELE for the proposed 16'X 26' in-ground pool with electric heater, proposed 1 VX 28' porch with wood deck over, concrete slab to be removed and existing 8'X 8' hot tub. Located: 1140 Deep Hole Drive, Mattituck. SCTM#115-12-16 Inspected by: Carol Brown This application has been postponed until further notice. Carol Brown will attend the Board of Trustees meeting scheduled for Wed., June 12, 2024. • 6 The next meeting of the Conservation Advisory Council is scheduled for July 10, 2024 at 4:30PM in the Conference Room.
