SCTM# 1000-78-3-22 Owner: BARNYE LLC/150 BAYWATER,LLC RESOLUTION: WHEREAS, 150 Baywater Avenue, Southold,NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, the applicant submitted a proposal on April 25, 2024,requesting permission to construct additions and alterations to a single family dwelling with a covered porch and alterations to an accessory structure; and WHEREAS,the applicant's representative, Lucille Barnes, appeared before the Commission for a public hearing on June 27, 2024, to describe the proposed improvements and additions to the single family dwelling and accessory structure; and WHEREAS, the proposed improvements are depicted in Plot Plan and Architectural Plans, Sheets ZO-100,N-100, A-100 thru A-110, last revised June 5, 2024 (received June 13, 2024), with amendments hand drawn on June 27, 2024 to depict 4 over 4 Green House doors on pages A-108,A-109 and Al 10,prepared by Brian T. How is the design for your project sympathetic to the surrounding neighborhood?— The design is for a conservation of the existing historic building in the front section,and for a re-imagining of the 1980's addition which has not aged well, matching the style of the historic front section,and using identical white cedar shingles for roof and siding as the exterior material.Gutters and drain pipes would be upgraded to copper rounds,as slim as possible.The surrounding neighborhood is a mixture of 1970's/1980's houses,with a scattering of older houses. 5. How do your plans and elevations show adherence to the historic district mandates in Chapter 170?—Although the project is not in an historic district, the design has been carefully based on Ch 170 guidelines in height, use of materials, and scale. The design recognizes that the Freeman House is an important example of the historic, architectural and cultural heritage of Southold Town,and is an unusual landmark for understanding Black history on the North Fork. Southold Town is installing a plaque in front of the house to interpret the important history of this site for heritage visitors. 6. Have you supplied images of neighboring residences?Yes 7. How does this renovation illustrate compatibility in terms of scale and massing with neighboring structures?--Although the property is not in the Historic District,the additions have rooflines that are below the current roof line of the original historic structure (the section with frontage on Baywater Avenue), and additions are sized to be sympathetic and stylistically in keeping with the existing historic structure and the original life of the building as a working farmhouse for a 30-50 acre farm owned by a large family. 8.What is the square footage of the original building?2177 sq ft(Ground floor 1092 sq ft, Second floor 1085 sq ft). 7"ISE17 N 9.What is the square footage of the renovated building?3297sq foot total, 2921 heated. Doors will be Marvin,and the original entry door and front stoop to the south Baywater fagade will be conserved and restored.The new door to the mudroom addition will be a replica of the original south entry door. Untreated white cedar natural shingles will be used for the siding and roof,to match the original materials.Trim,fascia and sobits will match the original,and will be in painted cedar or mahogany,as required. The 1980's gutters will be replaced with 2/2 round gutters and round downspouts, in copper. The foundation was rebuilt in the 1980's, and currently the cement blocks are exposed.We propose to clad them in 2"thick irregular granite fieldstone. 13.Do these materials match,"in kind",those of the original structure? In this connection, the Managers, severally, shall, by way of illustration, and not limitation have the authority to borrow money and incur all reasonable expenditures on behalf of the Company; to improve and/or lease the Property; to employ and dismiss all employees, agents, independent contractors, accountants and attorneys; to institute legal proceedings relating to the business or properties of the Company and settle or litigate any claims against or in favor of the Company; to delegate all or any part of the powers granted hereunder to one or more individuals; and to execute and acknowledge any and all instruments necessary to effectuate any and all of the foregoing. The Managers shall devote such time to the Company as they, in their individual and sole discretion, deem appropriate, and may, during the term of this Agreement, engage in other business entities. ARTICLE IV-DISSOLUTION AND TERMINATION 4.1 Upon the occurrence of any of the following events, the Company shall be dissolved: (a) The Company sells or transfers all or substantially all of its assets. (b) The Company ceases its business operations. (c) The Members elect to terminate the Company.
