SCTM# 1000-25-3-14 Owner: Elizabeth and Gideon D'Arcangelo RESOLUTION: WHEREAS, 230 Vincent Street, Orient,NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, the applicant submitted a proposal on June 21, 2024, requesting to install an Air Conditioner Condenser with a wood enclosure in the side yard of a single family dwelling; and WHEREAS, the applicant's representative, Lucille Barnes, appeared before the Commission on June . 27, 2024,to describe the proposed improvements; and WHEREAS, the proposal is described as a mini split air conditioner to be enclosed with a screen enclosure made of ipe or cedar wood, located in the side yard of a single family dwelling; and WHEREAS, the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code,the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and a Certificate of Appropriateness #06.27.2024.2 HPC,D'Arcangelo —A/C Condenser-SCTM No. 1000-25-3-14 Page 2 WHEREAS, the Commission has determined that the subject application is de minimis in nature and therefore does not require a Public Hearing; and WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements are completed; and NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation Commission determines that the installation of a mini split air conditioner with a screen enclosure made of ipe or cedar wood, located in the side yard of a single family dwelling; meets the criteria for approval under Section 170-8 (A) of the Southold Town Code; and BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies; and BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may require further review from the Commission. We would like to install a Gree mini split air conditioner system in our home in Orient Village. The technician,from Tropicool Air Conditioning, invoice attached, surveyed the house and we determined the best place for the condenser(see SAMPLE A as an example of what the condenser and pipes look like) is on the west side of the house, so if you are looking at the house from Vincent Street, it would be to the left. See SAMPLE B for a drawing of where the condenser would be placed,the line indicates the white pipe that will lead up to our attic. The units will all connect through that one line, which will look similar to our gutters. We worked hard to make the design as clean as possible. SAMPLE C is of the type of enclosure we will build around the condenser, so as to not be an eyesore to our neighbors, or anyone. The unit in the photograph is in a much more visible spot on a garage on Orchard Street. We like the simplicity and the screen,which would be made either or ipe or cedar,will match the porch railing—though we will not paint it white, but leave it natural in color. We are awaiting the Building Department permit and appreciate this board reviewing our plans now as this is supposed to be a hot summer, and we had hoped to install the unit by now. The building department is experiencing a 6 to7 week review process. We applied on May 14th, and anticipate getting our permit the week of July 8th. We would love to have the installer come that week if at all possible. My dear friend Lucy Barnes is here today to answer questions, as I was unable to be there in person! But I will have my phone on standby and may try to zoom in as well if I am able. Thank you for your consideration.As I explained to Kim Fuentes,we are SO looking forward to making this move,which is not.only better for the environment, but we think a much more elegant solution than having our window units stuck in the upstairs windows. As I explained,we have commissioned a Gree mini-split system to be installed in our upstairs bedrooms and my work office in our Orient Village home. When I submitted the plans to the building department on May 13th--in anticipation of record high summer temperatures--I was told it was a four to six week turn around. That was distressing as we were ready to install! You and I spoke then and you informed me that until the building department weighs in, HPC can't really do much. I called last week to see how it was going and was informed it is actually an eight week wait. So we now will get a permit July 1st, earliest,July 8th more likely. I told them I wanted to coordinate with HPC as we are installing AC so I can work this summer--and this week has already proven that it is difficult. So hot! I am typing this in my office which has no AC and it is almost unbearable--so humid and hot and precisely why we decided to move forward with this plan. I am so glad to learn that you can review the photos in this manner--hoping we can schedule the installation for the first week of July/second latest. I am attaching the photos you requested, and our survey, as well as a sample of the enclosure we can build around the compressor(the photo is of a compressor on Orchard Street,which is around the corner from our house, and also in the Historic District.) Our installer is ready to go--we are just waiting for all the right permissions. I would so appreciate any help in expediting our request. to explain the photos: the compressor sits outside the house, and we will build a fence around it. The image with the white line drawn up our house is the pipe which looks like the piping in the compressor image (and like our gutters) it will enter through a hole in the side of the house and into the attic. It will just be one pipe and one condenser on the west side of the house. I am also attaching a survey with an highlighted yellow circle of where the condenser will be placed. It cannot go on the back of our house as it needs direct access to our attic where the units will be--and an extension was added before we bought the house in 2002 so there is no access to the attic from the back of the house. We have a flat roof there..... This design is the most direct, and the least impactful. We also think it is as elegant as can be--one pipe that resembles 1 \ A our gutters.The compressor means we will not have to use window air conditic -,.., units in the upstairs bedroom, which are more of an eyesore and not good for the environment. 1 1 hope that HPC agrees,this installation is being done with care and consideration--and we would like to be able to install as soon as we get the permit from the building department as they have already delayed by two weeks what we had planned for.
