Motion was offered,to open the meeting. Vote of the Commission: Ayes: Commissioners Surchin Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 4-0). WORK SESSION: 1. Introduction to Commissioners, new Commissioners and all present. 2. Welcome introduction by the Town Supervisor,Al Krupski. 3. Discussions: Review by Town Attorney regarding Chapter 170 definition of structures/facades and powers and authority of the HPC. Criteria: facades are defined as visible from the street or public right of way. 4. Discussion re: amending the HPC Handbook, located on the Town's Website under HPC Page. The Handbook has to be written to tie to the Town Code which will also be amended once reviewed by the Town's Code Committee. The coordinator will print out for new members. 5. The Town Attorney indicated that an "opt out" option does not exist and continuous reference to this term is spreading misinformation. He has requested that utilizing the term should cease. 6. Kathleen McDowell — 51540 Route 25, Southold — It was determined by the Town Attorney that swimming pool enclosure fences in the rear yard did not need HPC approval since the fences are not structures. 7. Hugh McBride— 1180 Navy Street- Photographs were submitted by Jonathan Paetzel, and presented to the Commission. The Commission indicated their satisfaction with the completed improvements: Improvements comply with C of A. #07.17.2018.1. Page 2, Minutes of Meeting of the Historic Preservation Commission May 23, 2024 Application Review: 3:00 PM BARNYE, LLC— 150 Baywater Avenue— (continued from April 25, 2024) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to a single-family dwelling with covered porch, and accessory structures; to construct new accessory structures (garage and shed), and to erect new fencing; located at 150 Baywater Avenue, Southold, NY. SCTM No. 1000-78-3-22. • The applicant, Lucy Barnes, appeared before the Commission to describe the Architectural Plans we received on May 23, 2024, revised 5/17/2024. • The Commission reviewed a list of amendments from the previous meeting; see below list and comments: 1. Page 108-raise window ledge 8 inches. approximately at windows directly above one-story roofs below-To do. 2. Page 109 make greenhouse doors 2 over 2 or 4 over 4 -To do 3. Copper screening. Show graphically and note screen porch panel material on elevations— Change to bronze screening 4. Exterior Casing 3 inch wide show on elevations—Need to show trim and details. 5. Indicate materials used on plans, i.e., specs, manufacturer, sizes, materials, etc. 6. Page 109 side lights, remove center muntins—Side lites - OK 7. Look at Green Mountain casements : Double Hung Style Egress Window by Green Mountain Windows—Window schedule done. 8. Pitch off transition roof between old and new, preserve silhouette/outline of roof of older portion of existing house at East side— Done OK 9. Page 109 fix bathroom window— Done OK 10. Upper floor windows should be 2/2 to show difference. Windows at addition first and second floor- Done OK 11. Pages 108 & 109—Show trim on all elevations and provide detail. During the regular meeting, Commissioner de Conciliis voted to move this matter to a Public Hearing, seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. ERIC ANDERSON/KELLY PERAGALLO— 1675 Lower Road—Windows—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to replace windows, in-kind, to a single family dwelling; located at 1675 Lower Road, Southold, NY. SCTM No. 1000-69-5-13.2. 1. Applicants, Eric Anderson and Kelly Peragallo appeared before the Commission and requested that Anderson A Series windows be used for the front facade, only (12 windows total, described as 6 over 1). 2. The Commission agreed that Anderson 400 Series windows can be used for side and rear of the dwelling. 3. According to the Commission, it was agreed that if window replacement is "in kind", the application does not need to include elevation drawings. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission May 23, 2024 A Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner de Conciliis and seconded by Commissioner Surchin to grant approval and issue a Certificate of Appropriateness. Vote of the Commission: AYES: Commissioner Surchin Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. SCOFIELD—2355 Village Lane— HVAC/enclosure (Meryl Kramer) to Amend a Certificate of Appropriateness. under Section 170-7(b) of the Southold Town Code at a registered landmark property, amend to install an HVAC and enclosure to a single-family dwelling; located at 2355 Village Lane, Orient, NY. SCTM# 1000-26-1-13. 1. The Commission discussed the proposed amendment to the Certificate of Appropriateness originally granted January 4, 2021. 2. No one presented the application and there were no objections from the Commission A Motion was made by Commissioner Mammina and seconded by Commissioner Woodhouse that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner Mammina and seconded by Commissioner Woodhouse to grant approval and issue a Certificate of Appropriateness. DARIEN LEUNG—265 Orchard Street - Deck— (Stacy Paetzel) for Certificate of Appropriateness. under Section 170-7(b) of the Southold Town Code at a registered landmark property, amend to construct a rear deck attached to a single-family dwelling; located at 265 Orchard Street, Orient, NY. SCTM# 1000-25-2-11.1. 1. The Commission reviewed Stacy Paetzel's submission proposing a rear deck attached the single family dwelling, and determined that the proposed deck cannot be seen from the right of way, and that an application to and review by the Commission is not required. (i.e., a C of A is not required) 2. Vote of the Commission: AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. Pledge of Allegiance: Approval of Minutes: Motion to approve March 28, 2024 meeting minutes by Commissioner de Conciliis, seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. PUBLIC HEARINGS: (1) A Motion was made to open a public hearing by Commissioner deConciliis, seconded by Commissioner Mammina. Vote of the Commission: AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. 4:00 PM -ASIP HOUSE— Richard B. Sachs—8255 Bridge Lane— (Dan Butler) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to demolish an existing dwelling and accessory structures, and construct a new single- family dwelling, pool house/cabana and an in-ground swimming pool, including new fencing; located at 8255 Bridge Lane, Cutchogue, NY. SCTM No. 1000-84-1-4.6. 1. Architect, Dan Butler, discussed with the Commission the minor changes that were made to the amended plans which included second story windows for egress. 2. The improvements will include an asphalt shingle roof, vertical board siding and wood windows manufactured by LePage, all as depicted in the Site Plan and Architectural Plans, sheets A-0.0, A-0.1, A-0.2, A-1.2, A-2.0, A-2.1, last revised on May 20, 2024 (received May 22, 2024); and Sheets A-1.0 and A-1.1, last revised April 18, 2024, (received April 19, 2024, one window per bedroom located on the second story of both side elevations as casement double hung style with offset glass for top and bottom lites, to satisfy egress opening size requirements and conform to the New York State's Building code means of egress) A Motion was made to CLOSE the public hearing by Commissioner Ketchum, and seconded by Commissioner de Conciliis. AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0). Motion approved. A motion was made to approve a Certificate of Appropriateness to construct a new single- family dwelling, pool house/cabana and an in-ground swimming pool, including new fencing by Commissioner Surchin, seconded by Commissioner de Conciliis. Vote of the Commission: AYES: Commissioner Surchin, Woodhouse, de Conciliis, Mammina and Ketchum. (5-0).
