Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney; Supervisor Al Krupski 3:03 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Surchin, Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 4-0). WORK SESSION: 1. Discussions: According to the Assistant Town Attorney, further discussions relating to Proposed Code Changes will be discussed after the Town Board appoints a full Commission. 2. Treiber, 405 Racketts Court, re: Compliance with the Certificate of Appropriate: (Res. 11.23.21, amended 8-25-2022). The Commission members indicated their satisfaction with the finished work. Application Review: 3:10 PM BARNYE, LLC — 150 Baywater Avenue—for a Certificate of Appropriateness under Section 170- 7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to a single family dwelling with covered porch, and accessory structures; to construct new accessory structures (garage and shed), and to erect new fencing; located at 150 Baywater Avenue, Southold, NY. SCTM No. 1000-78-3-22. • The applicant, Lucy Barnes, appeared before the Commission to describe the Architectural Plans dated March 13, 2024, received April 25, 2024. This meeting is the first time the architectural plans were viewed by the Commission members present. • The Commission discussed Windows, Screen Porch, differences in east and west fagade. Also, the Commission developed a list of amendments they would like to see in the Architectural Plans: ✓ Page 108-raise window ledge 8 inches. approximately at windows directly above one-story roofs below ✓ Page 109 make greenhouse doors 2/2 ✓ Copper screening. Show graphically and note screen porch panel material on elevations Page 2, Minutes of Meeting of the Historic Preservation Commission April 25,2024 ✓ Exterior Casing 3 inch wide show on elevations ✓ Indicate materials used on plans, i.e., specs, manufacturer, sizes, materials, etc. ✓ Page 109 side lights, remove center muntins ✓ Look at Green Mountain casements : Double Hung Style Egress Window by Green Mountain Windows ✓ Pitch off transition roof between old and new, preserve silhouette/outline of roof of older portion of existing house at East side ✓ Page 109 fix bathroom window ✓ Upper floor windows should be 2/2 to show difference. Windows at addition first and second floor • Ms. Barnes will return to the next meeting on May 23 with a revised set of plans depicting the Commissioners' recommendations. ASIP HOUSE— Richard B. Sachs— 8255 Bridge Lane (Continued from March 28, 2024)for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to demolish an existing dwelling,and accessory structures, and construct a new single family dwelling, pool house/cabana and an in-ground swimming pool, including new fencing; located at 8255 Bridge Lane, Cutchogue, NY. SCTM No. 1000-84-1-4.6. • Dan Butler, Architect, appeared before the Commission to discuss the amended design, and cited the list of nine recommendations given to him by the Commission during the last meeting of March 28, 2024 (Listed on the Minutes of March 28, 2024). • The Commission agreed that the proposed plans look similar to a farmhouse, which they had preferred. (3:56 P.M.)A Motion was made to set a public hearing for May 23, 2024 by Commissioner Surchin, and seconded by Commissioner Woodhouse. AYES: Commissioners Surchin, Wexler, Woodhouse and de Conciliis (4-0). Regular Meeting Called to Order: 4:00 PM Motion to open the regular meeting by Commissioner Surchin, seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, and de Conciliis. (4-0). Motion approved. Pledge of Allegiance: Approval of Minutes: Motion to approve March 28, 2024 meeting minutes by Commissioner Wexler, seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioner Surchin, Wexler, Woodhouse, and de Conciliis. (4-0). Motion approved. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission April 25, 2024 PUBLIC HEARINGS: (1) 4:01 P.M. - DARIEN LEUNG #2—265 Orchard Street-for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct repairs and alterations to an existing barn to include converting part of the barn into a permitted pool house/cabana; located at 265 Orchard Street, Orient, NY. SCTM No. 1000-25-2-11.1. • Simon Eisinger, Architect, appeared before the Commission to describe the Site Plan and Architectural Plans of the barn/cabana/pool house. Site Plan and Architectural Plans, sheets A001, Al01, A201, A202, and A301, dated February 20, 2024; and Architectural Plans, sheets H101, H102 and H103 dated March 4, 2024, all prepared by Simon Eisinger, R.A. • Robert Sorenson, and Stacey Paetzel made comments in favor of the project. • The Commission reviewed the south fagade visible to Orchard Street. Mr. Eisinger explained that a portion of the building will be converted to a cabana, while the remainder of the first floor and the entire second floor will be used for storage. • The red roof shingles and siding will be replaced to match exactly what exists. Interior siding will remain. The existing hatch on the second floor will be removed, and the barn door will be extended in height. Existing siding is Larch, proposed exterior siding will be either Larch or Cedar. • The Commission discussed locations of the proposed doors and windows, and Sheet H103 of the plans—windows and doors schedule. A Motion was made to CLOSE the public hearing by Commissioner Surchin, and seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioners Surchin, Wexler, Woodhouse, and de Conciliis (4-0). A motion was made to approve a Certificate of Appropriateness to construct repairs and alterations to an existing barn to include converting a portion of the barn into a permitted pool house/cabana by Commissioner Wexler, seconded by Commissioner Surchin. Vote of the Commission: AYES: Commissioners Surchin, Wexler, de Conciliis, and Woodhouse. (4- 0). Motion approved. Meeting Adjourned: 4:30 P.M. Motion to exit the public meeting in order to Move to Executive Session was made by Commissioner Surchin, seconded by Commissioner Wexler. Vote of the Commission:AYES: Commissioners Surchin, Wexler, Woodhouse, and de Conciliis. Motion approved. (4-0) Next HPC work session and regular meeting, with Zoom access, scheduled for May 23 2024 hearing scheduled in the Annex Building, Second Floor Conference Room.
