HomeMy WebLinkAboutLP-04/30/2024 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 30, 2024 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from April 16, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Next LPC Meeting Date: May 14, 2024 • Townwide Committee Survey The Committee members reviewed their comments in response to the survey questions. The Committee discussed the importance of attendance, in person or by Zoom, and active participation, explaining that Town committees should set attendance and participation expectations for their members to ensure that there is no interruption in carrying out committee business. The Committee suggested that missing 25 to 30% of meetings could impact the Committee's functions, and they agreed that advance notice of absences, where possible, is important. Committee members who have to miss meetings should try to review any meeting materials and provide feedback in advance of the meeting so that they're perspective is incorporated, and the members agreed they should develop clear guidelines of Committee actions that can take place via email. The Committee members also discussed the importance of making committee mission statements clear on the Town's website and creating meeting materials that are easily understood by the public. The Committee also discussed the importance of setting clear policies about public participation and attendance. The Committee discussed announcing how many members of the public attend via Zoom at the start of the meeting so the Committee members and public understand how many people are interested in the Committee's business. Members also explained that public attendees who wish to speak at the meeting must make an appointment, which is a policy that Committee should consider formalizing. General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property 0 None Stewardship and Management • None Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Legal Advice Regarding Stewardship and Management Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Anne Murray, seconded by Sam McCullough, to enter into EXECUTIVE SESSION. Motion carried: 5/0 The LPC members entered into EXECUTIVE SESSION at 7:40 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Sam McCullough, seconded by Eric Keil, to exit Executive Session. Motion carried: 6/0 EXECUTIVE SESSION ENDED at 8:30 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION • Acceptance of LPC meeting minutes from April 16, 2024 MOTION made by Sam McCullough, seconded by Eric Keil, to accept the April 16, 2024 LPC meeting minutes. Motion carried: 5/0/1 (Will Lee not eligible to vote) • MOTION made by Sam McCullough, seconded by Anne Murray, to recommend that the Town extend a proposed purchase offer to the landowner, as discussed while in Executive Session, for a development rights easement acquisition on a certain parcel of land at a price supported by the Town's authorized appraisal. The proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to proceed. The offer letter to the landowner will be valid for 30 days.
