TBD cubic yards (as required to install new vinyl bulkhead) How much material will be filled? +/-25 cubic yards (clean sand backfill) Depth of which material will be removed or deposited: TBD feet (as required to install new bulkhead) Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Upland soil material landward of existing bulkhead will be temporarily excavated to allow for installation of new vinyl bulkhead;and approximately 25 cy of clean sand fill will be trucked in from an approved upland source to be placed and graded as backfill landward of newly constructed bulkhead. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing timber bulkhead with a vinyl bulkhead in the same location to maintain the historical method of protecting the bluff, upland property and structures against erosion and flooding. The site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead, the subject property and the adjacent, bulkheaded properties would be exposed to severe erosion, flooding, and potential damage to the residential structures located thereon. The project will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing;and any portion of the bluff slope disturbed during construction will be revegetated with Cape American beach grass. The project will thus effectively maintain the historically existing conditions along the bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated beach or tidal waters. to ' 617.20 Appendix B Short Environmental Assessment Form Instructions for ComAletins Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. Thus, each answer must be explained in detail, listing both supporting and non- supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. Minimize.loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ® Yes ❑ No ❑ Not Applicable The project seeks to replace an existing timber bulkhead with a vinyl bulkhead in the same location to maintain the historical method of protecting the bluff, upland property and structures against erosion and flooding. The site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location.Without replacement and maintenance of the bulkhead, the subject property and the adjacent, bulkheaded properties would be exposed to severe erosion, flooding, and potential damage to the residential structures located thereon. The project will thus effectively maintain the historically existing conditions along the bulkheaded shoreline without any change in,or significant adverse impacts to the adjacent bulkheaded properties, bluff, beach or tidal waters.
