given time at the conclusion of the regularly scheduled business agenda to address the Board on any given
topic.
ONLINE ACCESS: The Tentative Agenda is generally available the Friday before the meeting. The video of
the meeting is usually available to watch live during the meeting. Minutes with adopted resolutions are

Due to the expiration of the New York State Governor's Executive Orders regarding the COVID-19 pandemic
in-person access to the Public will now be permitted. The meeting will still be accessible via Zoom and
streamed live on the Town's website. The meeting can be viewed live by going to the Town's website at
www.southoldtownny.gov <http://www.southtownny.goy> home page. Click on the "Government"tab, once
the drop down menu appears, under "Town Supervisor/Town Board", click on "Southold Town Board Minutes
and Agendas"which takes the user to the Town of Southold Meeting Portal page. Once on the Meeting Portal
page, click on the date of the meeting you wish to view and then click on "Video". A recording of the meeting
will also air on Channel 22 and will be posted on the Town's website

Property Maintenance 75 Midland Place, East Marion
WHEREAS on January 1, 2024, a complaint was received regarding a violation of Section 100-4(C) of the
Southold Town Code, ?Property Maintenance?, at the property located at 75 Midland Place, East Marion, NY.
SCTM 4 38.-3-10, and on January 1, 2024, this alleged violation was confirmed by Town of Southold Code
Enforcement; and
WHEREAS on January 1, 2024, a Notice of Violation and Order to Remedy the condition by February 9, 2024,
was served upon the owner of record and posted at the subject property; and
WHEREAS as of February 9, 2024, the property had not been brought into compliance with Section 100-4(C)
of the Southold Town Code and on May 9th and loth of 2024, employees of the Town of Southold Department
of Public Works were dispatched to the property and performed the maintenance required to bring the property
into compliance with Town Code, now, therefore, be it
RESOLVED that the Town Board of the Town of Southold, pursuant to Section 100-10 of the Southold Town
Code, hereby directs that the costs and expenses incurred by the Department of Public Works in effectuating the
cleanup of the property located at 75 Midland Place, East Marion, NY, in the amount of$1,531.72 shall be
levied against the real property located at 75 Midland Place, East Marion, NY. SCTM 4 38.-3-10, and that said
costs and expenses are to be collected at the same time and in the same manner as the Town taxes.

Bond for Highway Storage Barn
BOND RESOLUTION OF THE TOWN OF SOUTHOLD, NEW YORK,
ADOPTED JUNE 4, 2024, AUTHORIZING THE ISSUANCE OF BONDS
IN A PRINCIPAL AMOUNT NOT TO EXCEED $1,800,000 TO FINANCE
THE CONSTRUCTION OF A NEW HIGHWAY STORAGE BARN, STATING
THE ESTIMATED MAXIMUM COST THEREOF IS $1,800,000 AND
APPROPRIATING SAID AMOUNT FOR SUCH PURPOSE THE TOWN
BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF SUFFOLK,
NEW YORK, HEREBY RESOLVES (by the favorable vote of not less than two-
thirds of all the members of said Town Board) AS FOLLOWS:
Section 1. The Town of Southold, in the County of Suffolk, New York(herein called the ?Town?), is hereby
authorized to issue bonds in a principal amount not to exceed $1,800,000 pursuant to the Local Finance Law,
constituting Chapter 33-a of the Consolidated Laws of the State of New York(herein called the ?Law?), to
finance the construction of a new highway storage barn.
Section 2. The estimated maximum cost thereof, including preliminary costs and costs incidental thereto and
the financing thereof, is $1,800,000 and said amount is hereby appropriated for such purpose. The plan of
financing includes the issuance of bonds in a principal amount not to exceed $1,800,000 to finance said
appropriation, the levy and collection of taxes on all the taxable real property in the Town to pay the principal
of said bonds and the interest thereon as the same shall become due and payable.
Section 3. The following additional matters are hereby determined and declared:
(a) The period of probable usefulness applicable to the object or purpose for which said bonds are authorized to
be issued, within the limitations of Section 11.00 a. 11 (b) of the Law, is twenty-five (25)years.
(b) The proceeds of the bonds herein authorized and any bond anticipation notes issued in anticipation of said
bonds may be applied to reimburse the Town for expenditures made after the effective date of this resolution for
the purpose for which said bonds are authorized. The foregoing statement of intent with respect to
reimbursement is made in conformity with Treasury Regulation Section 1.150-2 of the United States Treasury
Department.
(c) The proposed maturity of the bonds authorized by this resolution will exceed five (5) years.
Section 4. Each of the bonds authorized by this resolution and any bond anticipation notes issued in
anticipation of the sale of said bonds shall contain the recital of validity as prescribed by Section 52.00 of the
Law and said bonds and any notes issued in anticipation of said bonds shall be general obligations of the Town,
payable as to both principal and interest by general tax upon all the taxable real property within the Town. The
faith and credit of the Town are hereby irrevocably pledged to the punctual payment of the principal of and
interest on said bonds and any notes issued in anticipation of the sale of said bonds and provision shall be made
annually in the budget of the Town by appropriation for(a)the amortization and redemption of the bonds and
any notes in anticipation thereof to mature in such year and (b) the payment of interest to be due and payable in
such year.
Section 5. Subject to the provisions of this resolution and of the Law and pursuant to the provisions of Section
21.00 of the Law relative to the authorization of bonds with substantially level or declining annual debt service,
Section 30.00 relative to the authorization of the issuance of bond anticipation notes and Section 50.00 and
Sections 56.00 to 60.00 and Section 168.00 of the Law, the powers and duties of the Town Board relative to
authorizing bond anticipation notes and prescribing the terms, form and contents and as to the sale and issuance
of the bonds herein authorized, and of any bond anticipation notes issued in anticipation of said bonds, and the
renewals of said bond anticipation notes, and as to the execution of agreements for credit enhancements, are
hereby delegated to the Supervisor, the chief fiscal officer of the Town.
Section 6. The validity of the bonds authorized by this resolution, and of any notes issued in anticipation of the
sale of said bonds, may be contested only if:
(a) such obligations are authorized for an object or purpose for which the Town is not authorized to expend
money, or
(b) the provisions of law which should be complied with at the date of publication of such resolution, or a
summary thereof, are not substantially complied with,
and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of
such publication, or
(c) such obligations are authorized in violation of the provisions of the constitution.
Section 7. This bond resolution is subject to a permissive referendum and the Town Clerk is hereby authorized
and directed, within ten (10) days after the adoption of this resolution, to publish or cause to be published, in
full, in the official newspaper of the Town, having a general circulation within said Town, and posted on the
sign board of the Town maintained pursuant to the Town Law, a Notice in substantially the following form
appearing in Exhibit A hereto.
Section 8. The Town Clerk is hereby authorized and directed, after said bond resolution shall take effect, to
cause said bond resolution to be published, in summary, in the official newspaper of the Town, having a general
circulation within said Town, together with a Notice in substantially the form as provided by Section 81.00 of
the Law.

PLEASE TAKE NOTICE that on June 4, 2024, the Town Board of the Town of Southold, in the County of
Suffolk, New York, adopted a bond resolution entitled:
?Bond Resolution of the Town of Southold, New York, adopted June 4, 2024, authorizing the issuance of bonds

SEVENTH: DETERMINING that the bond resolution is subject to a permissive referendum.

Permit Worship Services at Beach
RESOLVED the Town Board of the Town of Southold hereby grants permission to the North Fork Reform
Synagogue to hold picnics followed by worship services at Kenney's Beach, Southold on the following Fridays:
June 21, July 5, July 19, August 2 and August 16, 2024 from 5:30 PM to approximately 8:00 PM; parking
permit requirements shall be waived for participants who do not have Southold Town Beach Parking Permits;
placards to be placed on the vehicle's dashboard should be provided by the synagogue to those participants who
do not have parking permits. The clean-up deposit will be returned to the applicant provided the area is deemed
clean following inspections by a town representative.

RESOLVED that the Town Board of the Town of Southold hereby ratifies and approves Resolution Number
2024-073 of the Fishers Island Ferry District adopted May 28, 2024 which reads as follows:
WHEREAS the Ferry District requires additional summer seasonal Laborers during the peak season between May 15,
2024 and September 15, 2024;
Therefore, it is RESOLVED to appoint, with effect June 5, 2024, Marlen Bloethe as a part-time summer seasonal Laborer
(FIFD) at a rate of$17.00 per hour and on September 15, 2024, Ms Bloethe will terminate summer seasonal laborer and

on the 4th day of June, 2024, a Local Law entitled"A Local Law in relation to an Amendment to Chapter
96, Boats, Docks and Wharfs," and
WHEREAS the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at
Southold Town Hall, 53095 Main Road, Southold, New York, on the 30th day of July, 2024 at 7:00 p.m. at
which time all interested persons will be given an opportunity to be heard.
The proposed Local Law entitled, "A Local Law in relation to an Amendment to Chapter 96, Boats, Docks
and Wharfs,"which reads as follows:

A Local Law entitled, "A Local Law in relation to an Amendment to Chapter 96, Boats, Docks and
Wharfs,"
BE IT ENACTED by the Town Board of the Town of Southold as follows:
L Purpose - The Purpose of the amendment is to address waterfowl blinds.
II. Amendment- The Southold Town Code is hereby amended by removing the struck through words and
adding the underlined words as follows:
§ 96-1 Permit required.
No person shall place any piles, stakes, buoys, piers, docks, waterfowl blinds, bulkheads or other objects in or
on any Town waters or public lands under or adjacent to Town waters in the Town of Southold, nor shall any
person remove any sand, gravel or other materials from lands under Town waters in the Town of Southold
without first obtaining a permit therefor from the Board of Trustees of the Town of Southold.
§ 96-3 Issuance of permits by Board of Trustees.
The Board of Trustees of the Town of Southold is hereby authorized and empowered:
A. To issue revocable permits for the placing of piles, stakes, buoys, docks, waterfowl
blinds or other objects in or on any Town waters or public lands under or adjacent to
Town waters, and for the removal of sand, gravel or other materials from lands under
Town waters, provided that the same do not obstruct or interfere with navigation or the
public use of said waters or lands.
§ 96-7 Definitions.
For the purpose of this article, the terms used herein are defined as follows:
Waterfowl Blind-Any structure or device,whether it be affixed, floating, portable or otherwise,
constructed or utilized for the purpose of hunting waterfowl.
§ 96-19 Bathing and swimming.
No person shall swim or bathe in the mouth of Mattituck Inlet between afeas designated and
§ 96-24 Mooring and Waterfowl Blind PPermits.
A. The Town of Southold permits the installation of moorings for boats in specified
locations of Town waters. The use of moorings has increased to such an extent that the
number of moorings has begun to impair the fragile marine environment in the
surrounding Town waters. The Town Board therefore declares it to be the policy of the
Town to restrict and regulate the issuance of mooring permits as described herein. All
boats permitted to use a mooring shall be entitled to such use between the months
of April and December only.
D. The Town of Southold permits the installation of a limited number of waterfowl
blinds in specified locations of Town waters for a period from October 1 through
March 15.
E. Conditions:
1. Permitted functional blinds shall be in place by no later than December 31
each year or the permit will be rescinded. Blinds must be removed no later
than March 31st.
2. An applicant must provide an aerial imne depicting a 500ft unobstructed
safety zone at least 1801 around the blind for firearm discharge in from of
the blind; this may not include any navigation channels.
3. A blind may be no closer than 500ft from another blind.
4. A copy of the permit must be posted inside the blind.
5. No more than one blind permit will be issued per person.
6. Existing permit holders may be eligible for 2randfatherin2 of positions at
the Trustee's discretion.
F. Severability:
1. Permitted, functional blinds shall be in place by no later than December
31st each year or the permit may be revoked.
2. Blinds must be removed no later than March 31st.
3. Waterfowl blind permits may be revoked at the discretion of the Board of
Trustees upon resolution at a noticed public meeting.
4. The Town may remove or cause to be removed any blind that is in violation
of the Town Code with the cost associated with removal and storne borne
by the owner/permittee.

III. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any court of
competent jurisdiction to be invalid, the judgment shall not affect the validity of this law as a whole or any part
thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided by law.

A Local Law entitled, ?A Local Law in relation to an Amendment to Chapter 275 Wetlands and Shoreline
BE IT ENACTED by the Town Board of the Town of Southold as follows:
L Purpose - The Purpose of the amendment is to amend Chapter 275 Wetlands and Shoreline.
II. Amendment- The Southold Town Code is hereby amended by removing the struck through words and
adding the underlined words as follows:
??275-11 Construction and operation standards.
A. General. The following standards are required for all operations within the
jurisdiction of the Trustees:
(4) Fences.
(f) Fences shall not be permitted within 20 feet of any wetland
boundary.
??275-12.1 Stop-work orders.
A. The Bay Constable, Harbor Master, Zoning Inspector, Ordinance Inspector or
Code Enforcement Officer is are authorized to issue stop-work orders pursuant to
this section The Bay Constable, Zoning Inspector, or Code Enforcement Officer shall issue a
stop-work order to halt:
(1) Any work that is determined by the Bay Constable, Zoning Inspector, or
Code Enforcement Officer to be contrary to any applicable provision of
this chapter, or:
(a) Any work that is being conducted in a dangerous or unsafe manner
in the opinion of the Harbor Master Bay Constable, Zoning
Inspector, Ordinance Inspector or Code Enforcement Officer,
without regard to whether such work is or is not work for which a
Trustee permit is required, and without regard to whether a Trustee
permit has or has not been issued for such work; or
B. Stop-work orders shall:
(2) Be dated and signed by the Harbor Master Bay Constable, Zoning
Inspector, Ordinance Inspector or Code Enforcement Officer;
C. The Harbor Master Bay Constable, Zoning Inspector, Ordinance Inspector or
Code Enforcement Officer shall cause the stop-work order, or a copy thereof, to
be posted on the subject property and to be served by personal service or
certified mail on any one or more of the following: the owner of the affected
subject property, the permit holder, and if the owner is not the permit older, on
the permit holder,personally or by certified mail to the owner or permit holder
and posting at the work site. The Bay Constable, Zoning Inspector, or Code
Enforcement Officer shall be permitted, but not required, to cause the stop-work
order, or a copy thereof, to be served on any or all of the following: the builder,
architect, tenant, contractor, subcontractor, construction superintendent, or their
agents, or any other person taking part or assisting in work affected by or activity
which is the subject of the stop-work order. personally or by certified mail and
posting; provided, however, that failure to serve any person listed above shall not
affect the efficacy of the stop-work order.
??275-15 Coordination and enforcement.
The Harbor Master Director of Code Enforcement, Zoning Inspector, Ordinance Inspector and/or the Bay
Constable Code Enforcement Officer are responsible for coordination and enforcement of the provisions of this
chapter. The Director of Code Enforcement, Zoning Inspector, and Bay Constables have the authority to issue
violations of this chapter.
??275-16 Compliance requirements; penalties for offenses.
A. It shall be unlawful for any carter, owner, occupant, builder, architect, contractor
or their agents or any other person to fail to comply with any provisions of this
chapter or to fail in any manner to comply with a written notice, directive or order
of the Harbor Master Director of Code Enforcement, Zoning Inspector,
Ordinance Inspector or Bay Constable Code Enforcement Officer or to conduct
any operation in a manner not in compliance with a permit issued pursuant to this
chapter.
B. For each offense against any of the provisions of this chapter or any regulations
made pursuant thereto, or failure to comply with a written notice or order of any
Harbor Master Director of Code Enforcement, Zoning Inspector, Ordinance
Inspector or Bay Constable Code Enforcement Officer within the time fixed for
compliance therewith, the owner, occupant, builder, architect, contractor or their
agents or any other person who commits or participates , takes part or assists in
the commission of any such offense or who shall fail to comply with a written
order or notice of the Harbor Master Director of Code Enforcement, Zoning
Inspector, Ordinance Inspector or Bay Constable Code Enforcement Officer
shall be subject to the following fine schedule. Each day on which such violation
occurs may constitute a separate, additional offense.
(1) Failure to obtain a permit. Any person conducting operations within the
jurisdiction of the Trustees without first obtaining a permit according to
the procedures outlined in this chapter shall be subject to a fine not to
exceed $25,000 of not less than $1,000 and not more than $6,000 or a
term of imprisonment not to exceed of not less than 15 days nor more
than six months, or both.
(2) Failure to comply with the terms of a permit.
(a) Any person failing to comply with the terms of a permit shall be
subject to a fine not to exceed $25,000 of not less than $1,000 and
not more than $6,000. For each subsequent offense, the violator
shall be guilty of a misdemeanor punishable by a fine not less than
$2,000 nor more than $10,000 or a term of imprisonment not to
exceed of not less than 15 days nor more than six months, or both.
(b) Any person failing to comply with posting the permit and/or the
requirement for supporting plans to be available for immediate
inspection pursuant to ??275-10 shall be subject to a fine not to
exceed $5,000. of not more than $1,000.
(3) Failure to heed a stop-work order. Any person conducting operations in
direct contradiction to the terms of a stop-work order shall be subject to a
fine not to exceed $25,000 of not less than $1,000 and not more than
$6,000. For each subsequent offense, the violator shall be guilty of a
misdemeanor punishable by a fine not less than $2,000 nor more than
$10,000 or a term of imprisonment not to exceed of not less than 15 days
nor more than six months, or both.
(4) Restoration. In lieu of or in addition to the penalties provided for herein,
these punishments, any offender may be punished by being ordered any
person in violation of any of the provisions of this chapter may be
required to restore the affected wetland to its condition prior to the
offense. Any such order shall specify a reasonable time for the completion
of such restoration, which shall be effected under the supervision of the
approving authority. The Trustees reserve the right to require specific
replanting and restoration methods, including specific survivability and
success criteria.
(5) Failure to comply with a restoration plan. Any person failing to comply
with the terms of a mandated restoration plan as detailed in Subsection
B(4) of this section within the proscribed period of time for completion
shall be guilty of an offense and subject to a fine not to exceed $25,000, or a
term of imprisonment not to exceed 6 months, or both.of not less
than $1,000 and not more than $6,000.
(6) For the offense of conducting or engaging in any coastal construction
project or business without having first obtained a license, or while his
license is suspended or revoked, a violator shall be subject to a fine not to
exceed $10,000.of not more than $5,000 for the first offense and not more
than $10,000 for each subsequent offense.
(7) Mitigation. When on-site wetlands restoration and creation may be
unfeasible due to technical or other constraints, other mitigative measures,
such as off-site wetland restoration or creation, may be required.
(8) Other offenses. For an offense against any of the provisions of this chapter
not specifically designated above, a violator shall be subject to a fine not
to exceed $25,OOO.of not more than $1,000.
III. SEVERABILITY

FIFD Acquisition ofLand Bond
WHEREAS, the Board of Commissioners of the Fishers Island Ferry District(the ?District?), in the Town of
Southold (the ?Town?), Suffolk County, New York, pursuant to a resolution of said Board of Commissioners,
which, together with a petition in due form, was duly submitted to the Town Board(the ?Town Board?) of the
Town, has requested that the Town Board call a public hearing to hear all persons interested in the subject
thereof, and
WHEREAS, on May 7, 2024, the Town Board of the Town of Southold(herein called the ?Town?), in the
County of Suffolk, New York, on behalf of the District, adopted an Order pursuant to Section 202-b of the
Town Law, describing in general terms a proposed increase and improvement of facilities, consisting of the
acquisition of a parcel of real property located on Fishers Island in the Town of Southold, currently owned by
the United States Coast Guard, and identified as SCTM4 1000-1-1-4.3, at the aggregate estimated maximum
cost of$2,600,000; and said Order stated that the Town Board would meet to hear all persons interested in said
increase and improvement of facilities on June 4, 2024 at 7:00 o?clock P.M. (Prevailing Time) at the Town
Hall, 53095 Main Road, Southold, New York; and
WHEREAS, a Notice of said public hearing was duly published and posted pursuant to the provisions of Article
12 of the Town Law; and
WHEREAS, said public hearing was duly held by the Town Board on June 4, 2024 at 7:00 o?clock P.M.
(Prevailing Time) at the Town Hall, 53095 Main Road, Southold, New York, with considerable discussion on
the matter having been had and all persons desiring to be heard having been heard, including those in favor of
and those in opposition to said increase and improvement of such facilities; and
WHEREAS, the District, as lead agency, has given due consideration to the impact that the action may have on
the environment pursuant to the State Environmental Quality Review Act(SEQRA), constituting Article 8 of
the Environmental Conservation Law, and 6 N.Y.C.R.R., Part 617(c) and has determined that it is a Type II
action, and therefore no further environmental review is; and
WHEREAS, the aggregate principal amount which the Town Board may borrow and for which obligations may
be issued on behalf of the District, as authorized pursuant to Section 4 of Chapter 699 of the Laws of 1947, and
acts amendatory thereto, is $20,000,000; and
WHEREAS, the principal amount of bonds issued pursuant to this resolution shall not exceed $2,600,000;
Now, therefore, on the basis of the information given at such hearing, it is hereby
DETERMINED, that it is in the public interest to increase and improve the facilities of the District as
hereinabove described, at the estimated maximum cost of$2,600,000; and it is hereby
ORDERED, that the facilities of the District shall be so increased and improved and that the Board of
Commissioners shall prepare plans and specifications, if necessary, and make a careful estimate of the expense
for said increase and improvement of such facilities and, with the assistance of Attorney for said Board, shall
prepare a proposed contract for such increase and improvement of facilities of the District, which plans and
specifications, estimate and proposed contract shall be presented to the Town Board as soon as possible; and it
is hereby
FURTHER ORDERED, that the expense of said increase and improvement of facilities shall be financed as
hereinabove set forth, and the costs thereof, including payment of the principal of and interest on the obligations
authorized to be issued, shall be assessed, levied and collected by the Town Board from the several lots and
parcels of land within the District in the same manner and at the same time as other Town charges, but if not
paid from such source, all the taxable property within said Town shall be subject to the levy of ad valorem
taxes, in an amount sufficient to pay the principal of and interest on said obligations; and it is hereby
FURTHER ORDERED, that the Town Clerk record, or cause to be recorded, a certified copy of this Resolution
and Order After Public Hearing in the office of the Clerk of Suffolk County within ten (10) days after adoption
hereof.
