POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

286. Authorize modification to the General Fund Whole Town 2004 budget for copy machines
for Town Hall.
287. Promote Jeffrey Standish to the position of full-time Labor Crew Leader.
288. Authorize and direct Supervisor Horton to sign an Amendment to the Downtown
Revitalization Program's Round II! Program with Suffolk County Department of Economic
Development for a one-year extension.
289. Grant permission to Det. Beth Dzenkowski to attend a training committee meeting for the
NYS Police Juvenile Officers Association April 23-25, 2004 in Binghamton.

Grant permission to the Suffolk Bicycle Riders' Association to use Town roads for their
Annual Bike-Boat-Bike event on June 6, 2004.
Grant permission to Town Clerk Neville to attend the Annual New York State Town Clerk
Association Conference April 18-21, 2004 in Saratoga Springs.
Authorize and direct the Town Clerk to advertise for summer positions for beach
attendants, lifeguards, water safety instructors, playground instructors and beach managers
for the Recreation Center.
Grant permission to the Orient Fire Department to use Town roads for their Memorial Day
Parade on May 31, 2004.
Accept the bid of Corazzini Bros. For the purchase of Type 6 Asphalt for use by the
Highway Department.
Accept the bid of Empire Equipment Sales of Long Island, d/b/a Long Island Sanitation
Equipment, for the purchase of one 6-wheel broom street sweeper for use by the Highway
Department.
Authorize and direct Supervisor Horton to execute a lease agreement with Canon Business
Solutions-East, Inc. for two Canon ImageRunner copy machines.
Grant permission for Engineer Jamie Richter, Fire Marshal Robert Fisher, Senior Site Plan
Reviewer Bruno Semon (with approval of his Department Head) and Chief Building
Inspector Michael Verity to attend a Sprinkler and Standpipe Training Seminar April 28,
2004 in Lindenhurst.
Set 8:15 p.m., April 20, 2004, Southold Town Hall as the time and place for a public
hearing in the matter of the Increase and Improvement of Facilities of the Southold Solid
Waste Management District, in the Town of Southold, in the County of Suffolk, New York
pursuant to Section 202-b of the Town Law.
Authorize and direct the Town Attorney to accept a sum in full settlement of the account of
unpaid tipping fees for Ocean Fisheries/Kent Valdez.
Determine that the replacement and reconstruction of an existing asphalt shingle roof, as
well as the existing flat roof system at Town Hall is a Type II Action pursuant to SEQRA.
Authorize modification to 2003 budgets: General Fund Whole Town, General Fund Part
Town, Highway Fund Whole Town, Highway Fund Part Town, Community Preservation
Fund and Solid Waste District to cover over-expended line items.

302. Authorize and direct Supervisor Horton to sign a final application (FY-2004) for Federal
Assistance for the proposed Apron and Taxiway Stub (Construction) project.
303. Authorize modification to the 2004 Community Preservation Fund for appropriation
adjustment.

Set 5:00 p.m., May 4, 2004, Southold Town Hall, as the time and place for a public hearing
on the waiver application from the provisions of the Local Law entitled "Temporary
Moratorium on the Processing, Review of, and making Decisions on the applications for
Major and Minor Subdivisions, and Special Use Permits and Site Plans containing dwelling
unit(s) in the Town of Southold" for the minor subdivision of Carolyn J. Doherty, SCTM
#1000-9-8-2, on Fishers Island.
305. Authorize and direct Supervisor Horton to execute the revised agreement with Cleary
Consulting dated March 17, 2004 in regard to the Hamlet Revitalization Study.

Determine that the purchase of a development rights easement of property of Harbes,
SCTM #1000-112-1-7, would not significantly impact the environment, pursuant to
SEQRA.
307. Authorize and direct the Town Clerk to advertise for the position of Environmental
Technician.

Declare RHR Realty Corp. and Robert C. Rapp in default and calls upon RHR Realty Corp.
and Robert C. Rapp to perform in all respects, all road and drainage improvements in
connection with the RHR Realty Corp. subdivision.
309. Authorize modification to the 2003 Highway Fund Whole Town budget for over-expended
line items.
310. Appoint Mitchell Patern as a part-time Student Intern in the Town Clerk' s office.
311 Appoint Phyllis Markopoulos to the position of Senior citizen Aide II at the Nutrition
Center.

Authorize and direct Supervisor Horton to execute an agreement with the New York
Cesspool Sewer and Drain d/b/a Wind River Environmental for the removal, transportation
and disposal of scavenger waste.
313. Promote William H. Gaffga to the position of Maintenance Mechanic III at the Highway
Department.

314. Promote Connie D. Bunch to the full-time position of Senior Clerk Typist in the Building
Department.

Approve amendment to Section 3 of the Bond Resolutions adopted November 25, 1997 and
March 13, 2001 respectively adding that the proposed maturity of the bonds will be in
excess of five years.

Authorize and direct the Town Attorney's office to retain the services of The Pimlico Group
for the printing and mass mailing of the public hearing notice re a proposed bond for the
Solid Waste District.
317. Authorize modification to the General Fund Whole Town 2004 budget to appropriate funds
for the Fishers Island Fitness Trail.

Authorize and permit the Southold Department of Public Works to assist the Suffolk
County Parks Department and the Suffolk County Soil & Water Conservation District on a
Grassland Restoration Project as part of the Laurel Lake Preserve Project.
319. Authorize Supervisor Horton to retain the services of Andrew Stype to perform an appraisal
of the Peconic School building.
320. Authorize Supervisor Horton to accept the proposal of Bronzino Engineering to perform a
structural evaluation of the Peconic School building.
321 Rescind resolution #259 adopted at the March 26, 2004 Town Board meeting setting a
public hearing on structures on agricultural lands.
322. Rescind resolution #279 adopted at the March 26, 2004 Town Board meeting approving
mountable curb change order.
323. Create the position of Police Captain and establish the salary.
324.
Determine that the building located at 11155 Main Road, Mattituck, known as the North
Fork Deli, is unsafe and dangerous and ORDER the removal of the structure on or before
June 1, 2004.
325. Approve the purchase of development rights easement on agricultural lands of Harbes
