Commencement:
The meeting began at 7:05 p.m.
MOTION was made by Ray Blum, seconded by John Sepenoski, to accept
minutes of February 25, 2004. Motion carried 4/0. (Eric Keil and Michelle Zaloom
absent from vote)

Allan Arrieta, potential purchaser of the Magg property, had scheduled an
appointment to meet with the Land Preservation Committee. Mr. Arrieta never
showed. Melissa Spiro presented his sketch plan of the Magg property and his
intentions to raise and breed show horses. His plan included an indoor arena
with stalls of 32,000 square feet, an outdoor riding ring and other related horse
items.
Questions were raised as to the arena being considered a commercial structure
and not approved by Ag & Markets. Eric Keil to look further into the matter.

Reviewed request for revised location for agricultural equipment storage
building. Members approved new location.
MOTION was made by Ray Blum, seconded by Craig Arm, to accept new
location of ag structure building as indicated on sketch plan dated 3/1/04. Motion
carried 5/0. (Eric Keil absent from vote)
Melissa to prepare resolution and forward to Bruno Semon, Senior Site Plan
Reviewer, in the Planning Department.
General:
· AG STRUCTURES ON PDR LAND
Discussed 3/9/04 Town Board Work Session that deferred the setting of a public
hearing on Ag Structures until March 23rd Town Board meeting. Public Hearing is
anticipated for Tuesday, April 6, 2004.
There was a lengthy discussion on 20% lot coverage on PDR lands and also on
reserved areas and the interaction between the Land Preservation Committee,
Building & Planning Department.
STATUS UPDATE
Melissa's Status Update was handed out and discussed.
SEPENOSKI - The Town Board set public hearing for Tuesday, March 23, 2004,
at 8:00 p.m., on the Sepenoski development rights easement purchase (part of
SCTM #1000-69-1-6)
VREELAND/WILLS - The Town Board set public hearing for Tuesday, March
23, 2004, at 8:10 p.m., on the VreelandNVills open space purchase (SCTM
#1000-106-1-7).
WESNOFSKE - Authorization was given by LPC at last meeting to engage an
appraiser for the Wesnofske property upon receipt of a signed application. Mr.
Wesnofske hand-delivered application this morning; however, a later telephone
call revealed that he may have an interested buyer of the farm that would require
keeping the development rights intact. This application is on HOLD. Appraisal
was not ordered.
MOFFAT - Tim Caufield and Melissa met with Planning Board regarding the
concept plans for 1 or 2 proposed lots. Planning Board raised concerns about
future driveway locations. Suggestion was made that LPC consider purchasing
entire parcel that would include the protection of the wetland areas. Melissa to
meet with Tim to go review further.
Next Regular Meeting:
· The next regular meeting will be held on Tuesday, March 30, 2004, in
conference room, at 7:00 p.m.
