The Commissioners appoint Kelly 24-0005 Tabled No vote taken Audit will be investigated in stead of Fogarty to perform the 2024 review. District annual financial review. The Commissioners authorize 24-0006 DB motioned—CV 2nd 3-0 Accepted F. Kaelin receipt from the Town of Southold of tax revenues received in the form of multiple payments,totaling$137,492.for the fiscal year 2024. The Commissioners designate 24-0007 DB motioned-CV 2nd 3-0 Accepted none M&T Bank as our official bank effective immediately though December 31, 2024. Authorize the Park 24-0009 DB motion-CV 2"d 3-0 Accepted P. Kelly Commissioners to develop and advise a request for proposal (RFP)for park playground equipment. Delegation of Responsibilities for ----- Discussion took place around the Commissioners responsibilities of each commissioner.Treasurer would sign checks, be responsible for the budget and work with Fred Kaelin on bookkeeping and banking. The secretary will be responsible for meeting minutes.The chairman will be responsible for supervision of Recreational Manager, Ken Reeves. Ken will remain responsible for the purchasing No decision of supplies. on final item. Need for F/U. Discussion about a commissioner to be the primary contact for each park or having a duty schedule. The host should be held responsible for clean up of the beach. RESPONSE: Dave Bergen reported that this had been discussed with the Southold Town Board prior to their approval of the Town permit, but that our request that a condition of clean up by the permit holder was not included with the Town permit by the Town Board despite our request. Dave reported that he had made contact with the permit holder in advance of the event, asking that they provide trash cans for the park beach the night of the event, and pick them up the next day. The representative from Mattituck Sanitation, the host of the event, refused the request, stating that they would not take any responsibility for the park property before, during or after the event. Dave expressed his frustration to the representative. Dave found out from the Park Attendant on duty the day after the event that someone had come and picked up the garbage. Richard Jordan Parking lot—Allison Park- Town of Southold requires a permit for a curb cut to the new parking lot. Curb cut No Curb cut within 10 feet of a utility pole. RESPONSE: Dave reported that the Commissioners consulted with Dan Goodwin and Michael Collins on site. Dan Goodwin received a copy of the site plan. Input had been previously requested from a Town Trustee who agreed that the proposed location was outside of Trustee jurisdiction. The Commissioners were informed that no permits were required from the Town. Dave stated that he had also consulted with Chief Flatley regarding emergency access to the park. Dave reported that he had also consulted with a representative of the Cutchogue Fire Department who requested a key to the lock on the post located at the old entrance. Dave stated that this request would be granted. Town does not require a permit. He stated that the public had no input on the design,this not what the public wants. RESPONSE: Comm. Bergen:this was discussed and more than several park meetings . An RFP was put out, and a contract signed.The park district met it responsibility. Comm. Vail—should have just re-opened the gate and restore to original configuration. I am not in favor of project. Should have waited for the new park commissioner to take office. Comm. Bergen—meets DOJ handicap parking requirements. Discussion about ADA parking standards. Comm. Kelly—parking lot is what was asked for. Vehicle access, parking and ADA parking spot. Comm. Vail—this mandate from the community Comm. Bergen—met this mandate. Comm. Vail—I do not agree . I did not vote for this design. Nothing under town code says we cannot reopen the park. John Marino: this design is not wat the community wants. Comm. Bergen— some members of the community have been very ugly and disrespectful about this issue. Posting flyers on Memorial Day weekend saying that the Commissioners discriminated against handicapped Veterans was disgusting. The design was made available for comment at a public meeting. A Town Trustee was consulted. We (park leadership)were advised by legal counsel who had consulted by telephone with the Department of Justice that simply unlocking the gate would not meet current ADA standards.. The process was followed, some may not agree but a decision was made and we have moved forward with construction.
