Present were: Carol Brown, Co-Chairperson Inga Van Eysden, Member Maggie Merrill, Member Shannon Wright, Member Nancy May, Member Jocelyn Kaelin, Student Member Liz Gillooly, Trustee Liaison Brian Mealy, Town Board Liaison Lauren Standish, Secretary Absent: Caroline Burghardt, Member John Chandler, Member Guest Speaker: Glenn Goldsmith, Trustee Guests: Albert J. Krupski, Jr., Supervisor Anne Murray, NFEC CALL TO ORDER Carol Brown called the meeting to order at 4:30pm. MOMENT OF SILENCE Michael Kimack . 2 GUEST SPEAKER Trustee Glenn Goldsmith attended the meeting as the guest speaker. A discussion was held regarding a proposed new path moving forward for the CAC and a plan for the best use of their time. Liz Gillooly compiled a list of potential focal points for the CAC. The goal is to prioritize what the CAC should focus on, and what would be valuable to both the CAC and the Town. The CAC will come up with recommendations for Town Board consideration. The next step will be for the CAC to present the list to the Town Board at a work session in June. In the meantime, the CAC will continue to conduct monthly site inspections. Lloyd Reisenberg, IT Director will be the guest speaker at the next meeting scheduled for May 8th REPORTS Inga Van Eysden attended the Board of Trustees meeting held on Wed., March 20th. The application to construct beach stairs was not approved and the Trustees recommended they use the public access stairs. CLIMATE SMART COMMUNITIES John Chandler submitted his plan for Dark Skies to be considered at the next monthly meeting in May. NEW BUSINESS Carol Brown will reach out to Mattituck High school regarding a student intern. Councilman Brian Mealy distributed a Town of Southold Committee Survey for review and comments. The Peconic Baykeeper is hosting a Septic Upgrade discussion at the Cutchogue Library on Wed., May 8th at 6:OOpm. Katie Rossi-Snook from Cornell Cooperative is scheduled to speak at the Town Board Work Session on Tues., April 231d re: State of our Shellfish in Local Waters. APPROVAL OF MINUTES Moved by Maggie Merrill, seconded by Jocelyn Kaelin to Approve the Minutes of March 13, 2024. RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS EAST END SEAPORT MUSEUM & MARINE FOUNDATION c/o SARAH SANDS, MANAGER for the removal and replacement of the existing timber pier with a new pile supported pier. The new pier would be large, an increase from 148 sf. to 453 sf; however, 3 132 sf. of the proposed pier will be fiberglass grating, which will still allow natural light to pass through. Located: Long Beach Bar Lighthouse, Orient. SCTM#132-1-31 The CAC did not make an inspection, therefore no recommendation was made. Moved by Inga Van Eysden, seconded by Shannon Wright, it was RESOLVED to NOT SUPPORT the application of STERLING BRENT REAL ESTATE LTD C/O BRENT NEMETZ for the installation of a proposed 10'X 10' deck (flush with surrounding grade), 4'X 4' platform, 4'X 8' steps, 4'X 4' platform, 4'X 7' steps, 4'X 4' platform and 3'X 6' retractable aluminum steps to beach on existing vacant property. All decking to be untreated lumber. Located: 38255 Main Road, Orient. SCTM#15-2-17.6 Inspected by: Inga Van Eysden, Maggie Merrill, Carol Brown, Nancy May The CAC does Not Support the construction of an unnecessary structure on an eroding bluff and a vacant lot. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of CROSS SOUND FERRY SERVICES INC. to fill and grade parking lot. Grade will be raised an average of 1.4' throughout. The fill will be approximately 2,000 cy. of dredged materials presently located at the shoreline east of the ferry slips; raise the house to comply with FEMA requirements. No additions will be made to the house. Located: 41270 Main Road, Orient. Vote of Council: Ayes: All Motion Carried Moved by Inga Van Eyden, seconded by Nancy May, it was RESOLVED to NOT SUPPORT the application of 600 GLENN LLC to construct a single- family dwelling, porches, decks and walkways, 20'X 40' in-ground swimming pool, pool compliant fence, install drywells for roof run-off, pervious driveway, an I/A sanitary system, and the installation of a 25' non-turf, non-disturbance buffer. Located: 600 Glenn Rd., Southold. SCTM#78-2-24 Inspected by: Inga Van Eysden, Maggie Merrill, Carol Brown, Nancy May ' 4 The CAC does Not Support the application because it lacks a landscaping plan, which should include a 10' non-turf planted buffer landward of the non-disturbance buffer. There is a concern with sea-level rise and the depth of groundwater. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of 1663 BRIDGE LLC for 10-year maintenance to dredge entrance channel, approx. 24,200 sf. from northerly bulkhead to center of bulkhead to the depth of-6 MLW, place 600 cy. +/- dredge material on beach (N/W 375' of entry). Located: Channel rom Cutchogue Peconic Bay to Wunneweta Lagoon. SCTM#118-2-4.2 Inspected by: Inga Van Eysden, Maggie Merrill, Carol Brown, Nancy May Vote of Council: Ayes: All Motion Carried Moved by Inga Van Eysden, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of OF OREGON 2021, LLC, C/O CLIFF OLSON to rehabilitate existing +/-148' rock revetment by resetting existing dispersed rock, supplement with .5-2 ton rock as needed, not to exceed 2.5 tons per linear foot. Add 25- 50 lb. chinking stone as needed. Construct a 10' western rock revetment return with a 10' eastern rock revetment return. Construct bluff staircase consisting of 4'X 15' (60 sf.) platform at top of bluff leading to a 4'X 31' staircase onto a 4'X 11' (44 sf.) platform to a 4'X 30' staircase onto a 4'X 11' (44 sf.) platform to a 4'X 28' staircase onto a 4'X 15' (60 sf.) platform to a 4'X 13' staircase to beach. Install terracing and revegetate disturbed area around staircase. Located: 14349 Oregon Road, Cutchogue. SCTM#72-2-2.3 Inspected by: Inga Van Eysden, Maggie Merrill, Carol Brown, Nancy May The CAC does Not Support the application because the bluff is eroding, which would prevent the safe construction of a staircase. There is also a concern with the topography of the rear yard and the potential run-off down the bluff. Vote of Council: Ayes: All Motion Carried Moved by Shannon Wright, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of LORI ROSEN & SCOTT ROSEN to revamp/replant property post construction. Adding a 3' tall retaining wall and new stairs to create a safer approach to the dock. Adding a 2.5' tall retaining wall to create a useful " 5 space along the east end of the bulkhead. Creating new planting areas and reducing the lawn/turf area. Located: 850 Lupton Point Rd., Mattituck. SCTM#115-1-16 Inspected by: Shannon Wright The CAC Supports the application and recommends the non-turf buffer is increased and planted with native vegetation the entire length of the bulkhead and behind the retaining walls. Vote of Council: Ayes: All Motion Carried Moved by Shannon Wright, seconded by Carol Brown, it was RESOVLED to SUPPORT the application of NEIL & AMY McGOLDRICK to remove and replace in place failing but functional wood jetty with an overall length of+-71'. The new jetty shall begin at MLW and extend landward to current terminal end. Elevation of new jetty to be no more than 18" above grade on downdrift (east side). Jetty to include 6' C- Loc vinyl sheathing with 10" pilings, 10" batter piles 10' in length 6' on center, 6"X 6" stringers on both sides with fiberglass grated cap along the entire length, waterside end of jetty to include 4 10" piles. SCTM#116-4-16.4 Inspected by: Shannon Wright Vote of Council: Ayes: All Motion Carried Moved by Shannon Wright, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of KEVIN & JANE McGILLOWAY to remove 490 If. existing timber bulkhead and replace with 490 If. Navy construction vinyl sheathing bulkhead up to 12" higher in place in same location. Maintenane dredge boat slip area to - 4MLW with resultant dredge material (64.4cy) used as backfill for new raised bulkhead in upland area. Located: 430 Sailors Needle Road, Mattituck. SCTM#144-5-30.1 Inspected by: Shannon Wright Vote of Council: Ayes: All Motion Carried Carol Brown will attend the Board of Trustees meeting scheduled for Wed., April 17, 2024. The next meeting of the Conservation Advisory Council is scheduled for May 8, 2024 at 4:30PM in the Conference Room. 6 There being no further business to come before the Council, the meeting was adjourned at 7:00 PM.
