POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
222. Amend resolution no. 173, adopted on March 9, 2004, establishing the rate of pay for
Director of Human Services.
223. Authorize and direct Deputy Supervisor Sidor to execute an agreement with individuals for
the Spring 2004 recreation programs.

Authorize and direct Supervisor Horton to sign an Agreement with the County of Suffolk re
the installation of the traffic signal, CR 48 at Cox Lane, Cutchogue, assuming all mainten-
ance for the traffic signal.
225. Authorize modification to the General Fund Part Town 2004 budget for court reporters for
the Zoning Board of Appeals.
226. Authorize the release of the remaining performance bond guarantee for improvements in
Peconic Landing at Southold, Inc.

Engage the professional services of the Peconic Land Trust for Conservation Planning,
Acquisition and Professional Services related to the Town's land preservation efforts, and
authorize Supervisor Horton to sign the Agreement with them.

Engage the professional services of the Peconic Land Trust for Stewardship Services related
to the Town's land preservation efforts, and authorize Supervisor Horton to sign the
agreement with them.
229. Set 8:00 p.m., April 20, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to a Stop Sign on Love Lane, Mattituck, New York".

Grant permission to Det. Beth Dzenkowski to attend a one day seminar, "The Rights of
School & Police Personnel: Managing Your School Environment", on March 29, 2004 at
East Hampton Village Police Department.

Determine that the purchase of development rights on the agricultural lands of Sepenoski,
Jr. & others, SCTM #1000-69-1-6, 37025 County Route 48, is classified as an Unlisted
Action and would not significantly negatively impact the environment, pursuant to SEQRA.

Determine that the purchase of the property of Vreeland and Wills, SCTM # 1000-106-1-7,
is classified as an Unlisted Action and would not significantly negatively impact the
environment, pursuant to SEQRA.
233. Authorize modification to the Highway Fund Part Town 2004 budget for typewriters.
234. Authorize modification to the Highway Fund Part Town 2003 budget for various over-
expended appropriations.
235. Authorize modification to the Highway Fund Part Town 2003 budget for over-expended

Authorize modification to the 2004 Community Preservation Fund to appropriate funds for
land acquisitions.
Grant permission for the Oysterponds Union Free School District to use town roads on May
8, 2004 for a 5K Run/Walk Race.
Authorize modification to the Fishers Island Ferry District 2003 budget for contractual
expense.
Authorize modification to the General Fund Whole Town 2004 budget to appropriate funds
for contracted services, Programs for the Aging.
Authorize modification to the General Fund Whole Town 2003 budget for part time regular
earnings, Historian.
Determine that the acquisition of a Payloader, Yard Waste Grinder, Tractor (Truck) and
Transfer-Trailer, and the refurbishment of a Transfer-Trailer for the Solid Waste District is
classified as a Type II Action, pursuant to SEQRA.
Authorize modification to the General Fund Whole Town 2003 budget for various over-
expended line items, Police Department.
Authorize and direct Supervisor Horton to sign an Agreement with the Family Service
League of Suffolk County.
Authorize and direct the Technical Coordinator to coordinate and participate on a team to
include the Town Planner, Land Preservation Coordinator, Chief Building Inspector and
representative of the Zoning Board of Appeals to put in place a tracking system for the pace
of preservation and development in Southold Town.
Engage the professional services of The Nature Conservancy to perform conservation
planning, acquisition and professional services related to the town's land preservation efforts
within the Pipes Cove area, and authorize Supervisor Horton to sign the agreement.
Authorize and direct Supervisor Horton to execute an Agreement with the County of
Suffolk for the 2004 STOP-DWI Program.
Authorize and direct Supervisor Horton to sign the Agreement with Apollo Fire Safety for
quarterly inspections of the Town Hall sprinkler system.

255. Accept the bid of Pabco Industries, LLC to provide the Solid Waste District with biode-
gradable paper leaf bags.
256. Approve the copy provided by the Solid Waste Coordinator for advertisements in the
Suffolk Times and The Traveler Watchman re the use of biodegradable paper leaf bags.
257. Set the price for surplus gravel from the landfill at $8.00/ton.
258. Accept the proposal of Gershow Recycling Corporation for the removal of and payment for
scrap metal from the Cutchogue Transfer Station.

Set 8:10 p.m., April 20, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to the Land Preservation Committee and approvals for
structures on agricultural lands subject to development rights easement, Chapter 25 of the

260. Set the prices for biodegradable leaf bags made available and/or sold by the Town.
261 Rescind resolution 204, adopted March 9, 2004 setting public hearing for Park and
Playground Fee for Conservation Subdivisions.
262. Authorize modification to the 2003 budget for traffic control, signal maintenance and
repairs.
263. Authorize modification to the 2003 budget for part time earnings, examining boards
(Conservation Advisory Committee).
264. Authorize modification to the 2003 budget for unemployment insurance.
265. Authorize and direct the Town Clerk to re-advertise for the Elizabeth Field Airport Apron
and Access Taxiway.
266. Authorize the acceptance of residential leaves and brush at the landfill, free of charge, for
four weeks (April 1 O-May 9) for Spring Clean-up 2004.
267. Authorize modification of the 2004 Building and Grounds budget for vehicles and yard
maintenance equipment.
268. Release Jane Edstrom from the position of Administrative Assistant and reinstate her to the
position of Senior Clerk Typist.

269. Assign additional responsibilities with regard to managing the Human Resource Center to
Senior Clerk Typist Jane Edstrom for a stipend.

Determine that the proposed change of zone, SCTM # 1000-96-1-1, from Light Industrial
Park/Planned Office Park (LIO) to Light Industrial (LI) is an Unlisted action and will not
significantly negatively impact the environment, and adopt a Negative Declaration pursuant
to SEQRA.

Set 8:05 p.m., April 20, 2004, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to Site Plan Approval in the Hamlet Business (HB)
District in Chapter 100 of the Zoning Code of the Town of Southold."
272. Accept the resignation of Chiqui Gavilan from the Southold Town Anti-Bias Task Force.
273. Authorize and direct the Town Clerk to advertise for the position of part-time Assistant
Cook for the Human Resource Center.

Authorize and direct the Town Clerk to transmit the proposed "A Local Law in Relation to
Exceptions to the Site Plan Approval in the Hamlet Business (HB) District in Chapter 100
of the Zoning Code of the Town of Southold".

Authorize and direct the Town Planner to conduct a SEQRA evaluation to address the
environmental issues re "A Local Law in Relation to Exceptions to Site Plan Approval in the
Hamlet business (HB) District in Chapter 100 of the Zoning Code of the Town of
Southold".

Set 5:05 p.m., April 6, 2004, Southold Town Hall, as the time and place for a public hearing
on the purchase of development rights easement on agricultural lands ofHarbes Mattituck
Farm, LLC, SCTM #1000-112-1-7, 714 Sound Avenue, Mattituck.
277. Support the elimination of the sunset provisions of the Local Government Records
Management Improvement Fund and the Cultural Education Fund.
278. Authorize and direct Supervisor Horton to engage the services of Bradley and Associates to
provide a program document for the proposed animal shelter.
279. Approve change order to plan dated January 26, 2004 of L.K. McLean Associates regarding
mountable curb.
280. Authorize Supervisor Horton to execute an additional one-month extension of the Interim
Agreement dated January 16, 2004 with the North Fork Animal Welfare League.

conduct a SEQRA evaluation to address the environmental issues regarding the proposed

Town Code of the Town of Southold".
