Box 1179 Sou~nold, New York 1197t-0959 CONSERVATION ADVISORY COUNCIL TOWN OF SOUTHOLD MINUTES Monday, February 23, 2004 Down's Farm Preserve 6:00 PM A meeting of the Southold Town Conservation Advisory Council was held Monday, February 23, 2004 at Down's Farm Preserve. Present Were: Don Wilder, Chairman Tom Schlichter, Member William Cook, Jr., Member Nicholas Dickerson, Junior Member Peggy Dickerson. Trustee Lauren Standish, Secretary Absent Were: Melvyn Morris, Member Madeline Brisotti, Junior Member CALL TO ORDER Chairman Don Wilder called the meeting to order at 6:00 PM. CHAIRMAN'S ANNOUNCEMENTS REPORTS Doris McG.reevy will be,appointed as a member of the Conservation Advisory Council on Tues., Feb. 24, 2004 and will be attending the next meeting in March. The Town Clerk will advertise for the two remaining positions, Trustee Peggy Dickerson met with Supervisor Horton and discussed setting up a meeting with the CAC members to review the duties and purpose of the Council. Located: t 25 Youngs Ave., Southotd. SCTM#61-4-40 The CAC recommends Approval of the application with the Condition drywells are installed to contain the roof run-off. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Nicholas Dickerson, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of RICHARD & CAROL STANCS to construct a two-story addition with main entry, steps and deck, and new access to basement. Located: 1120 West Lane, Southold. GIBBONS to extend the existing dock 8' seaward by installing a new 6'X 8' section and relocating the existing float and ramp 8' seaward Located: 505 Lighthouse Lane, Southold. SCTM#70-6-29.1 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Nicholas Dickerson, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of JOSEPH S, DONNELLY to remove a total of 70' of bulkhead; construct a new 50' bulkhead using C-Loc vinyl sheathing in-place of existing; construct a new 20' bulkhead using C-Loc vinyl sheathing placed so not to extend past property line, and place 5 cy. of trucked-in clean fill as backfill. Located: 2672 Paradise Shores Rd., Southold. Located: 360 Bayview Dr., East Marion. SCTM#37-4-1 Vote of Council: Ayes: All ~lotion Carried Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of ROBERT LEIGHTON to replace and extend the roof overhang, extend the existing deck and enclose the covered porch, construct a 20'X 25' two-car garage addition, install a new septic system in the front yard and abandon existing cesspool, install a 14'X 28' in-ground swimming pool and associated fence, new pervious driveway and relocate the existing shed to front yard. Located~ 335 Rochelle Place~ Mattituck. SCTM#144-4-10 The CAC recommends Appro~/al of the application with the Condition of a 20' non-turf buffer. Mote Of Council: Ayes: All Motion Carried BREEZY SOUND CORP. to construct a motel on the property with a 50' non- disturbance buffer from flagged wetlands. Located: 61475 County Rd. 48, Greenport. SCTM#45-1-2.1 The CAC did not make an inspection, therefore no recommendation was made. MOved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Permit application of ROBERT H. FREY (as contract vendee) to repair the existing bulkhead in-place with C-Loc vinyl sheathing. Located: Anchor Lane, Southold. SCTM#71-2-24 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by William Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of CAROL SANTACROCE to construct a second-floor addition to the existing one-story residence. Existing footprint wou~d stay the same with the exception of an outdoor cellar entrance. Located: 695 Kerwin Blvd., Gree~ port. SCTM#53-3~17.3 The CAC recommends Approval of the application with the Condition hay bales are placed down during construction. Located: 3825 Camp Mineola Rd., Mattituck. SCTM#123-5-32 The CAC recommends Approval of the application with the Condition all drainage ~s directed landward. Vote of Council: Ayes: All Motion Carried STEPHEN BURNHAM to construct additions and renovations to the existing single- family dwelling, re-grade existing lawn, and instal a new septic system. Located: Madeline Ave., Fishers Island. SCTM#6-7-12 The CAC did not make an inspection, therefore no recommendation was made. Located: 600 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-13 The CAC recommends Approval of the application with the Condition of a 20' non-turf buffer and no treated lu tuber is used. Vote of Council: Ayes: All Motion Carded Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of RITA & LUKE LICALZI to remove and replace (imkJnd and in-place) and raise by 18" an existing fixed timber dock, consisting of a 5~X 103' fixed timber catwalk and fixed 14'X 20' "L" portion at seaward end. Located: 2105 Calves Neck Rd., Southold. SCTM#70-4-46.1 The CAC recommends Approval of the application with the Condition the size of the structure is brouglqt back to the o¢~ginal configuration and with no treated lumber. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of ROSEMARY SCHNEIDER to construct a stairway from existing deck to grade, extending 13' seaward of existing deck. Located: 8095 Soundview Ave., Southold. SCTM#59-6-16 Vote of Council: Ayes: All Motion Carried PATRICK & DIANE KELLY to construct new dormers, re-build existing deck, new windows and doors, and new entry pergola at street side. Located: 75 Harbor Lights Dr., Southold. SCTM#71-2-7 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Amendment application of ROBERT H. FREY to Amend Permil #268 to repair the existing bulkhead in-place with C-Loc vinyl sheathing. Located: 400 Windjammer Dr., Southold. SCTM#79-4-8 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Amendment application of BRUCE ROMBOLI to Amend Permit #269 to repair the existing bulkhead in-place using C-Loc vinyl sheathing. Located': 240 Windjammer Dr., Southold. SCTM#71-2-11.2 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Located: 565 Gull Pond Lane, Greenpor[. SCTM#35-4-28.27 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Amendment application of JERRY MATEJKA to Amend Permit #868 to construct a 3'X 10' extension to the existing dock and install a tie-off pile 20' past the end of the dock. Located: 1300 Strohson Rd., Cutchogue. SCTM#103-10-27 '1 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried ANNA ACKER requests an Amendment to Permit #5777 to convert the crawl space of the existing dwelling to a full 8' basement. Located: 855 Pine Neck Rd., Southold. SCTM#70-5-33 APPLICATION POSTPONED UNTIL FURTHER NOTICE Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Amendment application of DAVID SCHULTZ to Amend Permit #5744 to reconfigure and relocate approved dock such that "T" dock located 12' from northerly property line becomes "L" dock located 10' from northerly property line. Located: 2745 Wickham Ave., Mattituck. SCTM#139-2-3 The CAC recommends Approval of the application with the Condition of a 10' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITFI A CONDITION of the Amendment application of ROBERT EHRENTHAL to Amend Permit #5592 to reduce the size of the pre-existing non-conforming deck to be no closer than 10' to the top of the bank. Located: 19575 Soundview Ave., Southold. SCTM#51-4-11 The CAC recommends Approval of the application with the Condition of a re-planting plan to fortify the bluff. Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been set for Monday, March 22, 2004 at 6:00 PM at Down's Farm Preserve. Thero being no further business to come before the Council, the meeting was adjourned at 7:30 PM.
