A meeting of the Southold Town Conservation Advisory Council was held Monday,
February 23, 2004 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
REPORTS
Doris McG.reevy will be,appointed as a member of the Conservation Advisory Council
on Tues., Feb. 24, 2004 and will be attending the next meeting in March. The Town
Clerk will advertise for the two remaining positions,
Trustee Peggy Dickerson met with Supervisor Horton and discussed setting up a
meeting with the CAC members to review the duties and purpose of the Council.
APPROVAL OF MINUTES

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of SAMUEL & ISABELLE DISTASI to
construct additions and alterations to the existing porch.
Located: t 25 Youngs Ave., Southotd. SCTM#61-4-40
The CAC recommends Approval of the application with the Condition drywells are
installed to contain the roof run-off.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of RICHARD & CAROL STANCS to
construct a two-story addition with main entry, steps and deck, and new access to
basement.
Located: 1120 West Lane, Southold. SCTM#88-6-16
The CAC recommends Approval of the application with the Condition hay bales are
installed during construction.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of JAMES E. GIBBONS to extend the
existing dock 8' seaward by installing a new 6'X 8' section and relocating the existing
float and ramp 8' seaward

The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer and no treated lumber is used.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of JOSEPH S, DONNELLY to remove a total of 70' of
bulkhead; construct a new 50' bulkhead using C-Loc vinyl sheathing in-place of existing;
construct a new 20' bulkhead using C-Loc vinyl sheathing placed so not to extend past
property line, and place 5 cy. of trucked-in clean fill as backfill.

Wetland Permit application of RICHARD DIBLASI to add a one-story room on existing
deck, 6'X 121.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ROBERT LEIGHTON to replace
and extend the roof overhang, extend the existing deck and enclose the covered porch,
construct a 20'X 25' two-car garage addition, install a new septic system in the front
yard and abandon existing cesspool, install a 14'X 28' in-ground swimming pool and
associated fence, new pervious driveway and relocate the existing shed to front yard.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of ROBERT H. FREY (as contract
vendee) to repair the existing bulkhead in-place with C-Loc vinyl sheathing.
Located: Anchor Lane, Southold. SCTM#71-2-24
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer and no treated lumber is used.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of CAROL SANTACROCE to
construct a second-floor addition to the existing one-story residence. Existing footprint
wou~d stay the same with the exception of an outdoor cellar entrance.

new first floor extension with second floor constructed above at northeast corner of the
existing house.

The CAC recommends Approval of the application with the Condition all drainage ~s
directed landward.

CONDITIONS of the Wetland Permit application of THOMAS CAVANAGH to replace
inkind/inplace the existing bulkhead, dock and steps, maintenance dredge, and install a
new floating dock.

The CAC recommends Approval of the application with the Condition of a 20' non-turf
buffer and no treated lu tuber is used.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of RITA & LUKE LICALZI to remove
and replace (imkJnd and in-place) and raise by 18" an existing fixed timber dock,
consisting of a 5~X 103' fixed timber catwalk and fixed 14'X 20' "L" portion at seaward
end.

The CAC recommends Approval of the application with the Condition the size of the
structure is brouglqt back to the o¢~ginal configuration and with no treated lumber.

Wetland Permit application of ROSEMARY SCHNEIDER to construct a stairway from
existing deck to grade, extending 13' seaward of existing deck.

windows and doors, and new entry pergola at street side.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Amendment application of ROBERT H. FREY to Amend Permil
#268 to repair the existing bulkhead in-place with C-Loc vinyl sheathing.
Located: 400 Windjammer Dr., Southold. SCTM#79-4-8
The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer and no treated lumber is used.

CONDITIONS of the Amendment application of BRUCE ROMBOLI to Amend Permit
#269 to repair the existing bulkhead in-place using C-Loc vinyl sheathing.

The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer and no treated lumber is used.

A CONDITION of the Amendment application of JOHN & BARBARA SEVERINI to
Amend Permit #5540 to increase the setback of the proposed addition to 43' from the
bulkhead.

The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Amendment application of JERRY MATEJKA to Amend Permit
#868 to construct a 3'X 10' extension to the existing dock and install a tie-off pile 20'
past the end of the dock.

ANNA ACKER requests an Amendment to Permit #5777 to convert the crawl space of
the existing dwelling to a full 8' basement.

APPLICATION POSTPONED UNTIL FURTHER NOTICE

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Amendment application of DAVID SCHULTZ to Amend Permit
#5744 to reconfigure and relocate approved dock such that "T" dock located 12' from
northerly property line becomes "L" dock located 10' from northerly property line.

The CAC recommends Approval of the application with the Condition of a 10' non-turf
buffer and no treated lumber is used.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITFI
A CONDITION of the Amendment application of ROBERT EHRENTHAL to Amend
Permit #5592 to reduce the size of the pre-existing non-conforming deck to be no closer
than 10' to the top of the bank.
Located: 19575 Soundview Ave., Southold. SCTM#51-4-11
The CAC recommends Approval of the application with the Condition of a re-planting
plan to fortify the bluff.

Motion Carried
The next meeting of the Conservation Advisory Council has been set for Monday,
March 22, 2004 at 6:00 PM at Down's Farm Preserve.
Thero being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
