I have spoken to the other residents who live on the right-of-way and have their permission and concerns about more homes on the right-of-way creating more traffic. They are:Stephan Brumberg, 900 Youngs Rd., Nancy Goldstein and Gail Cohen, 944 Youngs Rd, and Christopher Caufield and/Christina Parowczenko, 966 Youngs Rd. I have lived at this address since 1953. Danny Latham is my husband's nephew and we have discussed our right-of-way in the past. We were told by Ed Latham and also Danny that ONLY three homes were allowed to be built on this right-of-way. Danny knew that and told me that the right-of-way for a new home would have to come off his right-of-way. The reason I brought it up is there is no indication on the map of what right-of-way is planned for the proposed new house-lot. The map seems to have the planned house-lot right off our right-of-away. As you can see,there are already 4 homes using this right-of- way. We knew Danny wanted to sell this lot. Although no-one wants to see a house there because we all enjoyed seeing the peony field, I adjusted as did the owners above knowing that the entrance for any new house would be off Danny's right-of-way that goes to his house, and not more traffic on ours; and also,he has a perfect right to sell his land. I've known Danny since he was a little boy. Hard to believe he is of retirement age! He is a good guy. I am 91 years old and grew up in Orient as did my early ancestors, as did Danny; and was taught that rules were to be followed because the rules are there for a reason. (I'm quoting my parents). The transfer of land from an oversized parcel (larger than the minimum zoning requires) where the oversized parcel remains above the minimum lot size required, and where no new development potential will be created in the parcel to which the land is transferred. Lot 16.2 will remain above the minimum lot size required following the transfer. There is already a home on Lot 38.1 and no new development potential will be created as a result of the increase in size since most of the parcel is in the R-80 zone. The R-80 zone requires 3.6 acres to increase the number of homes (by subdivision or two-family dwelling), and the final area will only be 2.9 aces. The waiving of SCDHS approval before Planning Board approval is simply waiving a technical requirement of final plat approval under the Town Code and makes no representations as to whether SCDHS approval is required. SCDHS approval of this lot line change is likely necessary to be in compliance with the Suffolk County Sanitary Code, and to be eligible for future building permits, construction, or renovations. VI.
