En-Consultants on behalf of DONALD J. & PAMELA E. SCHNEIDER requests a Wetland Permit to
construct a 6.5'x11.5' one-story addition onto existing 1,063sq.ft. one-story dwelling; construct a
4'x7'wood stoop and a 4'x4' bluestone pathway in place of existing 62.2sq.ft. deck, stairs and
walkway; construct 121.5sq.ft. raised wood deck with 4'x6' steps in place of existing 72.7sq.ft. deck
and steps; and to reconstruct in-place existing 119.1 sq.ft. raised deck; replace existing septic
system with new I/A sanitary system located landward of dwelling; install a stormwater drainage
system; and to establish and perpetually maintain a 10' wide non-turf-buffer with native vegetation

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department and the records available to me, I recommend that the proposal is
CONSISTENT with LWRP Policies and with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
1 . All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its si nig 'ficant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.

The prbject consists of a small bathroom addition on the roadside of the house;replacement of a small attached deck with a smaller entry stoop on the side of the house;
and replacement of attached decks on the waterside of the house,no closer to wetlands than the existing decks and primarily within the existing deck footprint,resulting in
a net increase in waterside deck area of only 49 square feet. To mitigate any potential impacts associated with the project,proposed mitigation measures include
replacement of a conventional septic system on the waterside of the house with an I/A sanitary system located outside Chapter 275 jurisdiction;installation of a
stormwater drainage system to collect and recharge roof runoff,and establishment of a 10-11 wide non-turf buffer to be planted with native vegetation along the top of
bank. As these proposed enhancements to-stormwater drainage_capacity,septic treatment,and-vegetative buffers are designed-to protect thequality and-function of-the -
adajcent bank and tidal wetland ecosystem,the project is consistent with Policy 6.

Per our discussion earlier,I am writing to confirm that the only structural renovations/modifications to the existing
house are the bathroom addition and deck replacements/reconfigurations,as depicted on the engineer's site plan
submitted with the application and the attached floor plans from the architect. The term"set" on foundation was meant
to convey that the existing dwelling is currently set(i.e.,sitting)atop a foundation,not that it is going to be set(i.e.,
placed)onto a new or modified foundation. The site plan label referencing the existing house has thus been
modified/simplified(see attached) to avoid any confusion over whether there might be some larger,unspecified dwelling
renovation or foundation work proposed,as there is not.
Please let me know if you need anything else,and thanks for having picked this up,very helpful.We will mail or drop off
(3)hard copies of the updated site plan.
