Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney; and Jill Doherty, Town Councilwoman 3:00 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 3-0. PRE-SUBMISSION CONFERENCES: 3:25 P.M. Eric Anderson of 1675 Lower Road, Southold, appeared to request that the Commission approve in-kind replacement of cedar shingle siding of their dwelling. • Eric Anderson appeared before the Commission. The Commission reviewed the application, photographs and a sample of the shingle siding. A Motion was offered by Commissioner de Conciliis, seconded by Commissioner Wexler to determine that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and further approve and issue a Certificate of Appropriateness to replace in kind cedar shingle siding. Vote of the Commission: Ayes: Commissioners Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 3-0. WORK SESSION: Application Review: ASIP HOUSE—Richard B. Sachs—8255 Bridge Lane—3:50 P.M. - (Continued from February 22, 2024) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to demolish an existing dwelling and accessory structures, and construct a new single family dwelling, pool house/cabana and an in-ground swimming pool, including new fencing; located at 8255 Bridge Lane, Cutchogue, NY. SCTM No. 1000-84-1-4.6. • Dan Butler, Architect, appeared to discuss the amended design of the subject project, which included vertical board siding, LePage windows clad in Black Aluminum, Fan windows, Gable Entry. Page 2, Minutes of Meeting of the Historic Preservation Commission March 28, 2023 • Members of the commission commented that the size of the new design has been enlarged, the design has become ornate, and they were much happier with the "farmhouse" that was presented during last meeting with only minor modifications re: windows. During the prior meeting Sheet A-2.1 was approved with prior window modifications (size)., • The members cited a list of their recommendations, below: 1. East front elevations, remove fan light windows, replace with single, centered attic window of simple rectangular proportion similar to original windows. 2. No Mullions within upper lites—all windows, windows to be similar in detailing to original one-over-one hung windows 3. Use all same material for siding at first and second floor of house 4. Reduce height to 28 feet as per proposed elevation presented on February 22, 2024. 5. No double column detail at entry porch, keep column spacing regular similar to original porch 6. Remove gable roof- ground floor above proposed new entry, porch roof line to be continuous similar to original 7. Simplify porch columns detailing 8. Reduce massing first floor plan at wing facing street (East)— make narrower similar to original building proportion and massing (and similar to proposed elevation presented on February 22, 2024) 9. Remove gable from east elevation. Make similar to proposed street-facing East elevation presented on February 22, 2024 • The applicant will return to the next month meeting to continue review. DARIEN LEUNG #1 —265 Orchard Street—3:22 P.M. -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to install a fence and gate surrounding an in-ground swimming pool; located at 265 Orchard Street, Orient, NY. SCTM No. 1000-25-2-11.1. • Stacey Paetzel,Architect, appeared before the Commission. The Commission reviewed the application and photographs. A Motion was offered by Commissioner de Conciliis, seconded by Commissioner Wexler to determine that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and further approve and issue a Certificate of Appropriateness to replace in install a fence and gate surrounding an in-ground swimming pool further described as six (6) feet in height NYS Pool Code Compliant Wire Mesh Fence, and proposed Natural Wood fence and gate to match existing fence and gate, as depicted in Architectural Plans, titled "Proposed Pool Fencing Plan", dated February 14, 2024, prepared by Stacy Marshall Paetzel, RLA. Vote of the Commission: Ayes: Commissioners Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 3-0. DARIEN LEUNG#2—265 Orchard Street- 3:33 P.M. -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct repairs and alterations to an existing barn to include converting part of the barn into a permitted pool house/cabana; located at 265 Orchard Street, Orient, NY. SCTM No. 1000-25-2-11.1. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission March 28, 2023 • Simon Eisinger,Architect, appeared before the Commission to describe siding, sheathing and rigid insulation to be installed on an accessory structure being converted to a cabana/pool house. The structure size is 772 sq. ft., but the cabana will measure no more than 350 feet per code. • The siding will match the existing siding, the windows will be replaced in kind, Green Mountain doors will be used, and there will be no foundation installed/poured, only footings. A Motion was made to set a public hearing for April 25, 2024 by Commissioner de Conciliis and seconded by Commissioner Woodhouse. AYES: Commissioners Wexler, Woodhouse and de Conciliis (3-0). BARNYE, LLC — 150 Baywater Avenue—for a Certificate of Appropriateness under Section 170- 7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to a single family dwelling with covered porch, and accessory structures; to construct new accessory structures (garage and shed), and to erect new fencing; located at 150 Baywater Avenue, Southold, NY. SCTM No. 1000-78-3-22. • The applicant's representative, Lucy Barnes, via email correspondence on March 27, 2024, requested an adjournment to review the application in Work Session to April 25, 2024. Regular Meeting Called to Order: 4:18 PM Motion to open the regular meeting by Commissioner de Conciliis, seconded by . Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Wexler Woodhouse, and de Conciliis. (3-0). Motion approved. Pledge of Allegiance: Approval of Minutes: Motion to approve February 22, 2024 meeting minutes by Commissioner de Conciliis, seconded by Commissioner Wexler. PUBLIC HEARINGS: (1) 4:20 P.M. -ANDREA SWITCH —4:20 P.M. - (Adjourned from February 22, 2024) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to replace roofing of an existing single-family dwelling, located at 2500 Hobart Road, Southold, SCTM No. 1000-64-3-7. 3 Page 4, Minutes of Meeting of the Historic Preservation Commission March 28, 2023 • The applicant's representative, Ronald Gomez appeared to describe the roof and facia replacement as depicted in "Alternative A" of documents submitted. A Motion was made to CLOSE the public hearing for March 28, 2024 by Commissioner Wexler and seconded by Commissioner de Conciliis. Vote of the Commission: AYES: Commissioners Wexler, Woodhouse, and de Conciliis (3-0). A motion was made to approve a Certificate of Appropriateness to replace roofing and facia (as depicted on "Alternative A") of an existing single family dwelling; by Commissioner Wexler, seconded by Commissioner de Conciliis. Vote of the Commission: AYES: Commissioners Wexler, de Conciliis, and Woodhouse. (3-0). Motion approved. WORK SESSION —CONTINUED: 4:37 P.M. KAREN CONSTANT—555 VILLAGE LANE, ORIENT—4:32 P.M. -for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to replace roof shingles upon a 120 sq. ft. portion of a barn upon subject property; located at; located at 555 Village Lane, Orient, NY. SCTM No. 1000-25-2-5.3. A Motion was offered by Commissioner de Conciliis, seconded by Commissioner Woodhouse to determine that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and further approve and issue a Certificate of Appropriateness to replace the roofing on a 120 sq. ft. portion of a barn with Victorian Galvanized Grey Shingles as depicted on "Exhibit A" received March 28, 2024;. Vote of the Commission: Ayes: Commissioners Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted 3- 0. Meeting Adjourned: 4:55 P.M. Motion to exit the public meeting in order to Move to Executive Session was made by Commissioner Woodhouse, seconded by Commissioner de Conciliis.
