En-Consultants on behalf of 500 GLENN ROAD, LLC requests an Amendment to Wetland Permit
#9996 to construct a 12'x36' one-story den/dining room addition with a Bilco door and basement
below in lieu of the proposed 12'x20' one-story addition; and no farther seaward than approved
addition or existing covered porch to be removed; construct a 12'x22.8' unroofed deck addition with
4'x4' landing and steps; relocation of proposed drywell; and to install and perpetually maintain a 15'
wide, approximately 1,687sq.ft. vegetated non-turf adjacent to the wetlands, inclusive of
approximately 765sq.ft. of existing lawn to be replaced with native vegetation. Located: 500 Glenn
Road, Southold. SCTM# 1000-78-2-23
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
1 , All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its si;;nificant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local

The application for amendment of Town Wetlands Permit No.9996 proposes the construction of a 1-story addition that is approximately 192 sf larger than the currently
approved addition and addition of a 274 sf deck,which at its closest point will be located 95 feet from wetlands.As mitigation for the increased project scope,the
proposed drywell approved on the waterside of the house will instead be installed outside Chapter 275 jurisdiction;and whereas a non-turf buffer was not previously
proposed or required by the current permit,the proposed amendment includes establishment of a 15'wide,approximately 1,687 sf vegetated non-turf buffer adjacent to
wetlands(inclusive of approximately 765 sf of existing lawn to be replaced with native vegetation),which will permanently act as a sink for runoff and potential
contaminants contained therein.The revised plan also calls out a proposed project limiting fence to control runoff and site disturbance during construction.Therefore,
consistent with Policies 5 and 6,the amended project design would provide increased protection of water quality,and both increased protection and active restoration of
the quality and function of the adjacent tidal wetlands ecosystem.
