First is the average setback you prepared... the subject parcel is excluded from the calculations;the 300 foot dimension is to be taken from the subject parcel boundary line;your 300 foot mark does touch the third parcel down,which is 78- 3-18, so you need to include that front yard dimension in there as well; the neighboring parcel which shows a 41.3' setback is sctm#78-3-19.1, not 18 as called. I have an older document which indicates 78-3-18 as having a 46 foot front yard setback, so please adjust your calculations accordingly to determine the new average set back. I'm not sure this is going to work the way you're hoping and it may end up going to zoning... I know you stepped the second floor back to avoid that, but there may not be a way around it if you want that front floor area. Second,this is a substantial improvement to the home and it will require health department approvals.
