I am writing as a follow -up to the Work Session held on March 28, 2022 where the
Planning Board discussed the above - referenced Site Plan Application and determined
the following:
Due to the highly technical nature of the content of the Draft Environmental Impact
Statement (DEIS) for the project, the Planning Board has requested Nelson, Pope &
Voorhis (NPV) to provide assistance with the review of the adequacy of the document.
This specific review is limited to the adequacy of the sections on hydrogeology and
traffic, for which the Town does not have in -house expertise. The proposal in the
amount of $12,500 was accepted by the Planning Board.
Please submit a check in the amount of $12,500 to fund the environmental services
provided by NPV as described above, and pursuant to the State Environmental Quality
Review Act (SEQRA).

Dear Ms. Lanza:
Pursuant to our meeting and subsequent email correspondence from your office, Nelson Pope Voorhis,
LLC (NPV) is pleased to submit the following scope of services and budget to the Town of Southold
Planning Board for the Strong's Yacht Center Draft Environmental Impact Statement (DEIS). Based on our
initial discussion and review of the DEIS and other materials provided by your office, NPV has identified
the following tasks and fee estimates for your consideration.
Task 1: Initial DEIS Completeness Review
NPV will review the proposed plans, Final Scope dated February 8, 2021, and DEIS dated December 2021
for the proposed storage buildings at Strong's Yacht Center to determine if the DEIS is consistent with the
required scope and content of the approved Final Scope and consistent with the requirements of the State
Environmental Quality Review Act (SEQRA) § 617.9(b), "Environmental impact statement content." NPV
staff will also provide a technical review of the statements, descriptions, analyses, findings, and
conclusions of the identified topics and DEIS sections below to ensure that they are based on current and
accurate information and methodologies; are technically and scientifically sound; and conform to
applicable standards, guidelines, and regulations.
The assessment will require a review of the DEIS to fully understand the project proposal, existing
conditions, identified impacts, proposed mitigations, project alternatives, figures and appendices as they
relate to the topics identified by the Town.
Traffic:
Nelson & Pope's (N +P's) traffic engineers will review DEIS Sections 3.3 "Transportation," 3.10
"Construction- Related Impacts," and the October 2021 "Traffic Impact Study" prepared by Dunn
Engineering Associates. Review will be thorough but focused on issues surrounding construction vehicle
traffic, planned truck routes (if any), number truck trips (soil export), pedestrian and cyclist safety, impacts
on quality of life from a traffic perspective, and cumulative and growth inducing traffic impacts at the
project site and in the area along area streets and intersections. N +P will identify any required content or
analyses that were not included.

DEIS Completeness Review and Technical Comments
for Specified Topics
Hydrology and Hydrogeoloog
Hydrology and hydrogeology involve the interplay of groundwater, surface water, wetlands, flood zones,
drainage, vegetation, soil, geology, and topography. NPV will review Sections 2.1 "Soils and Topography,"
2.2 "Water Resources," 2.3 "Flooding and Climate Change," and 3.10 "Construction- Related Impacts," to
determine consistency with Final Scope and SEQRA requirements, consider existing
hyd rol ogic/hyd rogeo logic conditions, review impacts and identified mitigations. The consistency review
will also require that NPV consider the provided NYSDEC mining permits correspondence, McDonald
Geoscience's test hole data, PWGC's Groundwater Modeling Report, PWGC's Geotechnical Engineering
Memo Report, Long Island Precast's Sand Calculations, Enviroscience Inc.'s Soil Analytics Report,
Correspondence from Suffolk County Water Authority, Evergreen Macro's Retaining Wall Report, H &L
Contracting's letter regarding barge removal of soil, various figures (depth to groundwater, direction of
flow, public and private wells, soils, flood zones, wetlands, sea level change, SCWA drinking water
infrastructure, sewage disposal facilities, and any special groundwater protection areas or districts, public
water supply water sensitive areas.
The review will focus on proposed clearing, excavation, grading, slopes, ground elevations, hydrologic
conditions, and project development as it relates to hydrology and hydrogeology and the requirements
of the final Scope, SEQRA and standard practices. This will include a review of any necessary information
on ground and surface water quality and volume /recharge, excavation, wetlands, and nearby public and
private wells based on the information provided in the DEIS. NPV will determine these sections and
material's compliance with the Final Scope and SEQRA standards.
NPV will prepare a memorandum listing all scope and content deficiencies identified during this review
for the Applicant to address.
Fee: Time Rates
Budget: $8,500.00
Task 2: Second DEIS Completeness Review
Once the Applicant has addressed the comments in NPV /N +P's first completeness memorandum and
resubmitted the DEIS, NPV /N +P will conduct a second review to ensure that all comments and deficiencies
are fully and accurately addressed and the DEIS is consistent with the requirements of the Final Scope and
SEQRA. NPV will prepare a second memorandum based on this review indicating either that the DEIS
complies with the minimum submission requirements, includes and suitably examines the required topics,
and is "complete" and ready for formal Planning Board acceptance or, if the DEIS is still unsatisfactory,
the memo will identify the outstanding deficiencies and inconsistencies to be addressed in a second
revised DEIS.
Fee: Time Rates
Budget: $4,000.00
It is assumed that just two reviews of the DEIS will be needed (the initial submission and revised
submission) to identify issues and provide recommendations. If an additional (third) review is necessary,
an additional budget will be requested at that time.

Task 3: Assistance with Impact Identification and Mitigation (if requested)
Once the DEIS has been accepted by the Town, NPV will review the identified impacts of the project and
proposed mitigations in the DEIS, assess the anticipated effectiveness of the mitigations for addressing
identified impacts, and provide a memorandum outlining additional mitigation measures, as needed and
practical.
Fee: Time Rates
Budget: $2,500.00
Based on the scope of services and budget identified herein, it is suggested that the Planning Board
request the applicant submit a deposit of $15,000 to be held in escrow for the DEIS completeness review
and impact and mitigation assessment if needed. We look forward to continuing work with the Board on
