The issuance of an Administrative Permit allows for the operations as indicated on the survey prepared by John Minto, L.S., last dated December 18, 2023, and stamped approved on February 14,E 2024. § 275-5 Permit procedures: (i) Cutting of common reed (Phragmites australis) to within 112 inches of the soil surface landward of the wetland boundary. This does not include mowing to ground level. Special Conditions: No other vegetation is permitted to be cut on the property without further review. Do not disturb any native vegetation during the hand cutting of Common Reed (Phragmites australis), including but not limited to; Eastern Red Cedar(Juniperus virginiana), Northern Bayberry (Myrica pensylvanica), Marsh Elder (Iva frutescens), and Groundsel Bush (Baccharis halimfolia). The approved operations must be commenced within three (3) years from the date of the resolution. The permittee is required to provide the Trustees with before and after photos of the area within this time period before any further maintenance is conducted. Based upon the information provided on the LWR . Consistency Assessment Form submitted to this department, as well as the records availableo me, it is my recommendation that the proposed action is INCONSISTENT with LWRP Policy 6.3 and therefore, INCONSISTENT with the LWRP. Policy 6.3. Protect and restore tidal and freshwater wetlands. A. As with the prior approval,the proposed Phragmites trimming would occur once annually using only handheld tools, i.e.,no heavy machinery,with no excavation or soil removal,and no disturbance to any other naturally existing vegetation. The cut shoots will be removed for disposal at an approved upland facility. The intent of the trimming is to help control the spread of the common reed throughout the adjacent wetland and upland areas. The project will therefore again seek to protect the quality and function of the adjacent tidal wetlands ecosystem and tidal waters of Deep Hole Creek,consistent with the policies and goals of the LWRP'and Chapter 275.
