Kevin Byrne, Commissioner Stephen Kiely, Esq., Legal Counsel Denise Geis, Commissioner Chris Shashkin, District Clerk Alexandra Getches, Commissioner Lyle Girandola, Treasurer Jean Schweibish, Secretary Call to Order Pledge Appointment: Bob McInnis of McGinnis Digital to discuss updated park district website PUBLIC COMMENT SESSION ON AGENDA ITEMS All other comments re a rding non-agenda items will be held at the end of the meeting Please limit comments to no more than 5 minutes RESOLUTIONS Resolution 2024-1 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint as Chairman of the Board of Commissioners for the term commencing on January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-1. Resolution 2024-2 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint as Deputy Chairman of the Board of Commissioners for the term commencing on January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-2. Resolution 2024-3 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Stephen Kiely, Esq. to the position of Park District Attorney, effective January .1, 2024 through December 31, 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-3. Resolution 2024-4 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Lyle Girandola to the position of Park District Treasurer, effective January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-4. Resolution 2024-5 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Chris Shashkin to the position of District Clerk, effective January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-5. Resolution 2024-6 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Jean Schweibish to the position of Secretary, effective January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by all in favor and motion carried unanimously to approve Resolution 2024-6. Resolution 2024-7 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby sets the per annum salaries for the following appointed officials effective January 1, 2024 through December 31, 2024: Park District Attorney, Stephen Kiely, Esq. — Per Annum Salary $ Park District Treasurer, Lyle Girandola— Per Annum Salary $ Park District Clerk, Chris Shashkin — Per Annum Salary $ Park District Secretary, Jean Schweibish — Per Annum Salary $ RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-7. 2 Resolution 2024-8 RESOLVED that the Park District Clerk, when required to use his own personal automobile in the performance of his duties, shall be compensated for travel expenses necessarily and actually incurred in carrying out the duties of his office at a rate of $.67 (sixty-seven cents) per mile, per the IRS 2024 standard mileage rate for business travel; all other mileage reimbursement for elected and appointed officials shall be reviewed and approved by the Board of Commissioners on a case-by-case basis. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-8. Resolution 2024-9 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby designates The Suffolk Times/Times Review Newspapers, Inc. as the official newspaper of the Park District for the publication of notices, resolutions and any other matter required to be published for 2024. RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2024-9. Resolution 2024-10 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby designates Dime Bank (the "Bank") as the depository of the funds of the Mattituck Park District(the "Depositor"), with authority to accept at any time for the credit of the Depositor deposits in checking, savings, money market savings, term or any other account, by whomever made in whatever manner endorsed; and be it further RESOLVED that Dime Bank is designated as depository in which the Treasurer or other officers or employees shall deposit monies coming into their hands by virtue of their position; and be it further RESOLVED that the Board of Commissioners of the Mattituck Park District hereby authorize Chairman to execute any necessary Collateral Agreements between the Mattituck Park District and the Bank and their Third-Party Custodial Institutions, subject to the approval of the Park District attorney. RESULT: Motion by , seconded by all in favor and motion carried unanimously to approve Resolution 2024-10. Resolution 2024-11 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoints the accountancy firm of Nawrocki Smith, to act as park district financial auditors for the period effective January 1, 2024 through December 31, 2024. RESULT: Motion by , seconded by all in favor and motion carried unanimously to approve Resolution 2024-11. 3 Resolution 2024-12 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the following list of spending limits by vendor for their respective recurring goods and services provided during the year. These caps serve as pre-approved encumbrances of MPD funds for these frequent and usual expenses for normal operation. Any spending projected to exceed these caps during 2024 will be addressed as an amendment if necessary and appropriate. PUBLIC COMMENT 5 ANNUAL ORGANIZATIONAL MEETING MATTITUCK PARK DISTRICT MONDAY, JANUARY 4, 2024 - 6:00 PM MINUTES Presiding Commissioners Kevin Byrne, Commissioner Denise Geis, Commissioner Alexandra Getches, Commissioner Chris Shashkin, District Clerk Stephen Kiely, Esq., Legal Counsel Lyle Girandola, Treasurer Jean Schweibish, Secretary Meeting called to order by K Byrne at 6:00 PM Pledge Appointment: Bob McInnis of McGinnis Digital reviewed his work on updating the MPD website • C Shashkin to manage the webpage, while search engine and optimizations would require McGinnis Digital support. • Subscription fees will be around $25 per month which covers design tool and url • Mailing list can be synched with Mailchimp • K Byrne requested and editable page for tweaking. B McInnis will make MPD a co-owner with C Shashkin as administrator. RESOLUTIONS Resolution 2024-1 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoints Kevin Byrne as Chairman of the Board of Commissioners for the term commencing on January 1, 2024 through December 31, 2024. RESULT: Motion by D Geis, seconded by A Getches, all in favor and motion carried unanimously to approve Resolution 2024-1. Resolution 2024-2 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Denise Geis as Deputy Chairman of the Board of Commissioners for the term commencing on January 1, 2024 through December 31, 2024. Resolution 2024-4 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Lyle Girandola to the position of Park District Treasurer, effective January 1, 2024 through December 31, 2024. RESULT: Motion by A Getches, seconded by K Byrne, all in favor and motion carried unanimously to approve Resolution 2024-5. Resolution 2024-6 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby appoint Jean Schweibish to the position of Secretary, effective January 1, 2024 through December 31, 2024. RESULT: Motion by D Geis, seconded by K Byrne, all in favor and motion carried unanimously to approve Resolution 2024-6. Resolution 2024-7 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby sets the per annum salaries for the following appointed officials effective January 1, 2024 through December 31, 2024: 2 Park District Attorney, Stephen Kiely, Esq. — Per Annum Salary remains at $15,600 Park District Treasurer, Lyle Girandola— Per Annum Salary $50,000 for additional hours and amended responsibilities Park District Clerk, Chris Shashkin — Per Annum Salary remains at $60,000 Park District Secretary, Jean Schweibish — Per Annum Salary Cap remains at $26,000 RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion as amended carried unanimously to approve Resolution 2024-7. Resolution 2024-8 RESOLVED that the Park District appointed officers and employees, when required to use their own personal vehicle in the performance of their duties, shall be compensated for travel expenses necessarily and actually incurred in carrying out the duties of their office at a rate of $.67 (sixty- seven cents) per mile, per the IRS 2024 standard mileage rate for business travel, except those hired with the understanding that they will use their own vehicles in the performance of their duties. RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion as amended carried unanimously to approve Resolution 2024-8. Resolution 2024-9 RESOLVED that the Board of Commissioners of the Mattituck Park District hereby designates The Suffolk Times/Times Review Newspapers, Inc. as the official newspaper of the Park District for the publication of notices, resolutions and any other matter required to be published for 2024.
