Land Preservation Sanitary Flow Credits- WW Farms Open Space WHEREAS, on February 1, 2024, the County of Suffolk and Town of Southold acquired fee title to a parcel owned by WW Farms, LLC; and WHEREAS, said property is identified as SCTM #1000-101.-1-8.2 and SCTM#1000-101.-1- 8.3, and is located at 15325 Middle Road(CR 48) in Cutchogue in the Agricultural-Conservation (A-C) Zoning District; and WHEREAS, said purchase included a joint acquisition by the Town and County with the County acquiring a fifty percent(50%) undivided interest and the Town acquiring a fifty percent (50%)undivided interest, as tenants-in-common, to each of the two (2) tax map parcels listed above; and WHEREAS, the entire parcel is 32.04 acres as per a survey prepared by John Minto, Land Surveyor, last dated December 21, 2023; and WHEREAS, said property is located within the Mattituck-Cutchogue Union Free School District; and WHEREAS, the deed recorded as part of the purchase prohibits the use of the property for any residential, commercial, or industrial uses and prohibits the use of the property for anything other than preservation of open space,passive recreation, or aquifer recharge; and WHEREAS, as per Section 117-7 (Determination of Credits to be Deposited) of the Town Code, the Land Preservation Coordinator provided the Town Board with a calculation of the sanitary flow credits available for transfer from the above-mentioned parcel prior to the Town Board public hearing on the purchase, and that the County of Suffolk would determine if Sanitary Flow Page 22 March 12, 2024 Southold Town Board Board Meeting Credits (a.k.a. Town Attorney Opposition of'Governor's Budget Cuts for Highway Funding Whereas, New York State Governor Kathy Hochul's 2024-2025 Budget proposes $60 million in cuts to CHIPS funding from the proposed 2024-25 state spending plan, resulting in reductions to local highway funding , including a loss of funds to the Town of Southold; and Whereas, cuts in such funding will eliminate highway construction and maintenance jobs and the ability of local governments to address transportation responsibilities; and Whereas, local highway departments, including the Town of Southold,plow over a quarter of New York State Department of Transportation roads, in addition to their own systems; and Whereas, the Town Board of the Town of Southold finds the proposed New York State budget cuts ignore unprecedented increases in inflation and construction material costs. According to the Federal Highway Administration (FHWA) construction costs have escalated 58.6% over the past 30 months; and Whereas, the Town Board of the Town of Southold finds that the proposed New York State budget cuts ignore current increases and projected increases in fuel and energy costs; and Whereas, the Town Board of the Town of Southold finds that high inflation rates on highway construction materials has resulted in struggling highway maintenance programs and the inability to meet infrastructure needs; and Whereas, the Town Board of the Town of Southold finds that the proposed budget cuts will delay or defer critical projects within the Town; and Whereas, the Town Board of the Town of Southold finds that the proposed budget cuts will have a deleterious affect on the health, safety and welfare of the users of local roadways through the absence of necessary maintenance and repair, resulting from the loss of such funding; now therefore BE IT RESOLVED, that the Town Board of the Town of Southold opposes the 2024-2025 budget cuts contained in the Governor's Budget for highway funding to local governments. Local governments depend on this funding for all highway maintenance needs and lack local funds to support maintenance programs. Cuts to this funding will fall directly to local resident taxpayers.
